HomeMy WebLinkAboutE-4 Staff Report - Per Capita Grant Pioneer ParkCONSENT ITEM E-4 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROBERT DELGADILLO, DIRECTOR OF PUBLIC WORKS DATE: MARCH 6, 2023 SUBJECT: ACCEPT GRANT FUNDING FROM PROP 68 LOCAL PARK REHABILITATION, CREATION, AND IMPROVEMENTS AND APPROVE THE PURCHASE AND INSTALLATION OF PLAYGROUND EQUIPMENT AT PIONEER PARK BACKGROUND: The California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018 was a result of California voters approving Prop 68, via Senate Bill 5, on June 5, 2018. This resulted in funds allocated to the City of Azusa, based on both a general per capita basis and an urban county per capita basis. The total funding available to the City of Azusa is $208,485. Eligible projects must be capital outlay; that is, acquisition of land, or improvements to existing property beyond its original condition. Operation, maintenance and repairs are not eligible. On August 16, 2021, City Council authorized staff to submit an application and designated the City Manager as the authorized representative for all related documents. The State has approved our application and Staff has engaged Innovative Playgrounds Co. to design and install the playground. Innovative Playgrounds Co. is a member of Sourcewell (formerly JPIA) so the competitive bidding process has already been conducted on the City’s behalf. RECOMMENDATION: Staff recommends that the City Council take the following action: 1) Accept $208,485 in Prop 68 Per Capita Grant Program funds; and, 2)Waive the competitive bid process as authorized under Azusa Municipal Code Section 2.521(a) and approve the purchase and installation of new playground equipment at Pioneer Park by Innovative Playgrounds Co. in the amount of $290,276.62, which includes a 10% contingency. Approved City Council 3/6/2023 Pioneer Park Playground Replacement March 6, 2023 Page 2 ANALYSIS: The playground equipment at Pioneer Park has fallen into a state of disrepair due to age and use. Replacement of the playground equipment was established as a high priority by the Parks and Recreation Commission. As the Prop 68 Per Capita Grant funds became available to cover the cost, staff began the process of completing the steps required to secure the funding. The theme chosen is a nature concept with brightly colored playground equipment. An all-new component called Movement Play is integrated into the design for fun, exercise, development and play, which is kid-powered and packed with games. This is the first of its kind in an Azusa Park. Kids and adults will love it; everyone will move, sweat, laugh and engage together. ENVIRONMENTAL REVIEW The proposed project is exempt from environmental review pursuant to the California Environmental Quality Act (Pub. Resources Code, §§21000 et seq.) (“CEQA”) and the State CEQA Guidelines (Cal. Code Regs, tit. 14, §§ 15000 et seq.). Specifically, the proposed project qualifies for a Class I Categorical Exemption (State CEQA Guidelines, § 15301), which applies to the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing former use. The subject project would rehabilitate equipment to meet current standards for safety and provide for improved safety or health protection devices in conjunction with existing structures and facilities. FISCAL IMPACT: There is no fiscal impact to the General Fund associated with the recommended actions. Total estimated project costs for the Pioneer Park Playground Replacement are $290,276.62. This includes the purchase and installation of the playground equipment and 10% contingency. The Prop 68 Per Capita Grant amount of $208,485 requires a 20% match since the project area is not considered to be in a disadvantaged community. The balance of funds required ($81,791.62) are available in Fund 19, the Quimby Fund. Upon approval, Staff will prepare the necessary budget amendments.
