A NEW CONTRACT WITH INVERIS FOR POLICE DEPARTMENT RANGE
UPGRADE
BACKGROUND:
The Police Department currently utilizes a range for department training which is only handgun rated. In
order to maintain proficiency with all department issued equipment, the police department needs to
upgrade the range to be rifle rated. On December 5, 2022, the City Council authorized the release of a
new Request for Proposal (RFP) for the Police Department range upgrade. The RFP was posted for
bidding and has since closed. InVeris was the only company to submit a proposal.
RECOMMENDATION(S):
Staff recommends that the City Council take the following action(s):
1) Approve the proposal for Police Department range upgrade;
2)Authorize the City to enter into a Professional Services Agreement with InVeris to complete the
department range upgrade.
3)Authorize a budget amendment for an increase of $2,622.73 to cover the cost of the contract with
InVeris in the amount not to exceed one hundred eight-four thousand one hundred ninety-four
dollars and seventy-three cents. ($184,194.73)
ANALYSIS:
The Police Department currently utilizes a range for department training which is only handgun rated. In

amendment for an increase of $2,622.73 in account #46 80 000 310 7125 31023A to cover the cost of
the contract with InVeris in the amount not to exceed one hundred eight-four thousand one hundred
ninety-four dollars and seventy-three cents.
FISCAL IMPACT:
In the approved budget for FY 2022/23, staff has budgeted $181,572.00 for upgrading the department’s
range under Community Improvement Projects fund account #46 80 000 310 7125 31023A. The
remaining balance of $2,622.73 was requested under recommendation #3 from above, and upon Council
approval, staff will prepare a budget amendment to the Police Department budget under account #46 80
000 310 7125 31023A.

1 Introduction
InVeris Training Solutions, Inc.™ (InVeris) is pleased to submit this Proposal offer to the City of Azusa (City)
for the Azusa Police Department Range Upgrade project. We understand the City is seeking to upgrade
the police department’s firing range from handgun rated to rifle rated.
InVeris is offering the below firing range equipment and services to meet the City’s requirements:
• Bullet Trap – InVeris’ Model LE7500 GranTrap™ Bullet Trap with 8' height granular rubber trap
with 3/8" AR500 angled armor plate upper replenishment bin and Open GranTex™ Design.
• Ballistic Protection: Models RG-D and RG-D-2 Redirective Guards – Rifle Rated, 3/8" AR500 and
includes GAP Protectors and Model JR3-D Deflectors - 3/8" AR500.
• Combat Wall – Model BWO – Rifle Rated, 1/4" AR500 with 1" Shredded Rubber Plank (SRP) and
Fire Treated Wood (FTW).
• Target System –Three (3) Model QuikTurn™, 360 Degree Target Turners – overhead mount.
• Control System – One (1) RM10K-LE Master Control Computer and one (1) Tablet Controller.
Services include the following:
• Demolish, remove, and dispose of the existing Bullet Trap (including concrete work to level off for
the new Bullet Trap)
• Delivery of the above equipment
• Furnish all labor, equipment, and materials and install the new SYSTEM including any electrical
requirements, including cabling, conduit, etc.
• Equipment Testing, Training and Certified Inspection (project signoff)
• Operations and Maintenance Manuals
• 12-Month Warranty

3 Proposed Work Plan
3.1 Notice of Award (NOA)
Upon NOA, InVeris assigns a Program Manager (PgM) to the order. The PgM coordinates all internal
activities and is the City’s primary point of contact during contract performance. The PgM maintains the
project schedule, administers the submittal process, monitors the manufacturing and quality control
processes, assures contract adherence, coordinates delivery and installation, initiates the internal
warranty process, and closes out the project file. The PgM will remain the primary point of contact
throughout the warranty and maintenance period for issues not related to Customer Service calls.
3.2 Program Management
The PgM convenes a project team at time of award, comprised of the PgM, project engineer, range
configuration specialist, commercial/contracts specialist, and program administrator. In addition,
members of the engineering group, compliance department, and quality group join the team as required.
The project team configures the product configuration, initiates the manufacturing process, and sets the
internal production schedule.
The PgM also coordinates with the Compliance Department any export licenses and completion of ITAR
documentation (as required).
The PgM coordinates the onsite technical support offered in this order, including as needed a design visit,
a pre-installation survey by the Field Service Technician (FST), the number of trips required to provide
adequate technical support and supervision to the installation crew.
3.3 Removal and Disposal of Existing Range Equipment
The InVeris Team will remove the existing bullet trap (including concrete work to level off for new Bullet
Trap).
3.4 Delivery of Range Equipment
Freight & Delivery shall be C.P.T. Jobsite (Azusa, CA) in accordance with Incoterms® 2020.
3.5 Installation of Range Equipment
InVeris has been providing range equipment to commercial customers, military, and law enforcement
agencies around the world since 1926. In that time, we have learned that the most cost effective and
efficient way to install our products is by providing expert technical support and guidance to local
contractors. It is not cost effective for us to have a crew of workers traveling from our factory to customer
sites around the globe. It is also not feasible for us to maintain intimate knowledge of the local building
requirements, and practices in so many locations. It is far more effective for us to provide expertise and

training on our equipment to contractors with construction experience and expertise specific to that
locale.
InVeris typically provides an experienced FST to supervise the installation. Prior to the FST’s initial trip, all
improvements to the buildings/facades that will house range equipment, including installation of the
electrical and mechanical systems, should be completed. On the initial trip (prior to equipment arrival)
the FST will survey the site and work with the General Contractor and Installation Supervisor to identify
and resolve construction coordination issues (conflicts) and verify installation sequence and schedule. The
FST will work with the installers to establish site logistics, sequence of installation, and properly locate
(lay-out) the range equipment. The FST will also train the installation crew in product identification and
best practices for unpacking and staging.
The FST works with the installation crew reviewing and revising the layout as required resolving conflicts
with work in place and updating the installation schedule. The FST trains the installation crews and
foremen on product identification, assembly instructions, proper install techniques, best practices, and
quality control (QC) points. When the FST departs the site, the installers continue with that portion of the
work utilizing phone and email support as required. The FST works with the installation crew to resolve
any issues that may arise during installation, provides technical support and/or clarifications as required,
and conducts QC inspections of work in place. Any corrective actions identified during QC are
documented and reviewed with contractor. As installation progresses, the FST conducts operational
testing of all of the range equipment (particularly targetry and controls) and makes any final adjustments
to the equipment. As installation of all equipment in an individual range is completed, the FST will
commission that range and prepare for acceptance testing.
3.6 Customer Acceptance and Training
After the completion of installation and commissioning by the InVeris FST, and customer acceptance, a
training session for operators and maintainers will be held. Following the completion of acceptance and
training, the customer will take possession of the range, and the warranty and maintenance period will
begin.
3.7 Product Manuals
InVeris will deliver two (2) hard copy sets of product manuals and one (1) electronic Adobe pdf copy.
Manuals include product identification information, safety information and warnings, theory of operation,
installation guidelines, trouble-shooting guide, component identification information, parts lists, and
customer service contact information. The organization and scope of the Operator and Maintenance
Manual is consistent with prevailing industry standards.

3.8 Proposed Project Schedule
A typical schedule is provided below:

3.9 Warranty and Help Desk Hotline
InVeris will provide a 12 Month Warranty to the Azusa Police Department.
InVeris operates a responsive Help Desk Hotline to support our customers. This Hotline will be available
to the Azusa PD for problem resolution for the warranty period as stated in the pricing table. Hotline
support includes answering questions on maintenance issues, providing additional information,
confirming problems and investigating their cause and providing suggestions for corrective actions and
recommendations. The Help Desk Hotline is manned by our Repair Technicians during normal operating
hours of 8:00am to 5:00pm EST. After these hours, an InVeris Technician is on standby to respond to
emergency situations. Because of the time differences between various locations within the US, email is
a common form of Hotline communication. A time may be set up to have an InVeris Technician assist the
buyer outside normal InVeris operating hours. If spare parts are required to support operations, our
service department is able to assist with placing these orders as well.

6.1 Important Notes and Assumptions
1. COVID-19: Supplier (InVeris) shall not be liable to Purchaser if and for so long as it is unable to
deliver because Supplier’s (InVeris’) production is suspended, or it cannot obtain necessary
materials, or it cannot make delivery arrangements, due to the COVID-19 pandemic.
2. Prices are Firm Fixed Price, barring no material escalation in steel prices greater than 5% during
the timeframe from quote submission to a fully negotiated contract.
3. Full Install: Pricing assumes the InVeris Field Service Technician (FST) and labor crew will be onsite
over one (1) continuous trip. All site preparation work must be done prior to the FST’s arrival. If
additional trips are required due to issues beyond InVeris’ control, additional charges will assessed
in the form of a change order.
4. Removal: In support of this opportunity, InVeris will remove the existing “finished products” and
install new “finished products” as defined in section Business and Professions Code – BPC
7026.2. Due to the nature of this work under Business Professions Code – BPC § 7045, InVeris is
exempted from the requirement to obtain a Contractor License in California.
5. Buyer to verify the ceiling structure within the range is capable of supporting the new range
equipment and containing any errant type secondary bullet impacts.
6. Customer accepts responsibility to ensure the project site is ready to receive and install InVeris’
products according to the contracted schedule. To the extent that InVeris is not at fault for a delay
in site readiness, InVeris may charge Customer any reasonably incurred costs including, but not
limited to, storage costs.
7. All conduit, A.C. wiring, A.C. Electrical Connections, lighting, and any duct work is specifically
excluded from this proposal and InVeris scope of work. If conflict with HVAC, Plumbing or
Electrical equipment occurs, it will be the owner’s/contractor’s responsibility to resolve issues in
a timely manner. Any delays from these will not extend Tech Assist time and may require a change
order for additional Tech Time. Please remember that InVeris wants you to have a successful
installation in a safe and timely manner.
8. InVeris FST will provide training on installed systems after installation is complete. FST will
perform a QC walk and final acceptance with the owner/contractor.
9. Any / all trademarks mentioned herein are the properties of their respective owners.
10. If InVeris is not authorized by the customer to commence work on the Project within 45 days from
the date of the Contract and subject to the economic conditions of metals, InVeris shall be entitled
to adjust its prices to account for increased costs to InVeris as a result of said delay.

7 Terms & Conditions
InVeris’ insurance provider is currently reviewing the City’s insurance requirements in order to confirm
compliancy.
This quote is Firm Fixed price and does break down into hourly rates.
InVeris will not be developing an Intellectual Property under this agreement. Any Intellectual Property
delivered under this agreement was developed at private expense and shall not be used without express
written permission from InVeris.
InVeris shall hold harmless and indemnify the City against any third party liability or claim for personal injury
or damage to property arising solely from any negligent act or omission of the Seller its employees or agents,
save to the extent that such liability, loss, cost, expense, damage or injury is due to the negligence of the City
or its employees or agents. The City agrees to notify InVeris within 30 days of receipt of any such claim, action,
suit or proceeding, provided however that any delay by the City in providing such notice shall not limit InVeris’
indemnification obligations except to the extent that such delay increases InVeris’ liability for indemnification
or cost of defending the claim, action, suit or proceeding. InVeris shall have full control over the defense of the
claim, action, suit or proceeding, including settlement at InVeris’ sole option and at the expense of InVeris, The
City shall cooperate with InVeris in the defense or settlement, provided that the City shall have the right to
participate in the defense in an advisory role using counsel of its own choice and at its own expense.

Limitation of Liability:
Nothing in this contract shall exclude or limit the Supplier’s liability for death or personal injury caused by the

EXCEPT AS STATED ABOVE, THE TOTAL AGGREGATE LIABILITY OF THE SUPPLIER ARISING OUT OF OR IN
CONNECTION WITH THE PERFORMANCE OF THE CONTRACT, WHETHER FOR NEGLIGENCE OR OTHERWISE,
SHALL IN NO EVENT EXCEED 20% OF THE TOTAL CONTRACT VALUE
IN NO EVENT SHALL THE SUPPLIER BE LIABLE FOR LOSS OF PROFIT, LOSS OF USE, LOSS OF BUSINESS, LOSS OF
REVENUE OR FOR ANY INCIDENTAL, SPECIAL, INDIRECT, CONSEQUENTIAL LOSS OR DAMAGES, OR PUNITIVE OR
EXEMPLARY DAMAGES, HOWSOEVER CAUSED.
These clauses set out the entire liability of the Supplier (including any liability for the acts or omissions of its
sub-contractors) in respect of any breach of this contract or orders placed under it and any representation,

statement or tortuous act or omission including negligence arising under or in connection with the contract.
All warranties, conditions and other terms implied by statute or common law are, to the fullest extent
permitted by law, excluded from the contract.”
Force Majeure:
Neither party shall be in default of its obligations under this Agreement by reason of delay or failure to perform
if such delay or failure arises out of causes beyond the reasonable control and without the fault or negligence
of the party including, but not restricted to, acts of God, acts of governments, fires, floods, epidemics,
pandemics, quarantine restrictions, terrorism, war, labor unrest and unusually severe weather (“Excusable
Delay").
The party experiencing the Excusable Delay shall give prompt written notice to the other party upon such party
becoming aware of any circumstance or event which may reasonably be anticipated to cause or constitute an
Excusable Delay as described herein. Such notice shall contain a description of the delay and of the affected
portion of the Work. In the event that InVeris is the party experiencing the Excusable Delay, InVeris, in its
discretion, may delay delivery, cancel delivery, make price adjustments and/or allocate delivery among
customers as necessary due to such unexpected event and during the period of such Excusable Delay. If the
Excusable Delay continues for a period of 90 days, the party not experiencing the Excusable Delay may
terminate this Agreement with no cost or liabilities accruing to either party.
InVeris’ pricing excludes the following items unless specifically included as a line item at the end of this
paragraph.
A. Line voltage electrical, connections, line or control conduits (empty or full), electrical boxes,
receptacles, target or general lights and any other devices generally considered for high voltage.
B. All temp utilities for construction (including adequate lighting and 115v power for hand-tools) are the
responsibility of the owner/contractor.
C. Bridging, structural supports or any other material that is required as support for InVeris’ baffle, safety
ceiling, or target systems. Load points to be verified by owner/contractor to support InVeris
equipment.
D. All coordination for baffle, safety ceiling, and bullet trap (and the associated hanging provisions) is the
responsibility of the owner/contractor. InVeris will provide accurate submittal drawings for this
purpose.
E. Unloading and/or moving/placement of InVeris’ equipment into the range area.
F. Removal / disposal of existing equipment.
G. Removal / disposal of lead or other hazardous waste.
H. Relocation of existing piping, ventilation ducts, electrical conduit, etc.
I. Any customer requested special shipping or marking/labeling requirements and any related costs.
J. Specialty anchors or seismic type hanging devices.
K. Concrete pads, core cuts and/or masonry patching.

result of this proposal, any applicable sales tax will be added to the final invoice. If your organization is federal
or state tax exempt, provide a copy of the tax exemption certificate. Otherwise, please include the sales tax
value on any resulting purchase order.
InVeris does not claim, assert or guarantee in any way that purchased equipment is compliant with all federal,
state, county, city or local “trade” or “building” codes. The owner is responsible for compliance with all local
jurisdictions and codes.
InVeris is a non-union manufacturer. InVeris will provide prevailing wages (Davis-Bacon) or pay for union
workers only if specifically included as a line item below:
PREVAILING WAGE RATES
For the avoidance of doubt, InVeris asserts the following prevailing wage for work to be performed on site:

Payment Terms:

• Payment Terms are 25% with placement of order and signed quotation, 25% with returned approved
InVeris submittal drawings, and the remaining 50% of the balance is due ten (10) working days before
the scheduled ship date. Delay in payment will invalidate the quoted delivery date. Any deviation must
be mutually agreed upon in writing.
Proprietary Information:
This (Proposal/Submittal/Document) contains proprietary information and is submitted for evaluation
purposes, and shall not be disclosed, duplicated or reproduced, in whole or in part, without prior written
consent of an authorized representative of InVeris. All drawings, specifications and other design documents
prepared by InVeris and its consultants in connection with the Project are the property of InVeris. InVeris shall
retain all common law, statutory and other rights, including all copyrights, related to said design documents.
Customer shall not use nor permit another party to use the design documents on other projects without the
specific written consent of InVeris.

Outdoor Model (OD) Specifications
• All metal support frames are hot-dipped galvanized with all assembly hardware either galvanized or stainless steel.
• Metal support frames incorporate weep/drainage holes to release rain water and condensation.
• The 3/8” AR500 upper replenishment bin plates are factory cleaned, coated with an inorganic zinc primer, and painted with a
finish of marine multipurpose epoxy paint.

• Designed as a deeper bullet trap capable of handling muzzle velocities between 900 and 3,600 feet per second (274 to 1097
meters per second), or energy levels to 8,100 foot-pounds and occasional rounds up to 13,000 foot-pounds.
• The Reclining GranTrap LE7500-50Cal is not intended for use by .50cal weapons beyond three-round bursts.
When using high powered rounds, increase monitoring of the GranTex depth levels to ensure that proper material volumes are maintained. Failure to do so

Annex B:
Ballistic Baffles and Guards
This experience shows the most critical areas of misdirected
shots to compromise a shooters safety is typically the area
between the firing line to twelve feet downrange.
To reduce the shooter’s risk of injury, InVeris’ Air-Space
Ceiling System is comprised of mixed layered panels
strategically engineered to contain a misdirected round via the
wood facing, containing them within the air space chamber
after striking the steel backing plate. This prevents the bullet
from exiting the panel or returning to the open range area. The
air-space panels are suspended horizontally from the ceiling
structure starting at the firing line and extending downrange
the distance desired—specific to the customer’s range
design. After installation, acoustical material may be applied
to the panel surfaces to assist in noise reduction. InVeris
offers a variety of range containment and redirective panels
in various sizes and thicknesses (pistol through rifle rated),
pending the specific range design needs.
Air-Space Baffle, Model JA4
• The ceiling, lights, ducts, pipes and range equipment
are protected downrange by a series of angled air-
space baffles.
• Suspended from the ceiling at prescribed angles to the
floor, intervals are determined by ceiling height, range
length and shooting activity.
• To complement the InVeris Training Solutions’ drawing
package, load weight computations and suggested baffle
placements are provided.

• The rubber air-space guard is typically utilized for the

RangeMaster™ 10K (RM10K)
Complementing the RM9K system, InVeris Training
Solutions’ RM10K combines advanced wireless and touch
screen technologies for convenience and flexibility in range
control operations.
Complete system control is managed through tablet computers, allowing
personnel to leave the control room while maintaining complete control of
the range. The tablet’s portability allows instructors the freedom to interact
with shooters at the line and provide immediate feedback and correction.
The control and portability equate to increased productivity, as range
instructors devote attention to firearms instruction rather than range
management from the confines of a control room.
InVeris’ RM10K touchscreen controller utilizes the latest technology in an
intuitive, easy-to-navigate manner. Range personnel may choose from
multiple options on one screen, including the menu bar, target commands
and arrangement. Accepted commands of “friend”, “foe” and “edge” are
standard; or optional, random target actuations may be executed. The
random commands direct the target to present a complete, unexpected turn
to the right or left, in increments of up to 360º, allowing for real life scenarios
and enhanced target training.
