HomeMy WebLinkAboutE-12 Staff Report - 2023 Lenslock security cameras_3CONSENT ITEM E-12 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROCKY WENRICK, CHIEF OF POLICE DATE: APRIL 17, 2023 SUBJECT: APPROVE PROPOSAL AND AUTHORIZE THE CITY MANAGER TO ENTER INTO A FIVE-YEAR CONTRACT WITH LENSLOCK TO PROVIDE SECURITY CAMERAS FOR THE LIBRARY, CITY HALL AND SENIOR CENTER BACKGROUND: The city has seen an increase in its homeless population within the city. With this there have been several examples of staff encountering individuals during early morning and late-night hours at or near entrances to city owned property. Along with this the city has fallen victim to several instances of vandalism as of late. These incidents have revealed the need for an up to date security camera system which can be monitored twenty-four hours a day. This will help to prevent dangerous contacts and crime to city owned property. RECOMMENDATION(S): Staff recommends that the City Council take the following action(s): 1) Approve the proposal for Lenslock security camera system; 2)Authorize the City to enter into a Professional Services Agreement with Lenslock to complete the security camera project; and 3)Authorize a budget amendment for an increase of $199,828.13 over the course of the five-year contract to cover the cost of the contract with Lenslock in the amount not to exceed one hundred ninety-nine thousand eight hundred twenty-eight dollars and thirteen cents. This will help to prevent dangerous contacts and crime to city owned property. If approved, the City of Azusa will enter into a new professional services agreement with Lenslock. Lenslock will provide the city with security cameras which can be monitored twenty-four hours a day. Staff requests authorization to waive bidding pursuant to Azusa Municipal Code (AMC) Sec 2-520(a) Sole Source Purchases as supplies need to be compatible with the existing equipment already in use to ensure continuity of system as Lenslock cameras are already in use in the City as well as with our body worn cameras. FISCAL IMPACT: The cost of the proposed recommendations is $39,965.62 annually or $199,828.13 over a five-year period. The cost for the first year will be funded with budget savings of $39,965.62 included in the FY2022-23 approved budget under account 10-20-310-000-6563. In the event budget savings are not sufficient in FY2022-23, staff will process a budget amendment and increase the budget by $39,965.62 under account 10-20-310-000-6493 after council approval. The proposed costs for future years (including years two through five) will be requested through the annual budget approval process under the Public Safety Budget.
