DEFINITION
Under limited supervision, performs a variety of field and office professional civil engineering work; plans,
designs, and reviews the construction of projects; performs technical studies; performs related duties as required.
CLASS CHARACTERISTICS
Incumbents of this class perform journey level assignments and are responsible for independent engineering
analysis and recommendations. Incumbents may supervise the work of lower level staff performing inspections
of public works facilities or sub-professional engineering work.
ESSENTIAL FUNCTIONS
These functions may not be present in all positions in this class. When a position is to be filled, the essential
functions will be noted in the announcement of position availability.
Performs contract administration of projects including the technical review and approval of project plans,
designs, and construction; evaluates project proposals and recommends award of contract.
Performs inspections of construction projects; makes field inspections of existing structures to determine
adequacy and estimate stabilizing requirements; meets with contractors to resolve items of non-compliance.
Investigates complaints, conducts technical studies and prepares reports and recommendations related to civil
engineering projects, such as capital improvement projects, and other specialized studies.
Reviews and approves proposed residential, commercial, and industrial developments by checking site plans and

SENIOR COMMUNITY RESOURCE SPECIALIST
DEFINITION
Reporting to the Library Services Manager, this position in the City Library is responsible for
assisting patrons with locating community resources, to include social service providers and
government agencies. Maintains accurate data and program records. See Essential Functions
below for further detail.
CLASS CHARACTERISTICS
This single position class receives general supervision from the Library Services Manager and
supervises Community Resource Specialist class.
ESSENTIAL FUNCTIONS
The following functions are typical for this classification. Incumbents may not perform all of the listed
functions and/or may be required to perform additional or different functions from those set forth
below to address business needs and changing business practices.
Assists Library patrons and community members both in person and via telephone and email,
seeking access to social service programs and providers; conducts follow-ups to ensure patrons
were connecting with health, housing, education, employment and other social services to aid in
improving quality of life.
Over sees the City’s Prevention and Diversion program, connection patrons with services,
resources and funding to prevent homelessness.
W orks directly with outside agencies and multidisciplinary teams, referring patrons as needed.
Understanding of case management practices and ability to accurately and clearly document case
notes.
Ability to respond effectively to sensitive inquiries or complaints.
Maintains and updates accurate referral and resource records and data.
Assists in the administration of any program participation assessments.
Researches and identifies local community groups and government agencies that can provide
supportive services.
Participates in program planning and evaluation.
Conducts outreach to members of the community through social service resource fairs and similar
events.
Performs related duties as required.
QUALIFICATION GUIDELINES
Education and/or Experience
Graduation from an accredited college or university with a Bachelor’s degree in social work or
related field is required, Master’s Degree in Social Work or a related field is required, plus 2 years
of experience in case management and support to persons who are considered at
risk, experiencing homelessness, or at risk of homelessness, including working with persons

experiencing chronic health issues and mental health needs.
Bilingual in Spanish is highly desirable.

equipment including skill in using desktop software applications such as word processing,
