HomeMy WebLinkAboutE-6 Staff Report - Vincent Community Bikeway CSRCONSENT ITEM E-6 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROBERT DELGADILLO, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: APRIL 17, 2023 SUBJECT: AUTHORIZATION TO ISSUE CITY SERVICE REQUEST WITH LOS ANGELES COUNTY PUBLIC WORKS FOR THE VINCENT COMMUNITY BIKEWAYS PROJECT BACKGROUND: Los Angeles County Public Works (LACPW) is proposing a bikeway improvement project that falls mostly within the Big Dalton Wash, which is Los Angeles County right-of-way. Various segments of this bikeway cross into the City’s right-of-way and other segments fall within other jurisdictions such as Covina, Irwindale, and West Covina. The Vincent Community Bikeway Project will improve active transportation and recreation along the Big Dalton Wash as part of the County’s Bicycle Master Plan. This project will allow cyclists from the northeast San Gabriel Valley to connect to the existing San Gabriel River Bicycle Path on a protected, designated path. RECOMMENDATION: Staff recommends the City Council take the following actions: 1)Authorize the Director of Public Works/City Engineer to issue a City Service Request with Los Angeles County Public Works for the Vincent Community Bikeways Project for an amount not to exceed $43,400. ANALYSIS: The Vincent Community Bikeway Project will improve active transportation and recreation along the Big Dalton Wash as part of the County’s Bicycle Master Plan. This project will allow cyclists from the Approved City Council April 17, 2023 Vincent Community Bikeway Project April 17, 2023 Page 2 northeast San Gabriel Valley to connect to the existing San Gabriel River Bicycle Path on a protected, designated path. The Vincent Community Bikeway Project is primarily funded with Active Transportation Funding Grant through the County of Los Angeles Public Works. The improvements within the City of Azusa include installation of curb ramps, sidewalk repairs, minor pavement restoration, signage, and striping. FISCAL IMPACT: This project will be funded with Utility Mitigation funds (1355000661-6399) for a total construction cost not to exceed $43,400, and there is no fiscal impact to the General Fund Upon Council approval, staff will prepare a budget amendment and increase the Public Works Department budget by $43,400 under account number 1355000661-6399.
