HomeMy WebLinkAboutE-11 Staff Report - AUSD Summer Programs Term ExtensionCONSENT ITEM E-11 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: MIKI CARPENTER, DIRECTOR OF COMMUNITY RESOURCES DATE: MAY 1, 2023 SUBJECT: EXTEND TERM OF LETTER OF AGREEMENT WITH AZUSA UNIFIED SCHOOL DISTRICT (AUSD) FOR FINANCIAL SUPPORT OF 2023 SUMMER PROGRAMMING BACKGROUND: The Community Resources Department provides the youth of Azusa a safe space for socialization and play during the summer months. The programs offered also reinforce educational goals in a non-academic setting. The Recreation and Family Services Divisions within the Department, offer a multitude of programs including swim lessons, day-camp, youth sports, youth special events, dances, trips, and much more, throughout the summer break. The Community Resources Department partners with the Azusa Unified School District (AUSD) on many activities, and AUSD sponsored programming for AUSD students in summer of 2022, allocating $150,000 for these activities. The funds were not exhausted however, and AUSD may allow the City to extend the term of the Agreement to sponsor programs through the summer of 2023, with $92,159 available for sponsorship. This extension is pending AUSD Board of Education approval, following Azusa City Council Approval. This sponsorship does not limit participation of Azusa residents who are not enrolled in AUSD, however, AUSD funds will only be used to off-set the cost of AUSD students. Approved City Council May 1, 2023 EXTEND LETTER OF AGREEMENT WITH AUSD FOR SUMMER PROGRAMMING MAY 1, 2023 Page 2 RECOMMENDATIONS: Staff recommends that the City Council take the following actions: 1) Approve the extension of term for the Letter of Agreement (Agreement) with the Azusa Unified School District, through the summer of 2023, which supports recreational and youth programming for AUSD students. ANALYSIS: The Community Resources Department has served thousands of Azusa’s youth through Summer Day Camp and Summer Swim Lessons, among many other activities. The agreement with AUSD will allow for the Department to effectively serve the students of AUSD and provide a fun and safe space for them to have structured activities during the Summer, while being supervised by a caring and energetic staff. Because of the success of the program in the summer of 2022, and because sponsorship funds were not exhausted last summer, an extension of the term of the agreement is being requested. This extension would allow for this financial support to potentially be extended for use in the summer of 2023, if agreed upon in writing by both AUSD and the City of Azusa. Program dates and activities will be mutually planned and agreed upon by District and City staff, if this extension is granted. This Agreement is pending AUSD Board of Education approval, following Azusa City Council Approval. FISCAL IMPACT: There is no fiscal impact associated with the recommended actions. Upon execution of the Agreement term extension, Finance staff will amend the budget consistent with the sponsorship amount.
