HomeMy WebLinkAboutE-5 Staff Report - Reject All Bids for City Parking Lots PavementCONSENT ITEM E-5 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROBERT DELGADILLO, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: MAY 1, 2023 SUBJECT: REJECTION OF ALL BIDS FOR THE CITY PARKING LOTS PAVEMENT REHABILITATION PROJECT BACKGROUND: On July 18, 2022, the City Council authorized staff to solicit a Notice of Inviting Bids for the City Parking Lots Pavement Rehabilitation Project. Three (3) sealed bids were received at the bid opening date of April 6, 2023. The proposed action rejects all bids for the City Parking Lots Pavement Rehabilitation Project. RECOMMENDATIONS: Staff recommends the City Council reject all bids for the City Parking Lots Pavement Rehabilitation Project ANALYSIS: The parking lots at the City of Azusa’s Police Department, on Alameda Ave (in front of Azusa PD), City Hall (West Wing), City Auditorium Parking Lot, Azusa Light & Water Building, and Women’s Club have not been resurfaced in over 25 years and are in need of repair. This project is expected to rehabilitate the pavement at the six City parking lots utilizing seal coat, full depth removal, cold mill and AC overlay pavement rehabilitation treatments. In addition, the proposed concrete improvements will improve pedestrian safety by repairing existing sidewalks, drive approaches, curb & gutter, and upgrading curb ramps to comply with the latest ADA guidelines. This project is consistent with the goals of the City Council to enhance and sustain public facilities Approved City Council May 1, 2023 REJECTION OF ALL BIDS FOR THE CITY PARKING LOTS PAVEMENT REHABILITATION PROJECT MAY 1, 2023 Page 2 and infrastructures. The Engineer’s estimate for the project was $366,000 including a 10% contingency. The lowest bid received was $685,593, which is $319,593 above the Engineer’s cost estimate and significantly above the project’s current budget of $375,000. Staff recommends that the City reject all bids at this time. Sealed bids were received publicly on April 6, 2023. The results are summarized in Table I below. FISCAL IMPACT: There is no fiscal impact associated with the recommendation action. Staff recommends that this City Parking Lots Rehabilitation Project be continued into the next FY 2023-2024, when additional funds become available to fully implement this project.
