HomeMy WebLinkAboutE-8 Staff Report - LCW Blanket PO IncreaseCONSENT ITEM E-8 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROCKY WENRICK, CHIEF OF POLICE DATE: MAY 1, 2023 SUBJECT: REQUEST TO INCREASE FISCAL YEAR 2022/2023 BLANKET PURCHASE ORDER FOR LIEBERT, CASSIDY, WHITMORE FOR LEGAL SERVICES PROVIDED TO THE AZUSA POLICE DEPARTMENT BACKGROUND: In accordance with the Contract provisions of Sec. 2-518 (a) of the Azusa Municipal Code, contracts over $50,000 require the review and consideration of the City Council. The Azusa Police Department is requesting authorization to increase the Fiscal Year 2022/23 Blanket Purchase Order 037491 from $24,900 to $60,000 for legal services performed by Liebert, Cassidy, Whitmore. RECOMMENDATION(S): Staff recommends that the City Council take the following action(s): 1. Waive the competitive bidding process as authorized under Azusa Municipal Code Section. 2-517(a) (14) – Attorney Services; and 2. Approve the increase of Blanket Purchase Order for Liebert, Cassidy, Whitmore in the amount not-to-exceed $60,000 for Legal Services. ANALYSIS: The Azusa Police Department works concurrently with Liebert, Cassidy, Whitmore for legal services relating with Police Department matters. Legal Fees are difficult to estimate, as Staff does not know what future legal fees will be incurred. However, due to unforeseen legal matters this year, the legal fees services blanket purchase order needs to be increased to $60,000 in order to pay for the legal services provided. Approved City Council May 1, 2023 LCW Blanket PO Increase May 1, 2023 Page 2 FISCAL IMPACT: Funds for the blanket purchase order will be covered under the FY2022-23 Police Department budget savings under account 10 20 310 000 6301. In the event there are not sufficient budget savings for the unanticipated legal costs, staff will process a budget amendment and increase the budget accordingly under account 10 20 310 000 6301.
