The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. Mayor Gonzales called the meeting to order at 6:30 P.M. ROLL CALL: Roll call was taken by City Clerk Cornejo. CLOSED SESSION REPORT The City Council reconvened at 7:30 P.M.; City Attorney Martinez announced the following regarding Closed Session: Item 1, 2, 3 and 4 – All members were present, however Mayor Gonzales did not participate on Item 1 due to a conflict of interest, the name party is a source of income to the Mayors Insurance Agency Employer and No reportable action. PUBLIC COMMENT Erica Gonzales – represents smoke-free Azusa with the National Council of Alcoholism and Drug Dependence. Steve Castro, Azusa Chamber of Commerce – provided Council with an update of what the Chamber of Commerce. Linda Escalera, spoke in regards to Ordinance No. 92-04 Rent Stabilization for Mobile Home Parks. Letter of opposition received via email on Item D-3 by Danielle Leidner-Peretz, Director, Government Affairs & External Relations with Apartment Association of Greater Los Angeles. REPORTS, UPDATES AND ANNOUNCEMENTS FROM STAFF/COUNCIL City Manager Communications - Introduce representatives from United States Army Corps of Engineers - Introduce Captain Sean Kehoe, and Metro Security Chief Judy Gearhart City Clerk: Request to set a time and date to hold interviews of Board and Commission applicants. PAGE TWO – 8/16/2021 It was the consensus of the Council to set the interviews for Tuesday, September 14, 2021 at 6:30 P.M. at Light & Water. Council Comments Mayor Pro-Tem Avila thanked Sandals Church for the 1DayLA clean-up project. Thanked Staff for the National Night Out event. Councilmember Mendez congratulated Police Department and City Staff on the National Night Out Event. Wished all the families a welcome back and good luck in going back to school. Councilmember Alvarez reported out on the Azusa Golden Day Meeting Councilmember Macias thanked Police Department and City Staff on the National Night Out Event. Thanked Public Works Staff for the continued excellent work and replacing damaged sidewalks as well as Light & Water Staff for a quick response in fixing power outages. Mayor Gonzales thanked everyone on the Kathy’s Cool Cuts Event, requested Certificates for all Stylist, Donor and Volunteers for September 20, 2021 City Council Meeting. SCHEDULED ITEMS – CITY COUNCIL DESIGNATION OF VOTING DELEGATE & ALTERNATE FOR THE LEAGUE OF CALIFORNIA CITIES 2021 ANNUAL CONFERENCE AND CONSIDERATION OF ANNUAL CONFERENCE RESOLUTIONS. Chief Deputy City Clerk Garcia summarized the staff report and answered related questions. Moved by Councilmember Alvarez, seconded by Councilmember Mendez to designate Mayor Pro-Tem Avila voting delegate and Mayor Gonzales alternate for the League of California Cities Annual Business Meeting scheduled for Friday, September 24, 2021 and carried by the following vote of the Council. City Manager Gonzalez provide a Business Improvement District Update and answered related questions. Item was received & filed. APPROVAL OF NECESSARY MEASURES TO COMPLY WITH SENATE BILL 1383 AND DIRECTION REGARDING POTENTIAL ENHANCEMENTS TO THE ATHENS SERVICES FRANCHISE AGREEMENT. City Manager Gonzalez introduced staff report and Elizabeth Ramirez, Vice President of Government Affairs with Athens Services summarized the staff report and answered related questions. Moved by Mayor Gonzales, seconded by Mayor Pro-Tem Avila and carried by the following vote of the Council to direct staff to negotiate an amended franchise agreement for consideration at the September 20, 2021 City Council Meeting and prepare an SB 1383 compliance ordinance for consideration at the November 1, 2021 City Council Meeting. The issuance of a purchase order to Anixter Power Solutions in an amount of $26,590.42 for the purchase of Power Poles, was approved. 7. The issuance of a purchase order to ERMCO in an amount of $153,889.16 for the purchase of Three-Phase Pad- mounted Transformers, was approved. 8. The competitive bidding process was waived as authorized under Azusa Municipal Code Section. 2-517(a)(14) – Attorney Services; and the issuance of a Blanket Purchase Order to Debra L. Reilly in the amount not to exceed $50,000 for Legal Services, was approved. 9. Staff was authorized to solicit a Request for Proposals to provide construction management & inspection services for the Arrow Highway Raised Medians Federal Project No. HSIPL-5112(019) and Arrow Highway Street Resurfacing Projects. 10. Teh Randall Lewis Health & Policy Fellowship Memorandum of Agreement with Partners for Better Health to create an internship placement site in the City of Azusa; was approved and the City Manager was authorized to execute Agreement with Partners for Better Health. 11. A grant award in the amount of $50,000 from Canyon City Foundation to the Community Resources Department; was accepted and necessary budget amendment and adjust the current fiscal year budget accordingly, was approved. 12. The purchase/installation of Senior Center walk in freezer/refrigerator from L & B Installation in an amount not to exceed $40,400, was approved with a 10% contingency for unforeseen costs. 13. Resolution No. 2021-C38 was adopted and entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING APPLICATION(S) FOR PER CAPITA GRANT FUNDS; and Designating the City Manager as the Authorized Representative, was approved. 14. A MOU between the City of Azusa and LACMTA for participation in the NTD for report year 2019; was approved and the City Manager was authorized to execute MOU. 15. The purchase and installation of office equipment in the amount of $29,744.92 from D&R Office Works, Inc. for Suite 2B in the Azusa Light and Water building; was approved and the City Manager was authorized to execute a purchase/installation agreement with D&R Office Works, Inc. for the purchase of office furniture for Suite 2B in the Azusa Light and Water Building. 16. The FY 2020/21 third quarter financial report ending March 30, 2021 was received, reviewed, and filed.
