The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. Mayor Gonzales called the meeting to order at 7:30 P.M. ROLL CALL: Roll call was taken by City Clerk Cornejo. PRESENT: COUNCILMEMBERS: GONZALES, AVILA, ALVAREZ, MENDEZ ABSENT: COUNCILMEMBERS: BECKWITH ALSO PRESENT Elected Officials: City Clerk Cornejo. Staff Members: City Manager Gonzalez, City Attorney Martinez, Deputy City Manager De Anda-Scaia, Director of Administrative Services Talika M. Johnson, and Chief Deputy City Clerk Garcia. Case Name: Jason Kimes v. City of Azusa; WC Claim No. AZUA-2591 REGULAR SESSION Mayor Gonzales called the meeting to order at 7:30 P.M. CITY COUNCIL ROLL CALL: Roll call was taken by City Clerk Cornejo. PRESENT: COUNCILMEMBERS: GONZALES, AVILA, ALVAREZ, MENDEZ ABSENT: COUNCILMEMBERS: BECKWITH The Pledge of Allegiance was led by Catharine Garcia. Invocation was delivered by Will Yih. ALSO PRESENT Elected Officials: City Clerk Cornejo. Staff Members: City Manager Gonzalez, City Attorney Martinez, Chief of Police Bertelsen, Director of Administrative Services Johnson, Director of Utilities Robledo, Director of Public Works/City Engineer Delgadillo, Deputy City Manager DeAnda-Scaia, and Chief Deputy City Clerk Garcia, Miki Carpenter, Director of Community Resources CLOSED SESSION REPORT The City Council convened at 7:30 P.M.; City Attorney Martinez reported there was no reportable action. CEREMONIAL None PUBLIC COMMENT None City Clerk Cornejo reminded City Council of Boards and Commission interviews November 8, 2021. REPORTS, UPDATES AND ANNOUNCEMENTS FROM STAFF/COUNCIL City Manager Communications City Manager Gonzalez announced Holiday program which includes a Tree Lighting ceremony December 11, 2021 between 5-7 pm. City Manager Gonzalez provided an overview of City Council Special Meeting held on how to allocate 6.7 million dollars of reserves that the General Fund has. Council Comments Mayor Pro-Tem Avila reported that he attended the chamber breakfast on October 20th, and thanked the Chamber of Commerce for hosting and commended Lieutenant Rocky Wenrick on his presentation at the event. On October 27th, he attended the luncheon at Veterans park and he thanked the Employee Relations Committee for arranging the event. He also attended Fall Festival and thanked Azusa City Library for their tremendous efforts in putting the event together. Mayor Pro-Tem Avila wished Pastor Griffin from Sandals Church a speedy recovery, and thanked Will Yih for stepping in and performing the invocation. Councilmember Alvarez reported on the Foothill Transit meeting he attended. Ridership increased by 8% within the past few months, fares will be reduced, and changes are being proposed to eliminate the Tap card discount and implement unlimited transfers for 2 hours. He also mentioned that Foothill Transit has noticed an increase in graffiti on their property and inquired if there was an increase in graffiti or other problems in the parking structures within the City. In response to questions posed by Council, Chief of Police Bertelsen responded by stating that the Police Department has increased patrol around the Foothill Transit properties due to the increased graffiti. Councilmember Alvarez also mentioned that Foothill Transit is missing about 2-3% of their trips due to staffing shortages. Councilmember Mendez offered condolences to the City of Duarte for the passing of their Mayor, Bryan Urias. He also congratulated the City and the library for pulling off a successful Fall Festival. Mayor Gonzales also congratulated the library and the City for hosting a wonderful Fall Festival that was well attended. He commended Staff on their hard work. He mentioned that Encouragement Church will be doing a drive thru event on November 20th to distribute Thanksgiving meals to those in need. Mayor Gonzales acknowledged the historical significance of the old Dalton Bakery that was recently torn down. The building was 94 years old and he suggested commemorating the few older buildings left in the City. On Saturday, November 6th and the City will be having a household hazardous waste event and a tree planting event, hosted by the Azusa Beautiful Organization. On November 17th, the Azusa City Library will be having a Family Night event. In addition, the Library will be having educational events in partnership with Azusa Pacific University. Mayor Gonzales also advised residents to protect themselves against COVID-19. SCHEDULED ITEMS – CITY COUNCIL APPROVAL OF AMENDMENT TWENTY-SIX TO THE AMENDED AND RESTATED FRANCHISE AGREEMENT WITH ARKELIAN ENTERPRISES, INC. (DBA ATHENS SERVICES) FOR COMPLIANCE WITH SB 1383 REQUIREMENTS AND OTHER CONTRACTUAL ENHANCEMENTS. City Manager Gonzalez provided an overview of the item and answered related question. Moved by Mayor Pro-Tem Avila, seconded by Councilmember Mendez, and carried by unanimous vote of the Council to approve the Twenty-sixth Amendment to the Amended and Restated Franchise Agreement with Araklian Enterprises, Inc (dba Athens Services) to collect solid waste, recyclables, and organic waste in compliance with the requirements of SB 1383. AYES: COUNCILMEMBERS: GONZALES, ALVAREZ, AVILA, MENDEZ NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: BECKWITH Moved by Mayor Pro-Tem Avila, seconded by Councilmember Mendez, and carried by unanimous vote of the Council to direct staff to initiate the Proposition 218 process for Public Hearing on December 13, 2021 to set refuse and organics recycling rates effective January 1, 2022 and the next five fiscal years. AYES: COUNCILMEMBERS: GONZALES, ALVAREZ, AVILA, MENDEZ NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: BECKWITH CONSENT CALENDAR Motion by Councilmember Alvarez to approve the Consent Calendar Items E-1 to E-8, seconded by Mayor Pro-Tem Avila, and carried by unanimous vote of the Council. The minutes of the Regular Meeting of September 20, 2021 were approved as written. 2. Resolution No. 2021-C49 was adopted authorizing payments of warrants by the City dated October 14, 2021 through October 27 29, 2021 and approved. 3. Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s) was approved. 4. The Plans and Specifications for CDBG Project 602307-21 was approved and the solicit of Notice of Inviting Bids for the CDBG Project 602307-21, Sidewalks and ADA Improvements was authorized. 5. The City Treasurer's Statement of Cash and Investment balances for the Month of August 2021 was received, reviewed, and filed. 6. The List of Purchase Orders issued in October 2021 with Contract Agreement executed by City Manager was received and filed. 7. Award a professional services agreement to Willdan for a total not-to-exceed $74,812, plus a 10% contingency for potential change orders as needed, for the Alosta Avenue Street Improvements Project; and Authorize the City Manager to execute a professional services agreement, in a form acceptable to the City Attorney, on behalf of the City, was approved. 8. Approve the issuance of a purchase order to Anixter, Inc. in an amount of $349,663.78 for the purchase of Pad-mounted and Pole-mounted Transformers, was approved. ADJOURNMENT It was the consensus of the Council to adjourn the meeting in memory of Bryan Urias, Mayor City of Duarte and Ralph Munoz, Lifelong Azusa Resident and those Azusans who we’ve lost to Covid-19.
