The City Council of the City of Azusa met in Regular session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Blvd., Azusa, CA 91702. Mayor Gonzales called the Regular meeting to order at 6:30 P.M. ROLL CALL: Roll call was taken by City Clerk Cornejo. PRESENT: COUNCILMEMBERS: BECKWITH, AVILA Jr., ALVAREZ, MAYOR PRO-TEM MENDEZ, MAYOR GONZALES ABSENT: COUNCILMEMBERS: ALSO PRESENT Elected Officials: City Clerk Cornejo. Staff Members: City Manager Gonzalez, City Attorney Martinez, Chief of Police Wenrick, Director of Administrative Services Johnson, Director of Public Works/City Engineer Delgadillo, Deputy City Manager DeAnda-Scaia, Director of Community Resources Carpenter, Director of Economic & Community Development Marquez, IT and Library Services Director Graf, Economic Development Specialist Campos, and Chief Deputy City Clerk Garcia. GRIEVANCE REVIEW – Pursuant to California Government Code Section 54957 – Review of Employee Grievance and Complaint Pursuant to Sections 15.4 and 15.6 of the City’s Rules of the Civil Service System. REGULAR SESSION Mayor Gonzales called the meeting to order at 7:30 P.M. CITY COUNCIL ROLL CALL: Roll call was taken by City Clerk Cornejo. Staff Members: City Manager Gonzalez, City Attorney Marco, Chief of Police Wenrick, Director of Administrative Services Johnson, Director of Public Works/City Engineer Delgadillo, Deputy City Manager DeAnda-Scaia, Director of Community Resources Carpenter, Director of Economic & Community Development Marquez, IT and Library Services Director Graf, Economic Development Specialist Campos, and Chief Deputy City Clerk Garcia. CLOSED SESSION REPORT City Attorney Marco stated City Council met in Closed Session for two items and there were no reportable actions. CEREMONIAL 1. Mayor Pro Tem Mendez provided Presentation of Proclamation proclaiming May 2022 as ‘Older Americans Month’ in the City of Azusa. 2. Councilmember Alvarez provided Presentation of Proclamation proclaiming May 2022 as ‘Physical Fitness and Sports Month’ in the City of Azusa. 3. Councilmember Avila Jr. provided Presentation of Proclamation proclaiming May 1-7, 2022 as ‘Public Services Recognition Week’ in the City of Azusa. 4. City Clerk Cornejo provided Presentation of Proclamation proclaiming May 1-7, 2022 as the ‘53rd Annual Municipal Clerks Week’ in the City of Azusa. 5. Councilmember Beckwith provided Presentation of Proclamation proclaiming May 1-7, 2022 as ‘National Small Business Week’ in the City of Azusa. PUBLIC PARTICIPATION Mayra Rico provided comment about the Azusa Rotary Field of Glory event. Paul Hernandez with Water Education for Latino Leaders provided comment about a conference in June 10th about Water Policy changes and financial resources. Pastor James Abraham provided comments regarding his published book and presented one for each member of City Council. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL City Manager Gonzalez provided a PowerPoint presentation regarding the status of Council’s direction from the Special Council meeting that took place on how to best allocate City Accomplishments from the City’s Reserve Funds and commented the current drought situation and possible future water restrictions will be on the next Utility Board meeting Agenda and reminded residents that any early conservation methods would be of help. City Council Communications Mayor Pro-Tem Mendez thanked Mayra Rico and Charlotte for leading the Flag Salute, thanked Paul Hernandez for the invitation to the well event and congratulated Miss Ginger for her time at Azusa and her future endeavors. Councilmember Alvarez commented he attended the most recent Foothills Transit Authority meeting and announced the cancellation of lines 690 and the route variant of Line 292, Foothills Transit Authority is looking to purchase twenty-four double-decker zero emissions buses by Fiscal Year 2023 by using a Grant of $31 million dollars. Ridership continues to increase; LA County extended the mask mandate for public transit services. Azusa City Council Minutes May 2, 2022 Page 3 Councilmember Avila Jr. announced April 20th was the State of the City Address and thanked everyone involved with pulling off the event. April 23rd for Arbor day 50 trees were planted by over 100 volunteers with many thanks to all the sponsors and people who helped, thanks to all the staff in honor of Proclamation for Public Services week, Thursday May 5th will be a collaboration with Google and Canva for a Boost your Business Brand Building event in the Library Auditorium, and Happy Mother’s Day to all mothers in the City. Councilmember Beckwith thanked Mayra for announcing the Field of Glory event and said it’s a great event, thanked the staff for all their work in recognition of Public Services week. Mayor Gonzales wished all mother Happy Mother’s Day, commented about the upcoming School Board meeting regarding the closing of Rockvale Avenue for the High School and asked City Manager to provide further clarity. City Manager Gonzalez explained how that transpired, he was asked to provide the School Board with information on how to go about getting the road closed in the future, should that be considered an option for additional safety for students crossing the road. Mayor Gonzales commented on recreational park bathrooms complaints and requested that be a topic at a future Council meeting as an Agenda item and commented about the community meeting he attended regarding the Foothill Vista mobile home park about rent stabilization and requested the 30-year-old ordinance regarding rent stabilization also be brought back to a future Council meeting as an Agenda Item for updating. City Attorney Marco stated most of the work has been done and Council will be seeing that Ordinance in an updated version soon. Lastly Mayor Gonzales announced Azusa Connects has created a bowling fundraiser and they are looking for bowlers to represent Azusa in a multi-city bowling competition with 7 other cities on May 26th in El Monte, the bowler must be staff or elected. Proceeds will be donated to the One Legacy Event a week later. SCHEDULED ITEMS 1. FIRST READING – ORDINANCE REVISING CHAPTER 2, ARTICLE III – TEMPORARY APPOINTMENTS. 1) Waive further readying, read by title only, and introduce Ordinance No. 2022-02. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING CHAPTER 2, ARTICLE III, SECTION 2-194 OF THE AZUSA MUNICIPAL CODE RELATING TO TEMPORARY APPOINTMENTS Director of Administrative Services Johnson explained the Ordinance. Motion by Councilmember Avila Jr. to move First Reading – Ordinance No. 2022-02 revising Chapter 2, Article III – Temporary Appointments and waive further readying and read by title only, seconded by Councilmember Beckwith, and carried by unanimous vote of City Council. AYES: COUNCILMEMBERS: AVILA Jr., MENDEZ, GONZALES, ALVAREZ, BECKWITH NOES: COUNCILMEMBERS: NONE ABSTAIN: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE 2. DISCUSSION REGARDING 2022 SUMMER MEETING SCHEDULE. 1) Discuss and provide direction to Staff. City Clerk Cornejo began discussion with historical summer schedule information. Utility meetings will remain as scheduled. July, August, and September will have one City Council meeting per month unless an emergency meeting is needed, the first meeting of each month will be canceled. CONSENT CALENDAR 1. Minutes of the Special meeting January 24, 2022 and March 28, 2022 were approved as written. 2. Resolution No. 2022-C33 allowing certain claims and demands and specifying the funds out of which the same are to be paid was approved. 3. Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s) was approved. 4. A Letter of Agreement with the Azusa Unified School District to fund eight weeks of summer programming for the 2022 summer, with an option to extend through the summer of 2023; and Authorize the City Manager to execute the Agreement, in a form acceptable to the City Attorney, on behalf of the City, subject to non- substantive changes made by City Manager and City Attorney was approved. Accept the grant award from California Library Literacy Services (CLLS); and Approve necessary budget amendments and adjust the current fiscal year budget accordingly was approved. 6. Resolution No. 2022-C34 setting the number of transitional fireworks sales permits available for 2022 at two (2) was approved. 7. The Second Amendment to the Maintenance Services Agreement between the City of Azusa and Crosstown Electrical & Data Inc.; and Authorize the City Manager to execute the Contract Amendment, in a form acceptable to the City Attorney, on behalf of the City was approved. 8. The purchase of a security camera system from LensLock Incorporated in an amount not to exceed $99,915.00 in year (1) one and a total not to exceed $164,245.86 over the 48-month contract period; and Approve the purchase of this product as authorized under AMC Section 2-520(b) was approved. 9. Accept the project improvements; and Authorize Staff to file a Notice of Completion for the Structured Cabling Infrastructure project was approved. Motion by Councilmember Avila Jr. to approve the Consent Calendar items 1 - 9, seconded by Councilmember Beckwith, and carried by unanimous vote of City Council. SECOND READING OF ORDINANCE NO. 2022-01 ADDING SECTION (7) TO ARTICLE VII, SECTION 18-532 OF THE CITY OF AZUSA MUNICIPAL CODE TO AUTHORIZE LIMITED ESTATE SALES TO BE CONDUCTED IN THE CITY OF AZUSA. 1) Read by title only, second reading and adoption, Ordinance No. 2022-01; AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, ADDING SECTION (7) TO ARTICLE VII, SECTION 18-532 OF THE CITY OF AZUSA MUNICIPAL CODE TO AUTHORIZE LIMITED ESTATE SALES TO BE CONDUCTED IN THE CITY OF AZUSA Motion by Councilmember Avila Jr. to adopt Ordinance No. 2022-01 Adding Section (7) to Article VII Section 18-532 of the City of Azusa Municipal Code, seconded by Mayor Pro-Tem Mendez, and carried by unanimous vote of City Council. AYES: COUNCILMEMBERS: AVILA Jr., MENDEZ, GONZALES, ALVAREZ, BECKWITH NOES: COUNCILMEMBERS: NONE ABSTAIN: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE ADJOURNMENT It was the consensus of the Council to adjourn the meeting in solemn honor of those Azusans who lost their lives to Covid-19 and in memory of Lucy Avila Villatoro and Pierre Domingo Royere who were both lifelong residents.
