The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. CLOSED SESSION None. REGULAR SESSION Mayor Gonzales called the meeting to order at 7:30 P.M. CITY COUNCIL ROLL CALL: Roll call was taken by City Clerk Cornejo. PRESENT: COUNCILMEMBERS: ALVAREZ, AVILA Jr., BECKWITH, GONZALES, MENDEZ ABSENT: COUNCILMEMBERS: NONE The Pledge of Allegiance was led by Joe Guerra Invocation was delivered by Rick Clark from Rising Church, in Azusa. ALSO PRESENT Elected Officials: City Clerk Cornejo. Staff Members: City Manager Gonzalez, City Attorney Martinez, Chief of Police Wenrick, Deputy City Manager De Anda-Scaia, Chief Deputy City Clerk Garcia and Deputy City Clerk II Hernandez. CEREMONIAL 1. Mayor Gonzales introduced Joe Guerra, the Chair of the Golden Days committee, to give a few presentations. Mr. Guerra presented the Council with bags in celebration of Golden Days. Councilmember Alvarez presented certificates for the Honored Citizens. 2. City Manager Gonzalez and Public Works Director Delgadillo recognized three Public Works staff members, Jayson Tello, Vidal Villagomez Sr., and Joseph Alvarenga-Rodriguez, and shared their heroic efforts to help a motorist in need on the morning of September 17, 2022. PUBLIC COMMENT Rae Kearney and Mayra Rico, from Azusa Rotary, thanked the City of Azusa for co-sponsoring the Field of Glory Event and they presented the City with a Freedom Flag. They also presented the Community Resources Department with a donation. Samira Mejia, a manager from Think Together, shared the importance of afterschool programs. She shared that the Think Together organization will be having a Lights On Afterschool celebration on Wednesday, October 19th at Paramount Elementary School. REPORTS, UPDATES AND ANNOUNCEMENTS FROM STAFF/COUNCIL City Manager Communications City Manager Gonzalez shared that the Golden Days parade will take place on Saturday, October 8, 2022. He reported that on October 13, 2022, the City Council will be meeting with the school board on the campus of Slauson Middle School move the historic schoolhouse. Council Comments Mayor Pro-Tem Mendez thanked the Azusa Golden Days Committee for their efforts and hard work in putting this event together. He congratulated the three honored citizens who received their awards. He also thanked the Azusa Women’s Club and Azusa Connects for the fun events they held. Councilmember Alvarez reported that he attended the Chalktoberfest event and commended the artists for their talent. He thanked all staff involved in putting these events together. Councilmember Avila shared enthusiasm for Golden Days. He reported that the chalk fest was an amazing. He thanked City Clerk Cornejo for encouraging everyone to get into the Golden Days spirit. Councilmember Beckwith congratulated Azusa Pacific University for the inauguration of their 18th president. He reported that he attended the Azusa Women’s Club event and the chalk fest and thanked them for the great kickoff. Mayor Gonzales congratulations to the organizations for their very successful Golden Days events. He also thanked City staff for making this event a success for the community. SCHEDULED ITEMS – CITY COUNCIL 1. ADOPT RESOLUTION APPROVING THE THIRD AMENDMENT TO THE CITY MANAGER EMPLOYMENT AGREEMENT. City Attorney Martinez provided a staff report. Motion to approve Item D-1, 1) Adopt Resolution No. 2022-C76 of the City Council of the City of Azusa, California, approving a Third Amendment to the City Manager Employment Agreement (Sergio Gonzalez), was made by Councilmember Avila, seconded by Councilmember Beckwith, and carried by the unanimous vote of Council. AYES: COUNCILMEMBERS: ALVAREZ, AVILA Jr., BECKWITH, GONZALES, MENDEZ NOES: AGENCY MEMBERS: NONE ABSTAIN: AGENCY MEMBERS: NONE ABSENT: AGENCY MEMBERS: NONE 2. FIRST READING OF AN ORDINANCE OF THE CITY OF AZUSA, CALIFORNIA, ADDING ARTICLE XI TO CHAPTER 46 OFFENSES AND MISCELLANEOUS PROVISIONS TO THE AZUSA MUNICIPAL CODE REGULATING CITY FACILITIES AND SUBJECTING THEM TO NIGHT TIME CLOSURE. Deputy City Manager De Anda-Scaia provided a staff report. Motion to approve Item D-2 was made by Councilmember Alvarez, seconded by Councilmember Mayor Pro-Tem Mendez, and carried by the unanimous vote of Council. The minutes of the Regular Meetings of July 18, 2022 and August 15, 2022 were approved as written. 2. Resolution No. 2022-C75 allowing certain claims and demands and specifying the funds out of which the same are to be paid was adopted. 3. The following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s) were approved. 4. The purchase and upgrade of Fire Alarm Panel and Smoke/Duct Detectors (Life And Safety) equipment from Johnson Controls Fire Protection 12728 Shoemaker Ave. Santa Fe Springs, CA 90670 in the amount not to exceed $128,000.00; and Waive the competitive bidding process as authorized under Azusa Municipal Code Section 2- 502(b) which provides exceptions for sole source providers were approved. 5. Waive the competitive bidding process as authorized under Azusa Municipal Code Section 2-502(b) which provides exceptions for sole source providers; and approval for the purchase of 15 tactical vests from TYR Tactical for the amount of $71,998.00 were approved. 6. Waive purchasing procedures as authorized under Azusa Municipal Code Section 2.539 and approval for the purchase of a CAT 420 backhoe loader and attachments in the amount not to exceed $186,725.14 from QUINN Company; and Authorization for the City Manager to execute a purchase agreement with QUINN Company for the purchase of the CAT 420 Backhoe Loader and proposed attachments were approved. 7. Authorization for Staff to solicit Bids to provide for the City Hall Restroom Remodel was approved. 8. Accept a grant award in the amount of $50,000 from Canyon City Foundation to the Community Resources Department; and Approval for necessary budget amendment and adjust the current fiscal year budget accordingly was approved. 9. Award the city-wide Classification and Compensation Study contract to Transformance Consulting in an amount not- to-exceed $146,200; and Authorization for the City Manager to execute the Professional Services Agreement between the City of Azusa and Transformance Consulting in a form acceptable to the City Attorney were approved. Motion to approve Consent Calendar Items E-1 to E-9, was made by Mayor Pro-Tem Mendez, seconded by Councilmember Avila, and carried by the unanimous vote of Council. AYES: COUNCILMEMBERS: ALVAREZ, AVILA Jr., BECKWITH, GONZALES, MENDEZ NOES: COUNCILMEMBERS: NONE ABSTAIN: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE ADJOURNMENT It was the consensus of the Council to adjourn the meeting in memory of Carmen Garcia, a life-long Azusa resident, Arturo Uro, a life-long Azusa resident and San Juana Velazquez, a long-time Azusa resident. We adjourn in solemn honor of Azusans who lost their lives to Covid-19.
