The City Council of the City of Azusa met in Closed and Regular session at Azusa Auditorium located at 213 E. Foothill Blvd., Azusa, CA 91702. CLOSED SESSION CITY COUNCIL ROLL CALL: Roll call was taken by City Clerk Cornejo. PUBLIC PARTICIPATION City Clerk Cornejo stated there were no public comments. Mayor Gonzalez recessed to the Closed Session. 1. The Pledge of Allegiance was led by Jennifer Hicks. The Invocation was led by Pastor Adrian Grear, Foothill Community Church. City Council December 5, 2022 Page | 2 CLOSED SESSION REPORT City Attorney Martinez reported there was a Closed Session with no reportable actions at this time. CEREMONIAL None PUBLIC PARTICIPATION Kimberly Antrol thanked the library for hosting an event for children and thanked Councilmembers for their service and support in the Armed Forces. Jennifer Hicks commented regarding Neighborhood Homework House and thanked the City and Staff for all their work and spoke about the importance of grant funding resources. Julissa (through interpreter) spoke about the benefits the Neighborhood House has provided for her family in both support and tutoring/translator education services for her daughter. Oscar Cuevas commented regarding the positive impacts the Neighborhood Homework house has provided throughout his life, family and community. James Ramirez spoke on behalf of the Neighborhood Homework House and the importance of their work for so many youth throughout the City of Azusa. Christine Ramirez spoke on behalf of the Azusa Connects Foundation about the upcoming Festival Lights Event and Holidays for Heroes fundraising event. Ana Interiano commented regarding YWCA CBDBG Funding for Seniors and the need for continued services and the importance of grant funding. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL 1. City Manager Communications. City Manager Gonzalez provided a presentation regarding budget information, transparency, and the contributing factors of the current financial position of City of Azusa. Mayor Gonzales thanked City Manager for addressing public concerns. *2. Presentation on the Caltrans SR-39 Reopening Project City Manager Gonzalez introduced Ruben Hojas, Community Relations Manager for the Sierra Group, who announced the presentation on the Caltrans SR-39 Reopening Project that will be given on December 15th from 6:30 p.m. to 8:00 pm and provided contact information and registration information for anyone wishing to attend and gave a brief background of the project. COUNCIL COMMENTS Mayor Pro-Tem Mendez thanked Azusa Connects for the holiday decorations and all the volunteers and all the decorations the staff did. The third annual Santa tour is scheduled for December 18th, 4:30p-7:30p (approximately), with an escort by the Azusa Police Department and the Los Angeles County Fire Department. Happy Holiday Season and a Very Merry Christmas and Happy Birthday to his wife. Councilmember Alvarez thanked Azusa Connects and staff for all of the decorations and spoke about all the Holiday events coming up and announced that Foothill Transit Metro is having a bus operator hiring event on Saturday December 17th from 8 a.m. to 1 p.m. at Compton College and provided salary information and required documentation requirements. Holiday events information can be found on the website. Councilmember Avila Jr. talked about the busy upcoming month and thanked everyone for all the invitations, particularly Maria for the Hearts for the Hungry event on November 19th that brought the community together and Mr. & Mrs. Casas for their invitation and offered his condolences for Pedroza Family for their loss, Mr. Pedroza was an important community servant who will be dearly missed. Councilmember Beckwith spoke about the events to come and recognized and thanked the folks for the veterans event and Paramount Elementary School for their presentation and thanked San Gabriel Valley Housing Coalition Summit for hosting a Thanksgiving food give-away event and Senator Rubio for attending, there was a large turnout. Many City Council December 5, 2022 Page | 3 thanks were expressed for all the toy drives yet to come, all the organizations who help serve the community, and all their volunteers. Mayor Gonzales expressed congratulations to all those who were elected and re-elected. There will be a Special Meeting on December 12th for the Council swearing-in ceremony at 6:00 p.m. in the Auditorium. The fountain looks gorgeous, big thanks to everyone who worked on the holiday decorations for it and in the Auditorium. Festival of Light is the Saturday coming up. The Ribbon Cutting Ceremony will be Friday December 16th at 5 p.m. for Multi-Auto Insurance. This meeting will be adjourned in honor Mr. Robert ‘Bobby’ Pedroza who was so significant in the community. SCHEDULED ITEMS 1. PUBLIC HEARING AND SECOND READING OF AN ORDINANCE AMENDING CHAPTER 14 OF THE AZUSA MUNICIPAL CODE INCLUDING ADOPTION OF THE 2022 CALIFORNIA BUILDING STANDARDS CODE. CEQA - The proposed Code amendments are exempt from the requirements of the California Environmental Quality Act (“CEQA”) pursuant to Section 15060(c)(2) of the CEQA Guidelines because they have no potential for resulting in a direct or reasonably foreseeable indirect physical change in the environment as the proposed amendments are regulatory in nature. Recommended Actions: 1) Conduct the Public Hearing and receive testimony; 2) Waive further reading, and adopt Ordinance No. 2022-05 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING CHAPTER 14 OF THE AZUSA MUNICIPAL CODE, BY AMENDING SECTIONS, 14-1, 14-2, 14-4, 14-6 OF ARTICLE I, ARTICLE II, VI, XV ; AND ADOPTING BY REFERENCE THE 2022 EDITION OF THE CALIFORNIA BUILDING STANDARDS CODE (CALIFORNIA CODE OF REGULATIONS, TITLE 24), INCLUDING THE CALIFORNIA BUILDING CODE; THE CALIFORNIA RESIDENTIAL CODE; THE CALIFORNIA MECHANICAL CODE; THE CALIFORNIA PLUMBING CODE; THE CALIFORNIA ELECTRICAL CODE; TOGETHER WITH CERTAIN ADDITIONS, INSERTIONS, DELETIONS AND CHANGES THERETO Total Cost: N/A Is the cost of this item budgeted? N/A Fund/Account No: N/A Deputy City Manager De Anda-Scaia provided information regarding Ordinance No. 2022-05, the 2022 edition of the California Building Standards Code and staff’s recommendations. Mayor Gonzalez opened the Public Hearing at 8:12 p.m. City Clerk Cornejo confirmed Public Hearing Notice requirements on November 10, 2022 in the San Gabriel Valley Tribune newspaper and there were no public comments. Councilmember Beckwith requested information regarding the real property records process to ensure fairness and reasonable due process. Motion by Mayor Pro-Tem Mendez, seconded by Councilmember Beckwith to close the Public Hearing. A PUBLIC HEARING TO CONSIDER APPROVING THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROJECTS AND BUDGET FOR THE NEW CDBG PROGRAM YEAR BEGINNING JULY 1, 2023 THROUGH JUNE 30, 2024. RECOMMENDED ACTION: Recommended Action: 1) Open the public hearing, receive testimony and presentation of the proposed projects; 2) Adopt Resolution No. 2022-C82 approving the 2023-2024 Community Development Block Grant (CDBG) Program; and, 3) Authorize the City Manager to execute all contracts and Agreements, in a form approved by the City Attorney, with the Los Angeles County Development Authority (LACDA), CDBG Program subrecipients, and CDBG Program consultants. N/A Fund/Account No: N/A Deputy City Manager De Anda-Scaia and City CDBG consultant Tina Gall provided information regarding the Community Development Block Grant (CDBG) projects and funding budget for the new CDBG program year beginning July `1, 2023 through June 30, 2024. Councilmember Alvarez requested and received information regarding the City’s history of carryover funds and expressed a concern about spending the entire grant. Mayor Gonzales requested and received information about how Azusa’s options will change once it gains status of Entitlement, the difference between program services which may overlap or are similar to services offered through the library, and staffing needs for the programs. Mayor Gonzales opened the Public Hearing at 8:32 p.m. City Clerk Cornejo confirmed Public Hearing Notice requirements on November 18, 2022 in the San Gabriel Valley Tribune newspaper and that there are no public comments. Motion by Councilmember Beckwith, Mayor Pro-Tem Mendez seconded to close the Public Hearing. Councilmember Alvarez commented about the frustration of adequate security at stores in the area. Councilmember Avila Jr. commented there will be equipment and maintenance needed to help ensure security and while the amount of money needed for this is large, it is good to see that those aspects are also included. A Professional Services Agreement with Inter-Con Security Systems, Inc. for Unarmed Security Services from January 1, 2023 through December 31, 2025 with the option for two one (1) year extensions not-to- exceed an annual amount of $303,947.52; Authorize an appropriation of $48,947.52 in general fund to the police department to fund the security contract; and Authorize the City Manager to execute the agreement, in a form acceptable to the City Attorney, on behalf of the City was approved.
