The regular meeting of the City Council of the City of Reg. Mtg. adj.
Azusa, scheduled for October 16, 1972, was adjourned by to 10/18/72
Deputy City Clerk Roehrich for lack of a quorum until
Wednesday, October 18, 1972, at the same time and place.

The City Council of the City of Azusa met in adjourned
regular session at the above time and place.

Mayor Solem called the meeting to order and led in the Call to'oO der

A communication was received from the Chamber of Commerce Appvl. req.
regarding Christmas decorations this year with request Ch. of Comm,
for assistance from the Power and Fire Departments in re: 1972
putting up additional guide wires and hanging the decora- Christmas
tions. decorations
Martin Usrey, 7645 Yucca Ridge Road, Glendora, Chamber
Chairman of Christmas Decorations, addressed Council and
requested the City forces put up the Christmas decorations
this year, as this would allow the City to have more decora-
tions.
Louis Zimmerli, 925 W. lst Street, president of the Chamber
of Commerce, appeared before Council and explained that
last year eight strings of decorations cost the Chamber
$2,600. This year, with City forces hanging the decorations,
the Chamber can have twenty-three strings for only $1,750.
The Chamber will lease the decorations this year and
purchase them next year. Then each year after that, they
can add additional decorations for a small sum.

Miss Dina Dangleis appeared before Council and explained
the options.
Moved by Councilman Clark, seconded by Councilman Decker
and unanimously carried by roll call to approve the purchase
of 1/2 page with pictures at a cost of $65, with details
to be arranged by the City Administrator.
A recommendation was received from the Accounting Director
and City Clerk to declare the NCR 3100 bookkeeping machine
and related equipment, in the Accounting Department, as
surplus equipment, and to request authorization of sale
of said equipment by fcrmal bid.
The Superintendent of Light & Power also requested sale
of the National Cash Register Billing Machine and Wheeldex
Rotary File as surplus equipment.
Moved by Councilman Decker, seconded by Councilman Snyder
and unanimously carried to declare these machines surplus
property, and to authorize the City Clerk to advertise
for bids on same.
A request was submitted by Lorrie Grindstaff for use of
Civic Center Park on 10/22/72, at 2 p.m., for "Los Amicos
for George (McGovern)", using the park and the bandshell,
plus the Public Address System if possible. This will be
a picnic for 200 to 500 persons with free admission;
guest speaker will. be Jose Torres.
Moved by Councilman Decker, seconded by Councilman Clark
and unanimously carried to approve the request, without
the use of the City's P.A. system, unless they wish to
use the City's equipment in which case there will be a
fee charged.
The City Clerk notified Council of the receipt of a claim
against the City by Roberta D. Sieg for alleged property
and personal damages from an auto collision with a City
vehicle on 9/21/72.
Moved by Councilman Decker, seconded by Councilman Rubio
and unanimously carried to reject the claim and refer it
to the City's insurance carrier.
Notice was given of service of a Summons and Complaint,
with two Amended Complaints and other documents, re:
Chris and Marie Beck vs. Police Chief Elkins and City of
Azusa, for injunction, declaratory relief, and inverse
condemnation (scrap metal yard at 1160 W. Gladstone St.)
Moved by Councilman, Rubio, seconded by Councilman Snyder
and unanimously carried to authorize the City Attorney
to appear in this action and defend the interest of the.
City, this action arising out of City's effort to bring
the scrap metal operation in conformity with City's
Zoning Ordinances.
'Notice was received of the annual meeting of the Board
of Directors of Upper San Gabriel Valley Water Associa-
tion, to be held Wednesday, 11/8/72, at T & J Restaurant
in Rosemead, dinner at 6:30 p.m. ($5.00 each).

attendance of Councilmen, City Administrator, Director

The Accounting Director submitted a request, for approval.
and authorization for execution of a Subagreement between
the County of Los Angeles and the City re: Term and
Termination under Section 6 of the Emergency Employment
Act, extending the term of the original agreement to
11/30/72, and thence automatic renewal on a monthly basis.
Moved by Councilman Decker, seconded by Councilman Rubio
and unanimously carried to approve the Subagreement and
authorize the Mayor to sign the same.
A request was received from Youth for Christ for permission
to hang a street banner advertising their Haunted House
from now thru 11/1/72.
Moved by Councilman Rubio, seconded by Councilman Snyder
and unanimously carried to grant the request, under the
direction of the Director of Public Works.
A request, was received from Olympus Pacific Corporation,
developer of proposed condominium townhouse project at
a maximum density of approximately 11 units per acre, fc
prezoning to R -3a, with a communication from Monrovia
Nursery Co. authorizing annexation of approximately 12
acres at the northeast corner of Foothill Boulevard and
Palm Drive.
The City Clerk stated that in his conversation with the
representatives from Olympus Pacific Corporation, it was
his understanding that they wished to have this property
annexed to the City. He drew Council's a'"-tenti.on to the
letter from the owners of the property, Monrovia Nursery
Co., in which they approve such an annexation of the
subject property.

Moved by Councilman Decker, seconded by Councilman Clark
and unanimously carried to refer the request for annexa-
tion and prezoning upon annexation to the Planning Com-
mission for necessary procedure.
Erma Randol, 955 W. 5th Street, appeared before Council,
stating she has a kennel at this address also. She
asked that restricted parking be posted in front of their
property to Wynn -Oil's property, as there is no parking
space left for people coming to the kennel, due to the
people parking all day. It appears it had been posted
and someone very likely removed the sign unI.awfully.

and unanimously carried to refer this matter to the
Director of Public Works and Police Chief for study
recommendation.

ENDORSING SENATE BILL 1261 AND URGING ITS PASSAGE BY
THE STATE LEGISLATURE.
Moved by Councilman Clark, seconded by Councilman Snyder
and unanimously carried that further reading be waived.

Notice was given that the Planning Commission, by

Acting Police Chief Lara submitted the resignation of
Police Reserve Officer Robert C. Rupe, effective as of
10/15/72.
Moved by Councilman Rubio, seconded by Councilman Clark
and unanimously carried to accept the resignation.
The Acting Police Chief also submitted the resignation
of Police Reserve Officer Thomas M. Hunter, effective
10/18/72, in order to become an Azusa Police Officer.
Moved by Councilman Decker, seconded by Councilman Snyder
and unanimously carried to accept the resignation.
A communication was received from Police Chief Elkins,
requesting confirmation of the appointment of Thomas M.
Hunter as probationary Police Officer, at Step 1 of
Range 119.5, effective 10/18/72.

and unanimously carried to confirm the appointment.
A further communication was received from the Police
Chief, requesting confirmation of the appointment of
Louis D. Uylaki, Sr., as probationary Animal Control
Officer, at Step 1 of Range 115.0, effective 10/30/72.

and unanimously carried to confirm the appointment.
A communication was received from Acting Police Chief
Lara, regte sting approval for Police Sergeant Thomas
Herp to enroll in the Field Evidence Technician Course
to be given by the Center for Criminal Justice, at Cal
State, Long Beach, from November 6 thru 22, 1972
tuition $400, with advance accountable expenses of
408 (total, 808), with full amount to be reimbursed
by P.O.S.T.

request.
A communication was received from the Azusa City Employees
Federal Credit Union, requesting permission for Mrs.
Avis Whitlock, Treasurer of the Union, and Senior Utility
Clerk I in the Light & Water Office, to attend So.
California Credit Union Annual Conference to be held in
Plam Springs, November 10 thru 12, 1972, without loss
of compensation for her absence from work on Friday,
11/10/72.
During the discussion, the City Attorney noted that the
Credit Union is a private operation.

and unanimously carried to grant the request for absence
from work on 11/10/72, but without compensation.

Proposed Resolutions were presented, approving Final
Subdivision Maps of Tracts Nos. 26095 and 26073, and
requesting acceptance of agreements with Hallcraft
Homes, Inc., with authorization for execution of same.
Council asked the Associate Planning Director as to
whether these subdivisions were in accord with the con-
servation and open space elements of the City's General
Plan. He replied that the Planning Commission had found
them to be so, and that it was his contention that the
plans were in agreement with such elements of the City's
General Plan.
Council, by consensus, found that the projects, as
represented by the Final Subdivision Maps of Tracts Nos.
26095 and 26073, were in effect in accord with the
conservation and open space elements of the City's
General Plan, and instructed the City Attorney to declare
such in the Resolutions approving said Subdivision Maps.
Councilman Decker offered the Resolution entitled:

Moved by Councilman Rubio, seconded by Councilman Clark
and unanimously carried to approve and authorize the
execution of an Agreement to construct the required

Councilman Decker questioned the water engineering costs
of Leeds, Hill and Jewett, included in the invoice from
Edward Taylor, Special Water Counsel, and asked how
these costs are verified.
Moved by Councilman Decker, seconded by Councilman Clark
and unanimously carried that the City Administrator be
directly responsible regarding water litigation with
respect to City's expenditures, and report back to Council.
The City Clerk read in full a Resolution authorizing
payment of warrants by the City.
Councilman Clark offered for adoption the Resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE
FUNDS OUT OF WHICH THE SAME ARE TO PAID.
