The City Council of the City off' Azusa met in regular
session at the above time and place. ,
Mayor Solem called the meeting to order and led in the
salute to the flag,
Invocation was given by Rev. Dean F, Klarr, Presbyterian
Minister.

The Minutes of the meeting of January 15, 1973, were
approved as submitted.
Councilman Decker presented an award to Fireman Lem
Epler for 5 years service with the City.
The Mayor and Councilmen presented a $100 U. S. Savings
Bond to Lowell Mayfield, who is the winner in the contest
for designing City Entrance Identification Signs.
The City Clerk announced that bids were opened in his
office at 10:00 a.m. on Thursday, February 1, 1973,
for furnishingmaterial for Baseball Lighting at
Memorial Park Project #37). Present at bid opening
were: City Administrator Dangleis, Director of Piibllc
Works Wells, Director of Parks & Recreation Guaprera,
and Deputy City Clerk Roehrich.
The City Clerk presented the affidavit of proof of
publication of the Notice Inviting Bids in the Azusa
Herald on January 18 and 25, 1973•
Four (4) bids were received, as follows:
Electric Supplies Distributing Co. $35,216.60
Norton Electric Wholesale Mart 36,487.00
Consolidated Electrical Distributors, Inc. 37,086.00
The Superior Bell Wholesale Electric 37,132.70
(Engineer's estimate, $51,000)
A communication was received from the Director of
'Public Works, stating that when toe specifications were
originally drawn up, painted poles were specified over
galvanized poles, to hold down the cost. However, with
the low bids received, it now becomes feasible to have
the poles galvanized, at an extra cost or approximately
$4,000. He recommended that the bid be awarded to
Electric Supplies Distributing Co., low bidder; in the
amount of $35,21§.60, including tax, and that the City
Administrator and Director of Public Works be authorized
to negotiate a Change Order for galvanizing the poles.

Moved by Councilman Decker, seconded by Councilman Snyder
and unanimously carried by roll call to award the bid to
Electric Supplies Distributing Co., low bidder, in the
amount of $350216,60, and return,bid securities to the
unsuccessful bidders after the contract has been'executed;
also authorize negotiation of Chan8e Order as requested.
The Social Security Feasibility Study, having been
tabled from the 12/18/72 meeting, was again placed
before Council.
Moved by Councilman Clark, seconded by Councilman Snyder
and unanimously carried to remove from 'thp table.
The City Administrator submitted a report, suggesting
a possible study of the feasibility of dropping Social
Securitv for the miscellaneous employees of the City,
Accompanying the report,was a letter'trrom the Azusa City
Employees Association, requesting such a study,
The City Administrator noted that the Social Security
Administration would work very closely with the City,
and such a study could be done for probably no more than
$200. He also noted that Council, In order to begin
this study, should adopt a Resolution at this time.
There is a two-year period, at the end of which the City
again declare its intention to drop Social Security. If
it does not make this second deelaration,then the Social
Security is continued automatically. The City Accounting
Department will do most of the work with,.the aid of the
Social Security Offices. The money involved, then, would
for any services necessary from the State Retirement for
'actuarial studies or related activity. '

and unanimously carried by roll call to approve the
Feasibility Study, with the cost not to exceed $200,
Councilman Decker offered the Resolution entitled:

REQUESTING TERMINATION OF THE OLD -AGE, SURVIVORS, AND
DISABILITY INSURANCE AGREEMENT BETWEEN THE CITY OF
AZUSA AND THE STATE OF CALIFORNIA.
Moved by Councilman Decker, seconded by Councilman Rubio
and unanimously carried that further reading be waived.

'the Personnel Board on 12/2/72, with recommendations
from the City Administrator, having been tabled from
the 1/15/7 meeting, was again placed before Council.

1. Approve the revision of certain ,fob descriptions
as recommended by the Personpel Board, and author-
ize use of these descrtptlons by the B9ard in
conducting a salary survey to oommence as soon
as possible.
2. Delete footnote #prom the jolt description or

3. Approve the,reclaesifi;ation or the position of
Accounting Director to that of Finance Officer,
and instruct the City Attorney to prepare the
necessary fiscal or inanee.
4. Request the Personnel Board to prepare a job
description for the Finance pffloer position.
Council discussed recommendations No, 3 and No. 4.
The City Administrator pointed out that In order to have
a Finance Officer for the City, there must be an Or4inance
prepared by the City,Aitorney. The Finance Officer may be
called by any other title as long es, by Ordinance, he is
designated as the City's Finance Of;icer and given pertain
duties. It was the feeling of the City Administrator and
the Personnel Board that a Finance Officer was needed by
the City for a more expeditious spanner of handling the
City accounts and.to better delineate lines of authority.
In the absence of such an ordinance, the Accounting Director
is directly responsible to the City Clerk who is designated
by California law as the Fiscal Officer for the City.

Council discussed the proposed classifications for Finance
Officer and were not unanimous in their feelings that it
was sufficient for the position.

The City Administrator suggested that any Councilmen, Who

A request was received from Mr. A. 'Suman, for Suman,
Spraker, and Fairchild, for the return of $125 in fees
paid for original permits for demolition of the Azusa
Arcade Building, which permits were not utilized.
It was noted by the Director of Public Works that these
were the permits which Council had extended for ten
'days beyond their original termination dates, upon a
request of Mr. Suman. It was ascertained by Council
from the Director of Public Works that hp and the Build-
ing Inspector had both made inspections of the site
during the full period of the original permits including the
extension time. It was felt by Council that the City had
incurred expenses as a result of the applications and the
extensions and, therefore, was justified in retaining the
original fees tendered.
Moved by Councilman Clark, seconded by Councilman Snyder
and unanimously carried to deny the request.
The City Clerk informed Council that he had recently
received a request from the Regional Planning Board for
the California Council on Criminal Justice for a Resolu-
tion by the City declaring its sponsorship of Project
Divert in requesting 1974 funds. The Resolution is
necessary for the proper submittal of the Project proposal
requesting these funds. The deadline given was 2/16/73.

Therefore, because -there would be no additional Council
meeting prior to that date, the City Clerk submitted the
Resolution, being a duplica+'e of the Resolution originally
tendered for the first year funding, and read the Resolution
in full.

An Ordinance was presented for introductory first

Code, relating to the collection of fees for rubbish
service. The purpose of this Ordinance is simply to
clarify the authority of the Light & Water Department
re: collection of fees for rubbish where they provide
only water and not electric service.

The Director of Public Works submitted a recommendation
that a Resolution be adopted re: Exemption Declaration
and establishino- a portion of Barranca Avenue as part
of the System of County Highways, finding the improve-
ments to be of a minor nature. The County of Los
Angeles is planning the complete reconstruction and
widening of Barranca Avenue between Carroll Avenue and
Baseline Avenue; however, a very small portion of this
improvement lies within the Citv on the west side of
Barranca Avenue between Alosta Avenue and Hollyvale Street.
Councilman Rubio offered the Resolution entitled:

CALIFORNIA, CONSENTING TO ESTABLISHMENT OF A PORTION OF

A recommendation was received from the Fire Zone Committee
re: modification of the Municipal Code to change all Fire
Zone 1 area within the City to Fire Zone 2, with deletion
of four-hour property line wall requirement in Fire Zone 2.

and direct the City Attorney to prepare the necessary
Ordinance.
A recommendation waF received from the Accounting Director
that the City authorize the submission of an application
for Grant Funds under Section 9 of the Emergency Employ-
ment Act, for additional personnel for the period between
April 1 and September 30, 1973. Under this Seciton 9,
there are three requirements for personnel:
N1 for full-time - Vietnam veterans;
2 for part-time - Vietnam veterans who are
students;
(3) other full-time - if person is on welfare.

A communication was received from the San Gabriel Valley
Neighborhood Legal Aid Offices in E1 Monte, with a
proposal requesting a contribution of $14, 7 from the
City as its share of funding requi{ed by the Legal Aid
offices for the calendar year 1973, with a written
opinion from the City Attorney that Council does not
have the power to appropriate the funds requested.

The Police Chief gave a verbal report regarding the traffic Pol.Ch.report

The Mayor brought to Council's attention the Notice of
Hearing before the Local Agency Formation Commission on
the detachment of the City of Sierra Madre from the Sar
Gabriel Valley Municipal Water District, to be held on
2/28/73 at 9:00 a.m.{ and suggested that the City of
Azusa be represented at the hearing. No action taken
by Council.
Councilman Rubio informed Council that he had been
considering the plans submitted for possible remodeling
of City Hall. He requested that the Engineering Depart-
ment consider adding a section to the back of the existing
Auditorium which would house the City Administrator's
Office and smaller, more adequate, Council Chambers. He
felt that a plan of this nature would be less expensive
and meet the present needs, while allowing more of the
Revenue Sharing moneys to be available for projects within
the City that would have impact on the people.
After discussion, the City Administrator clarified that
the Engineering Department should now have plans and
estimates for the remodeling of City Hall and the area
presently occupied by the Historical Society and the
Chamber of Commerce; a proposed three-story City Hall;
a proposed new two-story City Hall; a separate building
north of the Auditorium; and Councilman Rubio's suggestion
of this evening. No action taken by Council.
Councilman Rubio asked how soon the new City Entrance
Identification Signs can be constructed.

Councilman Rubio discussed with Council the idea of Supervisor
Baxter Ward, recently offered at the League of California
Cities meeting in Los Angeles, concerning the use of existing
railroad facilities for Rapid Transit purposes.
After discussion, Council concurred that the City Admin-
istrator write to Supervisor Ward,..advising him of their
interest in this matter and, as the plan develops, to inform
Council of its progress.
The City Clerk read in full a Resolution authorizing pay-
ment of warrants by the City,
Councilman Clark offered for adoption the Resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE
