Invocation was given by Rev. Paul E. Farrell of the Invocation First Christian Church. Torrance. The following awards for service with the City were Fireman D.Ford given to the Fire Chief for presentation, as the Fireman L.Kyle recipients were unable 'o be present: Fireman Dennis Fireman J. Ford (5 years); Fires„an Lawrence Kyle (5 years); Michelli Fireman James Michelli (5 years); and Mrs. Antoinette Mrs. A.Skinner 'Skinner, Senior Secretary in the Fire Department Sr.Secy. in (10 years). Fire Dept. The City Clerk announced that bids were opened in his Bid award for office at 10:00 a.m. on Thursday, 2/15/73, for furnish- furnishing Ing Microfilm Equipment for the Police Department. Microfilm Equip. Present at bid opening were: City Administrator for Pol.Dept. Dangleis, Police Chief Elkins, Superintendent of Light & Power Gerharz, Director of Public Works Wells, and (awarded to City Clerk Klarr. Bell & Howell) The City Clerk presented the affidavit of proof of publication of the Notice Inviting Bids in the Azusa Herald on February 1, 1973. Three (3) bids were received, as follows: Name Amount Eastman Kodak Co. $9,062.55 (alternate bid, $10,915.80) Bell & Howell Co. 9,156.00 3M Business Products Sales, Inc. (incomplete bid) 2,541.00 A communication was received from the Police Chief, stating the 3M bid was on only two items of the four items requested, and therefore was an incomplete bid. He further stated the bid from Eastman Kodak Co had two different totals as they bid on two different models of reacer-printers. .I -t was the recommendation of the Police Chief that the bid be awarded to Bell & Howell Company, since the required specifications have not been met by the other bidders. AZUSA AUDITORIUM AZUSA, CALIFORNIA TUESDAY, FEBRUARY 20, 1973 Moved by Councilman Decker, seconded by Councilman Rubio and unanimously carried by roll call to award the bid to Bell & Howell Co., in the amount of $9,156, and to return bid securities to the unsuccessful bidders after contract has been executed. The City Clerk announced that bids were opened in his 'office at 10:00 a.m. on Thursday, 2/15/73, for the purchase of a 3/4 -ton truck (1973 model), with trade-in, for the Light & Power Department. Present at bid open- ing were: City Administrator Dangleis, Superintendent of Light & Power Gerharz, Police Chief Elkins, Director of Public Works Wells, and City Clerk Klarr. The City Clerk presented the affidavit of proof of pub" -cation of the Notice Inviting Bids in the Azusa Heia13 on February 1, 1973. Two (2) bids were received, as follows: Name Amount Foothill Ford Price Chevrolet Co. $3,786.24 3,507.17 A communication was received from the Superintendent of Light & Power, recommending that the bid be awarded to Price Chevrolet Company (low bidder) in the amount of $3,507.17. Moved by Councilman Decker, seconded by Councilman Rubio and unanimously carried by roll call to award the bid to Price Chevrolet Co., low bidder ($3,507.17), and to return bid security to the unsuccessful bidder after the contract has been executed. The City Clerk announced the bid opening at his office was held at 10:00 a.m. on Thursday, 2/15/73, for the purchase of an 1800 -gallon Flushing Water Truck for the Public Works, Parks, and Fire Departments. Present were: City Administrator Dangleis, Director of Public Works Wells, Superintendent of Light & Power Gerharz, Police Chief Elkins, and City Clerk Klarr. The City Clerk presented the affidavit of proof of publication of the Notice Inviting Bids in the Azusa Herald on 2/l/73, and stated no bids were received. A communication was received from the Director of Public Works, with the joint recommendation of the Director of Public Works, Director of Parks & Recreation and the Fire Chief that Council waive the bidding procedures under the Municipal Code, and authorize the City Administrator and Director of Public Works to negotiate for the purchase of an 1800 -gallon Flushing Water Truck. Moved by Councilman Decker, seconded by Councilman Snyder and unanimously carried to Lu,horize the City Administrator and Director of Public Works to negotiate with more than one company for the purchase of an 1800 -gallon Flushing Water Truck. AZUSA AUDITORIUM AZUSA, CALIFORNIA TUESDAY, FEBRUARY 20, 1973 Page 3 The City Clerk notified Council of service on the City of a Summons and First Amended Complaint re: Xerox Corporation vs. County of Los Angeles, City of Azusa, et al., to recover unsecured personal property taxes illegally or erroneously collected. Moved by Councilman Rubio, seconded by Councilman Snyder and unanimously carried to refer the legal action to the City Attorney, to be referred to the County Counsel for defense. The City Clerk gave notification of the receipt of two claims against the City by Blaine E. Larsen, 912 Citrus Edge, for alleged personal property damage from sewer backup on 9/7/72 and 11/28/72. After discussion, it was Moved by Councilman Clark, secord ed by Councilman Snyder and unanimously carried to refer these claims to the City's insurance carrier. The City Clerk also notified Council of the receipt of a claim against the City by Le Roy W. Shine, 15759 Francisquito, La Puente, re: alleged personal injury from an automobile accident with a Police vehicle on 12/18/72. Moved by Councilman Clark, seconded by Councilman Snyder and unanimously carried to deny the claim and refer it to the City's insurance carrier. 'Notice was received from the L.A. County Division of the League of California Cities of a Planning Law and Administration Workshop to be held on Thursday, 3/1/73 (Workshop, 2:00 p.m. to 5:30 p.m.; DivisionMeeting on Planning Legislation, 6:30 p.m, to 9:00 p.m.). A complete program announcement will be received next week, with reservation information. Moved by Councilman Clark, seconded by Councilman Snyder and unanimously carried to authorize attendance by the Associate Planning. Director. The City Clerk presented a proposed amendment to the contract between the City and the California Council on Criminal Justice, which would expand the time of the first year project from a termirnis of 2/28/73 to a new terminus of 6/30/73. This expansion of time does not affect the budget element. The expansion is due to the fact that grant monies had not been expended during the year and there were sufficient such monies to continue the project for an additional four months. A Resolution is required, authorizing the Mayor to sign the amendment. Councilman Decker offered the Resolution entitled: 'A RESOLUTION OR THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING AN AMENDMENT TO CONTRACT #A-497-71 BETWEEN THE CITY AND THE CALIFORNIA COUNCIL ON CRIMINAL JUSTICE. The Personnel Board submitted the request of the Director of Public Works for the temporary appointment of a Street Maintenance Leadman in the Public Works Department. After discussion, it was noted by Council that a recom- mendation was not included in the communication from the Personnel Board on the matter. Moved by Councilman Snyder, seconded by Councilman Clark and unanimously carried that the request be returned to 'the Personnel Board for study and a recommendation which would be considered at budget time. Notice was given that the Planning Commission, by Resolution No. 1039, granted a Variance to rArmit a single -car garage instead of the required two -car arage, on property located at 922 N. Orange Avenue Case V-338 - James Moran). No action taken by Council. Notice was also given that the Planning Commission, by Resolution No. 1040, denied a Variance to permit a sign, other than a directory, in an R-3 zone, on property located at 451 N. Rockvale Avenue (Case V-339 - Foothill Gardens Condominium); an appeal from denial of this Vari- ance was received, and a public hearing before Council has been set for 3/5/73 at 7:30 p.m. No action taken by Council. The City Administrator submitted the resignation of Alan Dale Hamel, Equipment Mechanic Helper, effective as of 2/9/73• Moved by Councilman Rubio. Councilman Decker and unanimously carried to accept the resignation. A request was received from Edward F. Taylor, Special Counsel, for authorization to represent the City at the San Gabriel Adjudication Hearing before the Superior Court on March 2, 1973• Moved by Councilman Decker, seconded by Councilman Rubio and unanimously carried to grant the request. A report and joint recommendation was received from the Director of Public Works and Police Chief re: the sidewalk study on Vernon Avenue, between Gladstone Street and the Foothill Freeway. According to the report, the present study indicates that the subject area should be added to the select pedestrian corridor system, whereby critical sidewalks have been installed, with the property owner paying for only the concrete material and the City providing the labor and farm work. Under this policy, the property owner pays approximately one-third of the value of the sidewalk fronting his property. It was jointly recommended that Council approve the subject area addition to the "school sidewalk" map, and authorize the Engineering Department to schedule neighbor- hood meetings with the residents to explain the procedure. After discussion, it was Moved by Councilman Clark, seconded by Councilman Decker and unanimously carried to accept the recommendation and approve the expansion of the cost-sharing policy for a sidewalk on the east side of Vernon Avenue. A report was received from the Director of Public Works re: the preliminary inspection of the building at 736 N. Azusa Avenue, ordered by Council as a result of a notice from Alcoholic Beverage Control indicating that a wholesale wine business was being established at the subject address. 'According to the report, the business is presently being operated as an accounting firm; however, the accountant is branching out into a wholesale wine business and using a very small vault on his premises for the storage of wines. The building has been contin- uously occupied and, therefore, the building was not thoroughly inspected for full compliance with building codes. The Mayor informed Council of a letter received from' Auth.use of Leo C. Nasser, Executive Director of Miss Azusa Pageant Audio -Visual Committee of the Azusa Chamber of Commerce, requesting equip.by Miss use of City's Audio -Visual equipment in order to have Azusa Pageant a film made of the City's 75th Anniversary Pageant, Com., under under the direction of the Police Department. direction of P.D. Exec.Session Council reconvened and the Mayor called the meeting to Cncl. recon - order at 9:50 p.m. vened Council—an Rubio expressed concern about the corner of Pol.Chief to Virginia Avenue and 4th Street, at which there seemed study traffic to be a number of accidents. He suggested that a "stop" problem at cor. or some other traffic control be installed. Virginia Ave. & 4th St. & It was the consensus of Council that the Police Chief make recomm. should study this matter and make a recommendation to Council. Councilman Rubio also expressed concern about the alley C.Adm.to report between Hollyvale and 3rd Streets, east of Pasadena re: alley bet. Avenue, which seems to have been neglected by the City. Hollyvale & 3rd Sts., E. of Pasa. It was the consensus of Council that the City Administra- Ave. for should study this matter and make a report back to Council.
