HomeMy WebLinkAboutD-2 Staff Report - Dog Park Final Design ConceptSCHEDULED ITEM D-2 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: MIKI CARPENTER, DIRECTOR OF COMMUNITY RESOURCES DATE: JUNE 5, 2023 SUBJECT: CONSIDERATION AND APPROVAL OF FINAL DOG PARK DESIGN BACKGROUND: The development of a dog park in the City has been a topic of discussion intermittently since 2017 and has remained one of the Parks and Recreation Commission’s long-term goals. This project has not come to fruition primarily due to budget constraints. With the designation of excess reserves to fund this project in the FY2022-23 budget, Staff was able to move forward with design. RHA Landscape Architects-Planner, Inc. was retained to complete this task and worked with staff, Parks and Recreation Commission members, and the public to put together a design concept, which is now being brought to City Council for review and approval. RECOMMENDATIONS: Staff recommends that City Council take the following actions: 1) Approve final concept design; and, 2) Authorize staff to compile a bid package, including plans, specifications, and engineering criteria. ANALYSIS: Development of a dog park has been discussed and subsequently has become an established priority of both the Parks and Recreation Commission and the City Council as far back as at least 2017. The Community Resources Department working in conjunction with the Public Works Department strives to provide enriching opportunities and inspiring programs that meet the needs of all Azusa residents. To that end, RHA Landscape Architects-Planners, Inc. was retained to prepare a dog park design concept based on the input of Staff, Council members, Commission members and hundreds of members of the public. The design concept of the approximate 60,355 square foot Dog Park includes: •Perimeter fence with custom dog and train silhouettes Approved City Council June 5, 2023 Dog Park Design Approval June 5, 2023 Page 2 • Entry monument sign • Individual dog park gates separating small from large • Decorative paving design • Seating • Hydration station • Dog waste dispenser • Trash receptacles • Restroom building utilities (the building itself will be constructed at a later date as part of another phase; this phase brings the utilities to the site during the initial construction phase) Due to the cost of construction and amenities, the current design exceeds the budget of $750,000. Additional undesignated reserves will need to be committed once bid packages are received and a contractor is selected to complete the work. Several additional desirable amenities have been identified and future phases will strive to incorporate these into the overall concept. FISCAL IMPACT: There is no immediate fiscal impact associated with the approval of the design, authorization of plans, or release of the bid package.
