The City Council of the City of Azusa met in Closed and Regular session at Azusa Auditorium at 213 E. Foothill Blvd., Azusa, CA 91702. CLOSED SESSION Mayor Gonzales called the meeting to order at 6:30 P.M. CITY COUNCIL ROLL CALL: Roll call was taken by City Clerk Cornejo. PUBLIC PARTICIPATION None REGULAR MEETING Mayor Gonzales called the meeting to order at 7:30 P.M. CITY COUNCIL ROLL CALL: Roll call was taken by City Clerk Cornejo. PRESENT: COUNCILMEMBERS: MENDEZ, AVILA Jr., ALVAREZ, BECKWITH, MAYOR GONZALES ABSENT: COUNCILMEMBERS: NONE City Clerk Cornejo announced technical difficulties with the voting system, all votes for the meeting will be done via roll call vote. CONSENT ITEM E-1 City Council April 17, 2023 Page | 2 ALSO PRESENT Elected Officials: City Clerk Cornejo. Staff Members: City Manager Gonzalez, City Attorney Martinez, Chief of Police Wenrick, Director of Administrative Services Johnson, Director of Public Works/City Engineer Delgadillo, Deputy City Manager DeAnda- Scaia, Director of Community Resources Carpenter, IT and Library Services Director Graf, Director of Economic & Community Development Jimenez, Chief Deputy City Clerk Garcia, and Planning Consultant Vizcarra. The Pledge of Allegiance was led by Ruben Acosta. The Invocation was led by Daniel Simonson of Christ Bridge Emmanuel Church. CLOSED SESSION REPORT City Attorney Martinez reported there was a Closed Session, all members were present and there were no reportable actions on Item 1. Item 2 was a discussion regarding a series of complaints for non-compliance of the City’s Rent Stabilization Ordinance for mobile home parks. The City has initiated a review of the complaints and the discussion related to litigation options concerning any non-compliance. There were no other reportable actions. CEREMONIAL 1) Proclamation proclaiming April 16-22, 2023 as California Mosquito Awareness Week in the City of Azusa Councilmember Alverez read the proclamation. 2) Proclamation proclaiming April 28, 2023 as Arbor Day in the City of Azusa. Mayor Pro Tem Beckwith read the proclamation designated April 28, 2023 as Arbor Day in the City of Azusa and invited the Director of Public Works up to receive the proclamation. Mayor Gonzales announced there will be planting of trees in Memorial Park over the weekend in celebration. Details can be found on the City’s website. PUBLIC PARTICIPATION Daniel Sorano, Azusa Adult Education Center, provided public comment regarding programs and services offered by the Azusa Adult Education Center and to announce they are hosting their first annual career and resource fair on April 27, 2023 from 10 a.m. to 1 p.m. on their campus. Emily Wahl, Student Government Senator (SGA) for Azusa Pacific University (APU), stated this will be her last report to City Council on behalf of SGA for APU for the academic school year and provided university updates on Univerty news and upcoming events, all of which can be found on their website at https://www.apu.edu. Information on all events will be provided by emailing SGA@apu.edu. City Clerk Cornejo stated a letter was submitted by Trish Gonzales that was forwarded to the Councilmembers and a copy is available on the Dias. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL *2. Air Quality Update Presentation by South Coast Air Quality Management District – Michael A. Cacciotti, Governing Board Vice Chair. Michael Cacciotti provided a presentation to Council regarding Air Quality Management incentive programs and responded to Council questions. Daniel Mabe, founder and President at American Green Zone Alliance provided added information and responded to Council questions. *1. City Manager Communications. City Manager Gonzalez announced the State of the City on Thursday April 20 at 6 p.m. and will be followed by light refreshments and entertainment in the Courtyard. Scheduled Item D-2 has been requested to be pulled from the Agenda by the high school to be brought back at a future date uncertain. City Council April 17, 2023 Page | 3 COUNCIL COMMENTS Mayor Pro-Tem Beckwith commented that he attended the Mayor’s Prayer Breakfast and thanked them for the great event that was well attended. Congresswoman Grace Napolitano received a check to help provide funding of the Aspen well and visited the youth and family center for a roundtable discussion for building programs for the youth and family center. One Legacy Run/Walk is scheduled for April 29th. Councilmember Alvarez commented that traveling eastbound on Foothill, the two left turn lanes onto Azusa Avenue needs to be repainted, with possible arrows added. People are not turning properly and there are a lot of near miss accidents happening and it’s been an ongoing issue. Councilmember Avila Jr. congratulated and commended the Community Resource Department for the Easter Egg Hunt, it was a great collaboration with them and Azusa Little League Baseball. Over 3,000 eggs were in the field and every single egg was picked up. Many thanks and acknowledgement to the Azusa Historical Society and City Clerk Cornejo for the invitation to the LA Police Department Museum. It was a great event. Councilmember Mendez inquired from staff if security is provided on Promenade, due to the trash complaints and tagging of vehicles. City Manager Gonzalez confirmed he was referring to 890 Prominade and stated there is not specific security for that building however it is part of the City’s Police department patrol. There is also private security that visits other locations, he will make sure 890 Prominade is added to their locations. Councilmember Mendez continued and requested contact be made with CalTrans regarding the condition of the on and off ramps, along with trash debris and overgrown shrubbery. Thank you to the Azusa Historical Society for their tour of the LA Police department Museum. Next Monday at 2 p.m. the Azusa RMC/JPA will be discussing the possibility of the dissolution of JPA and Rosedale project. The plan is to convey that to the Watershed Conservation Authority however a technical Advisory Committee will be established to ensure that the JPA members are kept up to date on related matters and the proposal’s impact of the property are thoroughly vetted for the best interest of Azusa residents. Mayor Gonzales announced the Shred event will be April 29, 2023 from 9 a.m. to noon at Azusa Light and Water. Proof of residency is required; shredding is free of charge. Another event is scheduled for the fall. Kudos to Parks and Rec for a wonderful Easter Egg Hunt event and Movie in the Park. The Vector Control Board is anticipating higher than normal amounts of mosquitos and bugs due to the amount of rain this year. Public Service Announcement: Please make sure citizens remove any standing water. SCHEDULED ITEMS 1. CONSIDERATION OF A SPECIAL EVENT PERMIT APPLICATION BY A5 EVENTS ON BEHALF OF ONELEGACY TO CONDUCT A ONE AND FIVE KILOMETER RUN-WALK FAMILY FESTIVAL IN CONJUNCTION WITH AZUSA PACIFIC UNIVERSITY AND ADOPT A RESOLUTION AUTHORIZING THE TEMPORARY CLOSURE OF CERTAIN CITY OF AZUSA STREETS IN THE ROSEDALE AREA. Recommended Action: 1) Authorize the City Manager to execute the Special Event Permit Agreement for OneLegacy’s Donate Life 1K/5K Run Walk, operated by A5 Events, in a form acceptable to the City Attorney, on behalf of the City; 2) Authorize the City Manager to execute the Reimbursement Agreement for OneLegacy’s Donate Life 1K/5K Run Walk, operated by A5 Events, in a form acceptable to the City Attorney, on behalf of the City; and 3) Adopt Resolution No. 2023-C19 authorizing the closure of certain City of Azusa streets as discussed hearing for a limited time, in order to allow for the event to take place. CONSIDERATION OF APPROVAL OF A SPECIAL EVENT PERMIT APPLICATION AND WAIVER OF FEES BY AZUSA HIGH SCHOOL TO ALLOW FOR A PUBLIC FIREWORKS DISPLAY AT AZUSA HIGH IN CONJUNCTION WITH A COMMENCEMENT CEREMONY ON JUNE 6, 2023. Recommended Action: 1) Consider and approve Azusa High School’s request for a Special Event Permit to allow for a one-time firework display in conjunction with commencement activities on June 6, 2023; 2) Authorize the City Manager to execute the Special Event Permit Agreement with Azusa High School in a form acceptable to the City Attorney, on behalf of the City; and 3) Make a finding that the community at large will receive a public benefit from the expenditure of funds for the recommended items and waive associated costs. CONSENT CALENDAR – CITY COUNCIL Mayor Gonzales announced he will be abstaining from item E-5 does the personal insurance for Royal Coaches owner, and called for any items on the Consent Calendar to be pulled for Special Call. Councilmember Alverez and Mayor Pro Tem Beckwith stated they will be abstaining from item E-7 due to proximity of property owned. Councilmember Mendez requested Item E-4 be pulled for Special Call. 1. Minutes of the Regular meeting February 27, 2023 was approved as written. Total Cost: N/A Is the cost of this item budgeted?
