The City Council of the City of Azusa met in Closed and Regular session at the Azusa Auditorium located at 213 E.
Foothill Blvd., Azusa, CA 91702.

Mayor Gonzales called the meeting to order at 6:30 P.M.

City Attorney Martinez reported there was a Closed Session and there were no reportable actions, and all members
were present.
CEREMONIAL
*2) Proclamation proclaiming April 2023 as Donate Life Month in the City of Azusa.
Councilmember Avila Jr. read the proclamation that April 2023 will be Donate Life Month in the City of Azusa.

Councilmember Mendez presented the proclamation for Azusa Connects proclaiming April 2023 as Autism Awareness
Month.
PUBLIC PARTICIPATION
Alejandro Santiago Garcia provided public comment via a translator (his niece), regarding a letter he submitted
appealing violations cited on his property due to racial distention from his neighbor.
City Manager Gonzalez requested he leave his contact information so he can look into the situation with appropriate
staff.
Pastor Anthony Pell invited the Council members to the Mayor’s Prayer Breakfast on April 5, 2023 in honor of Holy
Week. The breakfast will be held at La Tolteca, Azusa, CA from 7 a.m. to 9 a.m. and tickets can be obtained on
Eventbrite.com.
Emily Wahl, Student Government Senator for Azusa Pacific University, provided university updates on upcoming
events, all of which can be found on their website at https://www.apu.edu. Information on all events will be provided
by emailing SGA@apu.edu.
REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL
1. City Manager Communications.
City Manager Gonzalez announced The San Gabriel Valley State of the City will be held on April 20, 2023 in the City
Auditorium at 6 p.m., with Mayor Gonzales as a speaker and there will be a social gathering afterwards in the
courtyard. Library Services Director Ann Graf will be retiring, City Manager Gonzalez recognized her for over 27
years of service in the City of Azusa. A lunch is planned for Wednesday at which Council will be in attendance. The
City received over $4 million dollars for a Cal-home grant due to the efforts of staff and a grant writing firm.
President and CEO Omar Hernandez spoke and provided highlights of the grant and responded to Council questions.
The grant will assist with a home-buyers program, ADU’s, and repairs on homes for qualifying owners. More

COUNCIL COMMENTS
Councilmember Avila Jr. announced the Azusa Senior Center will be having a Senior Egg Hunt on April 6 at 12:30
p.m. at the Azusa Senior Center. City of Azusa Community Resource Department will be hosting Movie Under the
Stars on Saturday April 8, 2023 and the movie starts at 6 p.m. The City is currently seeking lifeguards. There will be
several training courses, three in March, three in April and three in May. More information can be found on the City’s
website. The classes will be held at Slauson Park. All In for Azusa Community festival and Eco-Fair and Arbor Day
Celebration will be April 22, 2023 from 12 p.m. to 5 p.m. Councilmember Avila Jr. congratulated Nekter for their
ribbon cutting ceremony. Azusa Connects did a great job the past two weeks at the skate park and the Azusa Connects
walk event. Congratulations to Sandals Church for the ribbon cutting on their remodeled Sanctuary and classrooms.

Councilmember Mendez offered congratulations to Ann Graf on her retirement, Nekter for their ribbon cutting
ceremony, it’s a great healthy alternative and they have great Acai bowls. Thank you to Azusa Unified School District
for their contributions to the Junior Olympics. Tuesday April 4 will be the April Family Craft Hour at the Azusa City
Library Auditorium, they will be making spring sock bunnies. The Easter Egg Hunt will be at 9 a.m. at Zacatecas Park
on April Saturday 8, the event is free for ages 2-12 while supplies last. More information can be found on the City’s
website. Creating Connects will be at the Library Auditorium on Tuesday April 12 at 5 p.m. as a safe space for
children with ASD to participate in an interactive play and practice social skills. The Robot N.O.W. will be there as a
therapeutic meditation tool for neurodivergent children. Kits and workbooks will be available. Spring 2023 aquacise
will be on Monday, Tuesday and Wednesday from 6:30 to 7:30 p.m., the cost is $25 dollars, and the season starts April
17 through May 24 and is open to ages 16 and up.
Mayor Gonzales congratulated Ann Graf on her retirement and asked that certificates be provided at the next meeting
in May for Redeemed Life Church, Azusa Connects, Athens Services and Azusa Beautiful for their contributions at the
mulch event which was well attended. Congratulations to staff and City Clerk Cornejo for the wonderful new logo
comme morating the 125th Anniversary as a City.
Councilmember Alvarez announced that the Azusa Library is going to have seminars at 6 p.m. on April 17, is buying a
home in today’s market, April 24 is retirement 101, get answers to your social security questions, and May 1 is living
trust and estate planning. Adult Mens baseball is starting, the cost is $550 per team, sign up will be available at
Memorial Park or you can register online. Men’s and Co-ed Softball is $315 per team and those games are at Northside
Park. More information can be found by calling 626-812-5195 or visit www.Azusaca.gov/civicrec. Youth Soccer is
$30 per player, the season is April and May. Seventh and eighth grade is Division A, Division B is 5th and 6th grades, C
Division is 3rd and 4th grades. Youth co-ed volleyball is $50 per player, summer registration opens April 24th, which is
also the date the youth summer co-ed basketball registration begins. Councilmember Alvarez thanked Ann Graf for her
service and wished her well in her retirement. She did a great job, and her retirement is well deserved.
The City is in desperate need for lifeguards. It’s extremely important and the City would like to open Slauson pool
during the summer. There is a minimum requirement of lifeguards needed. Please spread the word.
Four months ago, he requested an inventory for booths available for Golden Days, that information is needed so they
can address the shortage of booths for the event.
Mayor Pro-Tem Beckwith congratulated and thanked Ann Graf, and announced he attended the Hodge Spirit day
fundraiser at Canes, Wednesday the Chamber of Commerce had a breakfast which focused One Legacy and the One
Walk event that is coming up on April 29th; he attended Senator Rubio’s District 48 Women of the Year event in
downtown Covina. Several women were recognized including Mercedes Castro who was honored as Businesswoman
of the Year. The Ribbon cutting event at Sandals was a great event, thank you to Councilmember Avila Jr. for helping
to set that up. The Autism walk was also a wonderful event. Muppets Trivia Night will be April 25, at 5 p.m. at the
Library, a number of youth programming will be occurring during the week including Family Storytime, Toddler
Storytime. NCAA Basketball championship is going on. Mighty-might basketball signup is currently happening, it is
$50 dollars per player for both boys and girls Kindergarten through second grade and the season begins April 24th.
Adult men’s basketball signup is ongoing, games will be on Thursday evenings. Signups are also in process for Adult
Volleyball, co-ed and women.

4. An increase to The Gas Company Blanket Purchase Order for Fiscal Year 2022/23 to a not-to-exceed amount
of $130,000was approved.

5. Waive the competitive bidding process as authorized under Azusa Municipal Code Section. 2-517(a) (14) –

LLC. in the amount not-to-exceed $73,000 for Legal Services was approved.
