HomeMy WebLinkAboutE-9 Staff Report - First Amendment - JLee Engineering, IncCONSENT ITEM E-9 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: JOSE D. JIMENEZ, DIRECTOR OF ECONOMIC & COMMUNITY DEVELOPMENT DATE: JUNE 5, 2023 SUBJECT: FIRST AMENDMENT TO THE PROFESSIONAL SERVICE AGREEMENT BETWEEN THE CITY OF AZUSA AND JLEE ENGINEERING, INC. TO PROVIDE ON-CALL PLANNING SUPPORT SERVICES BACKGROUND: On November 8, 2022, the City Manager approved a Professional Service Agreement with JLee Engineering, Inc. for a one-year period. This agreement was initiated in response to the loss of critical planning staff during a period of transition. JLee was able to provide the Department on- call planning support services to the Planning Division to bridge the gaps caused by vacant positions. RECOMMENDATIONS: Staff recommends that the City Council take the following actions: 1)Approve the First Amendment to the Professional Services Agreement with JLee Engineering, Inc. to provide the Planning Division support; 2) Extend the term of the agreement by one month: and 3)Authorize the City Manager to execute an amendment, in a form acceptable to the City attorney on behalf of the City. Approved City Council June 5, 2023 First Amendment to the Professional Services Agreement – JLee Engineering, Inc. June 5, 2023 Page 2 ANALYSIS: During the latter part of 2022, the Economic and Community Development Department was experiencing staff shortages. To address the needs of the community, the City solicited the assistance of J Lee Engineering Inc. to provide the Department with planning-related assistance. As the fiscal year has progressed, the Planning Division has not seen a slowdown in work and would like to utilize the assistance of J Lee Engineering to obtain help with planning-related matters. This will ensure the Planning Division is able to be attentive to the needs of both its residents and commercial developers. The City's initial contract with JLee Engineering, Inc. for On-call Planning Support Services was for one year, commencing in November, 2022, and for the amount of $45,000. As mentioned already, the demand for these services has grown due to heavier workloads and insufficient personnel during the first-half of 2023. As such, staff is requesting that the City Council consider a request to approve a First Amendment to the Professional Services Agreements with JLee Engineering, Inc. This request would extend the original contract term by one additional month (December 2023,) and would increase the total compensation by an amount not to exceed $165,000. Finally, the recommendation contained herein will supersede the previous council action of May 15, 2023, which was a request to increase a contract purchase order with J Lee Engineering for Planning Services. That action did not include a request to modify the November 2022 contract for services. Therefore, this action now includes a reference to approve a modification of the originally approved contract. FISCAL IMPACT: The initial contract of $45,000 will be augmented by an additional $120,000, resulting in a new total contract value of $165,000. The funds are accounted for under account 10-35-611-000-6399. Prepared by: Reviewed by: Melissa Arevalo Jose D.
