In compliance with Government Code Section 54957.5, copies of staff reports or other written documentation relating to
each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E. Foothill Blvd.; copies
for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police Department Lobby - 725 N. Alameda
Ave., and the City of Azusa Web Page www.azusaca.gov. Persons who wish to speak in-person during the Public
Participation portion of the Agenda or on a Public Hearing item shall fill out a card requesting to speak and shall submit
it to the City Clerk prior to 7:30 P.M.; cards submitted after this time will not be accepted.
Those wishing to participate during Public Comment may do so in-person at the Azusa Auditorium, or may submit written
public comments by emailing PublicComment@azusaca.gov. Emailed public comments are due by 5:30 p.m. and shall be
limited to no more than 250 words. Written public comments will be provided to the City Council and will be part of the
record but will not be read aloud.

Notice Regarding California Environmental Quality Act (CEQA) Determinations. Pursuant to CEQA, a
"project" is defined as a "whole action" subject to a public agency's discretionary funding or approval that has
the potential to either (1) cause a direct physical change in the environment or (2) cause a reasonably
foreseeable indirect physical change in the environment. "Projects" include discretionary activity by a public
agency, a private activity that receives any public funding, or activities that involve the public agency's issuance
of a discretionary approval and is not statutorily or categorically exempt from CEQA. (Pub. Res. Code §
21065.) To the extent that matters listed in this Agenda are considered “projects” under CEQA, their
appropriate CEQA determination will be listed below each recommendation. If no CEQA determination is
listed, it has been determined that the action does not constitute a “project” under CEQA.

B. PUBLIC PARTICIPATION
This time has been set aside for persons in the audience to make public comments on items listed or not listed
on this Agenda. Members of the audience will have the opportunity to address the City Council/Agency Board
about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the
Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a
subsequent meeting. Each person or representative of a group shall be allowed to speak without interruption
for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the
speaker or responses to the speaker's questions or comments may be handled after the speaker has completed
his/her comments. Public Participation will be limited to sixty (60) minutes.

D. SCHEDULED ITEMS
1. PUBLIC HEARING - CONSIDERATION OF A GENERAL PLAN AMENDMENT (GPA-2022-01A)
TO ADOPT MODIFICATIONS TO THE CITY OF AZUSA HOUSING ELEMENT.
RECOMMENDED ACTION:
1) Open the Public Hearing, receive public testimony, and close the Public Hearing;
2) Find that the revisions to the Housing Element are minor in nature and no significant change to the
originally analyzed Project occurred. As such, impacts associated with the amended Housing Element
are the same as those analyzed in the Negative Declaration and the original CEQA conclusions stand; no
further supplemental environmental review is required.
3) Adopt Resolution No. 2023-C28, adopting General Plan Amendment No. GPA-2022-01A to the 2021-
2029 Housing Element of the City of Azusa General Plan to include additional non-substantive changes
made to the previously adopted Housing Element in response to comments received from the
Department of Housing and Community Development; and

2. PUBLIC HEARING - REGARDING DELINQUENT TRASH COLLECTION FEES.
RECOMMENDED ACTION:
1) Open the Public Hearing, receive public testimony, and close the Public Hearing;
2) Adopt Resolution No. 2023-C29 approving the list of delinquent account list to be placed on special
assessment for inclusion to the property tax roll by the Los Angeles County Assessor on the FY 2024-
2025 tax bill; and
3) Approve the Director of Administrative Services, or her designee, to turn over to the Los Angeles
County Assessor the delinquent account list after the adoption of Resolution No. 2023-C29.

3. ADOPTION OF THE CITY OF AZUSA REVISED WILDFIRE MITIGATION PLAN DATED
JUNE 19, 2023.
RECOMMENDED ACTION:
1) Adopt the revised City of Azusa Wildfire Mitigation Plan dated June 19, 2023; and
2) Receive and file the independent evaluation report prepared by Dudek, Inc. that concluded that the City
of Azusa Wildfire Mitigation Plan is comprehensive and meets the statutory requirements of California
Public Utilities Code Section 8387.

4. ADOPTION OF FISCAL YEARS 2023-24 AND 2024-25 CITY, UTILITIES, PUBLIC FINANCING
AUTHORITY, AND SUCCESSOR AGENCY OPERATING AND CAPITAL IMPROVEMENT
PLAN BIENNIAL BUDGET AND GENERAL FUND RESERVE POLICY.
RECOMMENDED ACTION:
1) Approve Resolution No. 2023-C30, A Resolution of the City Council of the City of Azusa adopting the
budget and approving appropriations for the City of Azusa for the fiscal year commencing July 1, 2023
and ending June 30, 2025;
2) Approve Resolution No. 2023-UB01, A Resolution of the Utility Board of the City of Azusa adopting
the budget and approving appropriations for Utilities for the fiscal year commencing July 1, 2023 and
ending June 30, 2025;
3) Approve Resolution No. 2023-P01, A Resolution of the Azusa Public Financing Authority of the City of
Azusa adopting the budget and approving appropriations for the Authority for the fiscal year
commencing July 1, 2023 and ending June 30, 2025;
4) Approve Resolution No. 2023-R08, A Resolution of the Successor Agency for the Former
Redevelopment Agency of the City of Azusa adopting the budget and approving appropriations for the
Agency for the fiscal year commencing July 1, 2023 and ending June 30, 2025; and
5) Approve Resolution No. 2023-C31, A Resolution of the City Council of the City of Azusa adopting a
Revised General Fund Reserve Policy.

RECOMMENDED ACTION:
Approve the issuance of Blanket Purchase Orders exceeding $50,000 as detailed on the attached schedule
and in accordance with Azusa Municipal Codes Sec. 2-518 – Contracts part (a).

4. ACCEPTANCE OF GRANT FROM THE STATE OF CALIFORNIA ENERGY COMMISSION TO

PROGRAM TO ISSUE ONLINE, AUTOMATED SOLAR PERMITS.
RECOMMENDED ACTION:
Accept the Grant award from the State of California Energy Commission; and Authorize the City Manager
to execute the Grant Agreement, in a form acceptable to the City Attorney, on behalf of the City, subject to
non-substantive changes made by the City Manager and City Attorney.

Authorize staff to solicit Request for Qualifications for On-Call Environmental Engineering Services to

Approve Agreement for Completion of Public Improvements between Rosedale Land Partners II LLC, and

9. APPROVAL OF FIRST AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT
WITH GLOBAL URBAN STRATEGIES, INC. FOR PROFESSIONAL GRANT MANAGEMENT
SERVICES.
RECOMMENDED ACTION:
Approve a First Amendment to the Professional Services Agreement with Global Urban Strategies, Inc. in
an amount not to exceed $8,000 per month or $96,000 annually; and Authorize the City Manager to execute
the Amendment, in a form acceptable to the City Attorney, on behalf of the City.

10. APPROVE FINAL TRACT MAP 83344, ROSEDALE LOCATED AT 807 E. PROMENADE.
RECOMMENDED ACTION:
That this project complies with the General Plan and is consistent with the approved tentative map and any
amendments thereto; That the City Council approve the subject maps and accept the Offers of dedication
shown on said maps; That pursuant to Section 66436(a)(3)(A)(i-vii) of the Subdivision Map Act, the City
Council hereby finds that the development of the property, in the manner set forth on the subject division of
land, will not unreasonably interfere with the free and complete exercise of the easements held by Azusa
Water Development and Irrigation Company, Los Angeles County, The City of Azusa, North Rosedale
Community Association, and accepts the maps without the signatures of said easement holders; Approve
Final Tract Map No. 83344; and Authorize the City Clerk to endorse on the face of the map the certificates,
which embodies the approval of said map and acceptance of any grants, easements and dedications.

RECOMMENDED ACTION:

Approve a First Amendment to the Professional Services Agreement with Korn Randolph, Inc. increasing
total compensation in the amount of $145,960 and amending the scope to include project development and
construction management services; and Authorize the City Manager to execute the Amendment, in
substantial form, subject to minor modifications acceptable to the City Attorney, on behalf of the City.

13. PROFESSIONAL SERVICES AGREEMENT (“PSA”) BETWEEN THE CITY OF AZUSA AND
TRANSTECH ENGINEERS INC., TO PROVIDE CONTRACT PLAN REVIEW, BUILDING
OFFICIAL, AND INSPECTION SERVICES AND APPROVE WAIVING OF PURCHASING
PROCEEDURES UNDER AZUSA MUNICIPA CODE, SECTION 2-520(b) SOLE SOURCE.
RECOMMENDED ACTION:
Approve the execution of a new Professional Services Agreement with Transtech Engineers Inc. to provide
contract plan review support and extend the term of their agreement through June 30, 2024; Approve
waiving of purchasing procedures under the Azusa Municipal Code Section 2-520(b) Sole Source;
Authorize the City Manager to execute the PSA, subject to any non-substantive revisions approved by the
City Attorney, and perform any other obligations of the City under the PSA; and Authorize the City
Manager to execute the Transtech Engineers, Inc. $1,001,950 Not To Exceed (“NTE”) Agreement on behalf
of the City.

14. AUTHORIZE THE USE OF METROPOLITAN TRANSPORTATION AUTHORITY MEASURE R

Authorize the use of Metropolitan Transportation Authority Measure R Fund in the amount of $200,000 to
supplement the increased operational costs in the Public Works Department’s Gas Tax Fund.

16. CONSIDERATION OF ADOPTION OF A RESOLUTION APPROVING THE THIRD
AMENDMENT TO FUNDING AND ACQUISITION AGREEMENT RELATING TO
COMMUNITY FACILITIES DISTRICT NO. 2005-1 (ROSEDALE) OF THE CITY OF AZUSA.
RECOMMENDED ACTION:
Adopt Resolution No. 2023-C33 of the City Council of the City of Azusa Approving the Third Amendment
to Funding and Acquisition Agreement Relating to Community Facilities District No. 2005-1 (Rosedale) of
the City of Azusa.

17. REQUEST TO APPROVE PURCHASE OF BOT HOSTING FOR ACCOUNTS PAYABLE

Approve the issuance for Service and Consultation services with Lance, Soll, & Lunghard LLP in the not to
exceed amount of $73,400; Waive the competitive bidding process as authorized under Azusa Municipal
Code Section. 2-517(a) (22) – Specialized Computer Software and Hardware; and Authorize the City
Manager to execute the agreements, in a form acceptable to the City Attorney, on behalf of the City.

auditing services for three years for a not-to-exceed price of $194,955 with two one-year optional
extensions.
