Mayor Solem called the meeting to order. Present at Roll Call: Councilmen: Rubio, Decker, Clark, Solem Absent: Councilmen: Snyder ' Also Present: City Administrator Dangleis, Superintendent of Light & Power Gerharz, Director of Public Works Wells, Deputy City Clerk Cooney Due to City Clerk Klarr being out of town and his Deputy, Mrs. Dorothy Roehrich, also being unable to attend this meetJng, Mr. Cooney read a letter from Mr. Klarr into the minutes; which stated that he had deputized Mr. Edward A. Cooney, Accounting Director, solely for the purpose of recording the minutes of this meeting. Moved by Councilman Decker, seconded by Councilman Clark and unanimously carried to approve. Councilman Snyder entered the meeting at 8:10 p.m. A Resolution was presented, commending Mrs. Virginia Memmesheimer Lemaster, who recently retired from the Library Board of Trustees, for her dedicated service to the City. Councilman Decker offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA COMMENDING VIRGINIA MEMMESHEIMER LEMASTER. Moved by Councilman Decker, seconded by Councilman Rubio and unanimously carried that further reading be waived. Moved by Councilman Decker, seconded by Councilman Rubio that the Resolution be adopted. Resolution passed and adopted by the following vote of Council: AYES: Councilmen: Rubio, Decker, Snyder, Clark, Solem NOES: Councilmen: None ABSENT: Councilmen: None and numbered Resolution 6090. A communication was received from the City's insurance adjusters re: claims against the City by Leonard M. Tyko and Blaine E. Larsen for alleged damages for sewer backup. with copies of letters sent to the claimants, stating their investigation indicated that the City is not legally liable for damages and they decline to make any payment of their claims. Moved by Councilman Rubio, seconded by Councilman Clark and unanimously carried by roll call to table this matter 'to the 6/4/73 meeting. The City Administrator was requested to submit a report on disposal of prior similar claims by other persons. 8:00 P.M. Call, to blider Roll Call E.A.Cooney deputized solely for 5/17/73 mtg. Larsen re: sewer backup tabled to /4/7$) C.Adm. to sub, report PUB.WKS.CONF.ROOM AZUSA, CALIFORNIA THURSDAY, MAY 171 1973 An invitation was received from the Glendora and Azusa neighborhoods of the Spanish Trails Girl Scout Council to attend "Wide World 173" on May 18-20, 1973, at Margaret Sellers School in Glendora, with opening ceremonies at 9:45 a.m. on May 19th and closing awards at 11:00 a.m. on May 20th. No action taken by Council. Discussion was held regarding the letter from Policewoman Marjorie (Pinky) Hunter, who appeared before Council 'and answered questions. The City Administrator explained the City Attorney's views regarding this disability retirement case. No action taken by Council. The City of West Covina may request from the City a pumper on loan. Fire Chief Torrance said we do have one that we could lend without endangering the fire safety of the City. The City Administrator brought up the question of the unpaid rubbish bills of Mrs. Rebekah A. Kridler, 627 Sierra Madre Avenue. He had a letter from the City Attorney stating the Ordinance is enforceable. He stated that,the City Attorney is now preparing a letter to property owners and to other rubbish collectors, informing them of our exclusive contract with Western Disposal Company regarding exclusive pickup. The City Attorney is'also looking into the possibilities of an exclusive rubbish contract covering all elements of the City of Azusa. Moved by Councilman Decker, seconded by Councilman Snyder 'to notify Mrs. Kridler that, unless payment on her past due account is made in full by May 25, 1973, the water to her property will be shut off. Director of Public Works Wells presented Budget Account Buildin '#5090 (Building) for review by Council. cc 090) Moved by Councilman Decker, seconded by Councilman Clark and unanimously carried to request that the Personnel Board change the title of Building Maintenance Supervisor to Building Maintenance Working Foreman. Moved by Councilman Clark, seconded by Councilman Snyder and unanimously carried to delete $300 from Object Account 440, for brazing equipment. Moved by Councilman Clark, seconded by Councilman Snyder and unanimously carried to approve Budget Account #5090 (Building) as amended. The Director of Public Works presented Budget Account Engineering #5310 (Engineering) for review by Council. (Acc .#5 ) Moved by Councilman Decker, seconded by Councilman Snyder and unanimously carried to approve Budget Account #5310 (Engineering) as submitted. The Director of Public Works presented Budget Account Streets #5320 (Streets) for review by Council. 77F75320) I A discussion was held regarding the position of Maintenance Man III, compared to that of a Leadman. It was the feeling of Council that the duties of a Maintenance Man III should be amended to include a phrase that he will supervise small work crews as required. Moved by Councilman Decker, seconded by Councilman Snyder and unanimously carried to request the Personnel Board to make an amendment to the job specifications of Mainienance Man III in the Street Department. Regarding Object Account 420, it was Moved by Councilman Decker, seconded by Councilman Clark and unanimously carried to delete $10,000 for the relocation of the gas tanks in the City Yard. Moved by Councilman Decker, seconded by Councilman Clark and unanimously carried that the Director of Public Works be authorized to purchase and install, by City forces, a 10,000 -gallon tank, immediately, using Revenue Sharing Funds. Object Account 440, it was ,Regarding Moved by Councilman Clark, seconded by Councilman Rubio and unanimously carried that the request for a Street Sweeper in the amount of $19,000, be held in abeyance, and that one radio, in the amount of $300, be deleted from the budget. Moved by Councilman Decker, seconded by Councilman Clark and unanimously carried to approve Budget Account #5380 (Traffic Signals) as submitted. The Director of Public Works presented Budget Account #5600 (Street Construction - County Gas Tax) and Bud et Account #5620 (Street Construction - State Gas Tax for review by Council. Moved by Councilman Decker, seconded by Councilman Clark and unanimously carried to approve Budget Account #5600 '(Street Construction - County Gas Tax) and Budget Account #5620 (Street Construction - State Gas Tax) as submitted. The Director of Public Works presented Budget Account #5740 (Sewer Construction) for review by Council. Moved by Councilman Clark, seconded by Councilman Decker and unanimously carried'to approve Budget Account #5740 (Sewer Construction) as submitted. The Director of Public Works presented Budget Account #6000 (Water) for review'by Council. Regarding Object Account 200 (Account 6.751) for car allowance for the Water Utility Superintendent, it was Moved by Councilman Rubio, seconded by Councilman Decker and unanimously carried to delete the request of $1,080 for car allowance. Regarding Object Account 410 (Account 6.343), it was Moved by Councilman Clark, seconded by Councilman Snyder and unanimously carried to inc-ease the request for new water line construction from $5,000 to $15,000. ' Regarding Account 6.373 under Object Account 410, it was Moved by Councilman Clark, seconded by Councilman Snyder and unanimously carried to hold in abeyance the request for a radio in the amount of $1,200. Moved by Councilman Decker, seconded by Councilman Snyder and unanimously carried to approve Budget Account #6000 (Water) as amended.
