JIMENEZ, ECONOMIC AND COMMUNITY DEVELOPMENT DIRECTOR DATE: JULY 17, 2023 SUBJECT: DOWNTOWN STREET FURNITURE PALLETE PRESENTATION BACKGROUND: On January 19, 2022, the City Council approved a Professional Services Agreement (PSA) with SWA Group to prepare Phase 1 of the Downtown Azusa Streetscape Plan. The Streetscape Plan would provide the City with a new palette for a minimum of the following items: 1.Waste Receptacles 2.Benches and seating elements 3. Light poles and bollards 4.Trees and tree grates 5.Bike racks 6.Bus shelters 7.Banner hardware 8. Planters and planting concept 9. Colors and finishes SWA has conducted an initial study of the Downtown area and provided recommendations on the broad scope that will be thoroughly reviewed by all applicable Departments and presented to the Planning Commission and City Council in a comprehensive form in the near future. However, due to projects currently under construction that include installation of street furniture, such as Lumia, staff has moved forward in presenting options for benches, waste receptacles, lighting, bollards and bike racks to the Art in Public Places Commission and the Planning Commission. Both Commissions provided recommendations on the items presented on April 5, 2023, and April 12, 2023, respectively. Approved City Council July 17, 2023 Downtown Streetscape Standard Furniture Palette July 17, 2023 Page 2 Consideration and discussion during both Commission meetings consisted of lasting design, quality, and ease of maintenance for City staff. Staff will be presenting the design and recommendations provided by the Commissions. RECOMMENDATIONS: Staff recommends that the City Council take the following action: 1) Provide general design feedback on presented items, and consider approving color and style of benches, trash receptacles, bike racks, bollards, and decorative light poles for the Downtown Area. FISCAL IMPACT: This item is to consider the design of the base furniture for the Downtown area, however, does not consider the purchase and installation at this time.
