MINUTES OF THE CITY COUNCIL
SPECIAL MEETING
TUESDAY, MAY 30, 2023 – 6:30 P.M.
The City Council of the City of Azusa met in Special session at Azusa Light and Water at 729 N. Azusa Avenue,
Azusa, CA 91702.
SPECIAL SESSION
Mayor Gonzales called the meeting to order at 6:30 P.M.
CITY COUNCIL ROLL CALL: Roll call was taken by City Clerk Cornejo.
PRESENT: COUNCILMEMBERS: MENDEZ, AVILA JR., ALVAREZ, MAYOR GONZALES
ABSENT: COUNCILMEMBERS: MAYOR PRO TEM BECKWITH
Elected Officials: City Clerk Cornejo.
Staff Members: City Manager Gonzalez, Deputy City Manager DeAnda-Scaia, Director of Administrative Services
Johnson, Chief of Police Wenrick, Director of Public Works/City Engineer Delgadillo, Director of Community
Resources Carpenter, Interim Director of IT Guadagnino, Director of Economic & Community Development Jimenez,
General Manager Singh and Chief Deputy City Clerk Garcia.
The Pledge of Allegiance was led by City Clerk Cornejo.

BUDGET REVIEW WORKSHOP
1. FISCAL YEAR 2023/2024-2024/2025 CITY OF AZUSA, CITY OF AZUSA PUBLIC FINANCING
AUTHORITY, AZUSA LIGHT & WATER, AND SUCCESSOR AGENCY PRELIMINARY
OPERATING AND CAPITAL IMPROVEMENT PLAN BUDGET REVIEW
Recommended Action:
1) Review the Fiscal Year 2023/24 and 2024/2025 Proposed Budgets and provide direction on any
desired adjustments to the budget prior to the scheduled adoption on June 19, 2023.
City Manager Sergio Gonzalez, with Director of Administrative Services Talika Johnson, introduced the item and
explained an overview of the presentation which included the budget strategy, an economic overview, the general fund
proposed budget, a general fund financial forecast, city-wide proposed budgets, the Five-Year Capital Improvement
Program, and department highlights.
Director of Administrative Services Johnson and City Manager Gonzalez provided the presentation explaining the
budget strategy, budget development, structure of the bi-annual budget, the economic overview, General Fund
proposed budget and revenue, reserves and forecast, and responded to Council questions.
Director of Administrative Services Johnson and City Manager Gonzalez provided the presentation explaining
citywide proposed budgets, proposed expenditures with personnel requests; status of Capital Improvement projects and
the Five-Year Capital Improvement Program and responded to Council questions.
Deputy City Manager Nico DeAnda-Scaia and City Manager Gonzalez provided highlights for the Department of
Administration with key initiatives, and personnel requests and responded to Council questions.
Director of Administrative Services Johnson and City Manager Gonzalez provided highlights for the Department of
Administrative Services with key initiatives, personnel requests and responded to Council questions.
Director of Community Resources Miki Carpenter provided highlights for the Department of Community Resources
with key initiatives, personnel requests with justifications, and responded to Council questions.

Library Services Manager Leila Hassen provided highlights for the Department of Library Services with key
initiatives, personnel requests with justifications, and responded to Council questions.
Interim Director of IT Mike Guadagnino provided highlights for the Department of Information Technology with key
initiatives, personnel requests with justifications, and responded to Council questions.
Director of Economic & Community Development Jose D. Jimenez and City Manager Gonzalez provided highlights
for the Department of Economic & Community Development with key initiatives, personnel requests with
justifications, and responded to Council questions.
Chief of Police Rocky Wenrick provided highlights for the Department of Public Safety with key initiatives, personnel
requests with justifications, and responded to Council questions.
Director of Public Works/City Engineer Robert Delgadillo provided highlights for the Department of Public Works
with key initiatives, personnel requests with justifications, and responded to Council questions.
Utilities General Manager Tikan Singh provided highlights for the Department of Light and Water with key initiatives,
personnel requests with justifications, and responded to Council questions.
Director of Administrative Services Johnson and City Manager Gonzalez concluded the presentation.
City Manager Gonzalez summarized some of the Councils requests for looking into adaptive playgrounds for special
education students, satellite library, possibly an equestrian unit for Public Safety, and get the Capital Improvement
programs started.
COUNCIL COMMENTS
Councilmember Mendez thanked staff for coming on a holiday weekend and felt the budget was very transparent.
Mayor Gonzales commented that the presentation was good work and personnel requests seem comparable to where
the City was pre-recession 15 years ago. Staff’s recommendations on the reserve policy were well received.
Councilmember Alvarez commented that the City needs to make sure they have funds for contracts with regard to the
reserve policy.
Councilmember Avila Jr. commented that’s he’s okay with staff’s recommendations, and that with the addition of
personnel from budget requests Council will expect more from staff.
Councilmember Mendez questioned and received information from Director of Administrative Services Johnson about
how the reserve policy would affect the City’s credit rating.
ADJOURNMENT
Mayor Gonzales adjourned the meeting.
