The City Council of the City of Azusa met in adjourned
regular session at the above time and place.
Mayor Solem called the meeting to order.
Present at Roll Call: Councilmen: Rubio, Decker, Clark, Call to Order
Solem
Absent: Councilmen: Snyder
Also Present: City Administrator Dangleis; Supervisor Pete
Schabarum; his Chief Deputy Hugh Dynes;
his Deputy Joe Cavell; County Road
Commissioner Iry Morhar; Director of Public
Works Wells, Finance Officer Cooney, Deputy
City Clerk Roehrich
In response to questions concerning the proposed extension Re: Ext. of
of Citrus Avenue, Supervisor Schabarum and County Road Cerritos & Citrus
Commissioner Morhar explained the priorities before the Aves. & prioritie
County, as follows:
1. Arrow Highway
2. Vernon Avenue, going north from 210 Freeway to
Sierra Madre Avenue
3. Foothill Boulevard widening from the "Y" to
Citrus Avenue
4. Another north -south arterial
They noted that the Cerritos Avenue extension is now in
abeyance while the Citrus Avenue extension is being
studied. The report will be finished in September at an
estimated cost of One Million Dollars.
Discussion was held with regard to the improvements on
Arrow Highway, its funding, and the involvement of the
City of Covina in those improvements.
The matter of Spheres of Influence was raised by the
Mayor. The City expressed to Supervisor Schabarum its
feeling that the intention of the Spheres of Influence
studies was negated when the Local Agency Formation Com-
mission allowed Glendora to annex into a portion that
was under contention prior to the Spheres of Influence
hearing.
Discussion was held with regard to making the Local
Agency Formation Commission consider Spheres of Influence
apart from standing "gentlemen's agreements".
Councilman Rubio was concerned about having meetings of
the Board of Supervisors in cities such as Azusa. Super-
visor Schabarum explained the problems such a proposal
would raise and pointed out that he had held meetings
for various functions in the City of Azusa.
The Mayor declared the meeting adjourned to the Azusa
Library Auditorium at 9:25 a.m. this date.
Council reconvened and the Mayor called the meeting
to order at 9:44 a.m., at the Library Auditorium.
The matter of the recent confrontation between the
Police and a number of Mexican -American citizens attend-
ing a wedding dance at the Parish Hall was raised.
Art Morales addressed Council and explained what he
has been attempting to do as a result of the situation.

Discussion was held between Council and Mr. Morales,
along with two other persons representing the Mexican -
American community, -in an attempt to begin exploring
the reasons for such confrontations and what could be
done to prevent them in the future.
The alternatives of stopping all wedding dances and/or
closing the Parish Hall were raised.
'Councilman Decker requested additional information
concerning the problem. Mr. Morales indicated that
they were presently gathering facts, and that the
meeting today was primarily to inform Council that they
are working with the Police Department and ask for their
support. It was suggested by Mr. Morales that the
City's Juvenile Officer attend such meeting as this and
other meetings between the Mexican -American community
and the Police.
After further discussion, it was
Moved by Councilman Rubio, seconded by Councilman Decker Adjourn
and unanimously carried that the meeting be adjourned.
