HomeMy WebLinkAboutE-17 Staff Report - ESL Grant AcceptanceCONSENT ITEM E-17 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: LEILA HASSEN, LIBRARY SERVICES MANAGER DATE: JULY 17, 2023 SUBJECT: ACCEPTANCE OF ESL GRANT FROM CALIFORNIA LIBRARY LITERACY SERVICES (CLLS) BACKGROUND: The Azusa City Library has been awarded a grant in the amount of $25,000 from California Library Literacy Services (CLLS) for English as a Second Language (ESL) instruction and programming. This action accepts the grant. RECOMMENDATION: Staff recommends that the City Council take the following action: 1)Accept the $25,000 grant award from California Library Literacy Services (CLLS). ANALYSIS: The Azusa City Library is the recipient of an English as a Second Language (ESL) grant through California Library Literacy Services (CLLS). This grant supports ESL instruction at the Library and offsite locations in Azusa through June 2024. FISCAL IMPACT: Upon Council acceptance of this grant, Staff will program the revenues into the Fiscal Year 2023/24 budget to support ESL programs at the Library and multiple locations in Azusa. Dalton Ave Azusa, CA 91702 Dear Ms. Leila Hassen, We’re pleased to provide funds to support your English as a Second Language program and the important work that you, your staff, and your volunteers do for your community through the California Library Literacy Services program. In 2021-2022, the state budget included one-time California Library Literacy Services funding at $15 million for English as Second Language Services. These funds will be allocated over a five-year period. This award letter covers Year 3 of funding between July 1, 2023, and June 30, 2024. Your total award for the 2023-2024 fiscal year beginning July 1, 2023, is: x Total Award: $25,000 Your funds must be fully expended by June 30, 2024, in accordance with your approved budget on file with the State Library. The budget listed in your award packet indicates your original grant request. Your library may have to submit a new budget for review and approval to reflect your 2023-2024 English as a Second Language Services award. To ensure that program expenditures are consistent with the California Library Literacy Services allowable expenses, please review the California Library Literacy Services Allowable and Unallowable Expenses guidelines.
