SUBJECT: HUMAN RESOURCES ACTION ITEMS
BACKGROUND:
The recommended action approves Personnel Action Requests reviewed and recommended by the Personnel Board,
approves a Side Letter of Agreement between the City and Azusa Police Officers Association (APOA) to add
Standby Time for K-9 Special Assignment, and approves a Side Letter of Agreement between the City and Local 18
of the International Brotherhood of Electrical Workers (IBEW) to add Troubleshooter classification specification to
the flexible staffing series of Line Mechanic classifications.
RECOMMENDATIONS:
Staff recommends the City Council take the following actions:
1)Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules
and applicable Memorandum of Understanding(s);
2)Approve Side Letter of Agreement between the City and Azusa Police Officers Association (APOA) to add
Standby Time for K-9 Special Assignment; and
3)Approve Side Letter of Agreement between the City and Local 18 of the International Brotherhood of
Electrical Workers (IBEW) to add Troubleshooter classification specification to the flexible staffing series of
Line Mechanic classifications.
ANALYSIS:
The Personnel Board reviewed the following recommendations of City Staff and approved the following actions
in accordance with the City of Azusa Civil Service Rules:

F. APOA Side Letter – K-9 Standby Time
The current Azusa Police Officers Association (APOA) MOU provides 5% special assignment pay for K-9
Officers and three and one-half (3.5) hours per week paid at premium rate equal to time and one and one- half
(1.5) of the K-9 Officer’s base hourly rate for the care and maintenance of the dog. The handling officer is also
required to be on standby in case the K-9 needs to be deployed, therefore APOA is seeking to modify Section 6.10
Special Assignments of the MOU to provide a minimum of ten (10) hours per month of Standby time, at the
Premium rate (currently time-and-one-half) for K-9 assignment, consistent with the following assignments:
Detective, SET Detective, Gang Detective, Motor Officer/Traffic Investigator.
G. IBEW Side Letter – Adding Troubleshooter to Line Mechanic Flexible Staffing Series
The current Local 18 of the International Brotherhood of Electrical Workers (IBEW) MOU includes a flexible
staffing for Line Mechanic positions. The Electric Troubleshooter classification currently exists and is the
advanced journey-level class in the Line Mechanic series. Line Mechanics who successfully complete the
probationary period may be eligible to promote or be reclassified to Electric Troubleshooter. However, the
Electric Troubleshooter classification is not currently part of the Line Mechanic flexible staffing series.
Management would like to include the Electric Troubleshooter classification as part of the Line Mechanic
flexible staffing series. The attached side letter has been approved by IBEW.

SENIOR PROJECT MANAGER
DEFINITION
Under general supervision performs a wide variety of complex professional administrative and analytical work in support
of department managerial functions; performs related duties as required.
CLASS CHARACTERISTICS
Senior Project Manager performs highly responsible administrative work, conducting or providing project oversight for a
variety of complex and sensitive projects at the direction of the City Manager. The incumbent is expected to demonstrate
a high level of independent problem-solving abilities and perform the full scope of administrative, analytical and
management duties within assigned program areas. Incumbents in this class are assigned the most complex and difficult
work, and carry out assignments using independent judgment and problem-solving skills. Work requires the exercise of
considerable initiative, independent judgment, and discretion.
SUPERVISION RECEIVED/EXERCISED
Receives general direction from the City Manager. Exercises technical and functional supervision over lower level
administrative support and technical staff.
ESSENTIAL FUNCTIONS
These are examples of essential functions of this classification and may not be present in all positions in this class. When
a position is to be filled, the essential functions will be noted in the announcement of position availability.
Assumes operational authority over projects, services or administrative operations, maintains financial and administrative
processes and records; develops policy and procedural recommendations; implements and monitors assigned budgets;
monitors contracts and related documentation; responsibility of deliverables, timely reports, successful completion and
closing out with audits and final report filings.
Plans, directs and coordinates consulting contract activities including: writing specifications for contracts; analyzing bids,
negotiating contracts; establishing priorities and schedules; the resolution of technical, procedural and operational
problems; evaluating contractor performance; and specifying appropriate actions to be taken to correct deficiencies.
Performs analysis and review of budgetary, financial and operational systems; compiles and interprets statistical and
financial data; analyzes findings, prepares reports and makes recommendations.
Attends staff, City council and/or Commission Board meetings as assigned.
Provides staff support to departmental management; facilities and coordinates interdepartmental projects;
provides analytical support for financial, operational and organizational issues;
Establishes positive working relationships with representatives of community organizations, state/local agencies and
associations, City management and staff, and the public.

QUALIFICATIONS GUIDELINES
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for
satisfactory job performance. Example combinations include graduation from a four-year college/university with a
bachelor's degree in public or business administration, or a related field; and at least five years of professional experience
in analysis and research, project management, policy development, fiscal administration and budget and/or management
responsibilities. A master’s degree is desirable and may be substituted for one year of experience.
Knowledge, Skill and Abilities
Knowledge of modern principles, practices and methods of administrative and project management; organizational
development and public administration policies and procedures; principles of grant proposal writing and administration;
research and reporting methods, techniques and procedures; City government and inter-governmental relationships;

Special Requirements
Possession of or ability to obtain a Class C California driver's license and a satisfactory driving record.
Physical, Mental and Environmental Working Conditions
Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending squatting and
stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine
coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in
reading written reports and work-related documents. Acute hearing is required when providing phone and personal
service. Additionally, the need to lift, drag and push files, paper and documents weighing up to 25 pounds is required.
Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such
accommodations.
SIDE LETTER OF AGREEMENT
BETWEEN
CITY OF AZUSA
AND
THE POLICE OFFICERS ASSOCIATION
This Side Letter of Agreement ("Agreement") between the City of Azusa ("City") and the Police
Officers Association ("Association") (collectively "Parties") is entered into with respect to the
following:
WHEREAS, the Parties have a Memorandum of Understanding ("MOU") that
commenced on August 1, 2020 and is set to expire on July 31, 2024;
WHEREAS, Section 6.10 Special Assignments of the MOU currently provides a minimum
of ten (10) hours per month of Standby time, at the Premium rate (currently time-and-one-half)
for the following assignments: Detective, SET Detective, Gang Detective, Motor Officer/Traffic
Investigator; and
WHEREAS, the Association and the City agreed through a meet and confer process to
add K-9 Officer to the assignments eligible for Standby Time.
LET IT BE RESOLVED, that MOU section 6.10 Special Assignments to include K-9 Officer:
6.10 Special Assignments
Effective August 1, 2020, in addition to monthly basic pay, the following assignments,
when made by the Chief of Police or his designee, shall receive five percent (5%):
•K-9 Officer
•Bicycle Patrol Officer
In addition to monthly basic pay, the following assignment, when made by the Chief of
Police or his designee, shall receive five percent (5%):
•Motor Officer
Effective August 1, 2020, in addition to monthly basic pay, the following assignment when
made by the Chief of Police or his designee, shall receive five percent 5% for time worked
on Monthly Training and Call Outs:

This Side Letter of Agreement (“Agreement”) between the City of Azusa (“City”) and Local 18
of The International Brotherhood of Electrical Workers (“Association” or “IBEW Local 18”)
(collectively “Parties”) is entered into with respect to the following:
WHEREAS, the Parties have a Memorandum of Understanding (“MOU”) that
commenced on August 1, 2021, and is set to expire on July 31, 2025;
WHEREAS, the Electric Troubleshooter classification currently exists and is the advanced
journey-level class in the Line Mechanic series. Line Mechanics who successfully complete the
probationary period may be eligible to promote or be reclassified to Electric Troubleshooter.
WHEREAS, the Electric Troubleshooter classification is not currently part of the Line

NOW THEREFORE, LET IT BE RESOLVED, that section 14.5.3 is added to the Local
18 of the International Brotherhood of the Electrical Workers Memorandum of Understanding as
follows:
14.5.3 Troubleshooter classification is added to the Line Mechanic flexible staffing series. At the
determination of the Department Head, employees who successfully complete the probationary
period as Line Mechanic may be promoted to Troubleshooter.
