AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, OCTOBER 1, 1973
The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order and led in
the salute to the flag.
Invocation was given by Mr. Frank Herber of the Church
of Jesus Christ of Latter Day Saints.
Present at Roll Call: Councilmen: Rubio, Decker, Snyder,
Clark, Solem

The Minutes of the meeting of 9/4/73 (action post-
poned from 9/17/73) and the meeting of 9/17/73 were
approved as submitted.
The recommendation submitted by the Director of Public
Works that John Remala, Street Sweeper Operator, be
reimbursed for tuition for two college courses and cost
of books upon successful completion of said courses,
having been tabled from 9/17/73, was again placed
before Council.
Moved by Councilman Rubio, seconded by Councilman Decker
and unanimously carried to remove the item from the table
The Director of Public Works addressed Council and
explained the values of a course nn Asphaltic Concrete
for Mr. Remala to use on the.job. He then explained
that the course on Mathematics was prerequisite for an
Asphaltic Concrete course. The cost for both courses
for the semester, including books, would be $25.35•
Moved by Councilman.Rubio, seconded by Mayor Solem to
approve the recommendation. Motion carried by the
following vote of Council:

NOES: Councilmen: Clark
ABSENT: Councilmen: None
Council expressed its concern over interpretation of the
policy allowing payment of expenses and tuiuion to employees
attending school.
Councilman Decker felt the principle of the matter should
be maintained.
Councilman Clark expressed his understanding that Council
had agreed on the policy of courses directly related
to the job, as opposed to courses that were part of
general education.
Councilman Snyder emphasized that Department Heads could
do the original screening and then supply the necessary
information and justification, with reasons, with each
request.

Councilman Rubio concurred and felt the Department
Head should express why he feels the employee should take
the course.
It was suggested that all Department Heads be informed
of the feelings of Council by a letter.
A request was received from Tamara Brooks, Editor of the
Gladstone High School Yearbook, for City participation
by purchase of an ad.
Herbert Younker, Business Editor of Gladstone Arena.
School Annual, appeared before Council and exhibited
the ad as it appeared in last year's Yearbook.
Moved by Councilman Snyder, seconded by Councilman Clark
and unanimously carried by roll call to purchase a full-
page ad for $100 this year because ofthe 75th Anniversary
of the City's incorporation.
A request was presented from the City of Petaluma for
Azusa's participation in litigation involving Petaluma's
recently adopted laws restricting growth in certain zones.
The involvement requested was in the amount of $250 to
help defray costs for legal representation on behalf of
the City of Petaluma.
The City Attorney expressed his concern on the legitimacy
of participating in the r.ost for legal representation.
He noted the City has submitted amicus briefs but never
participated in legal costs of another city.
Moved by Councilman Decker, seconded by Councilman Rubio
and unanimously carried to receive and file.
Notice was received of California Water Resources Associa-
tion Board of Directors meeting, to be held in Los Angeles
on 10/12/73 at 9:00 a.m., with luncheon.at $6.50 each.

Notice was received from Alcoholic .Beverage Control of an ABC Notice:

It was reported to Council that the Local Agency Forma-
tion Commission, on 9/12/73, approved the proposed
Northerly Annexation District #75, with a revised descrip-
tion.
The City Attorney presented a proposed Resolution

the date for protest hearing which will be held on
11/19/73 at 7:30 p.m.
Councilman Decker offered the Resolution entitled:

Councilman Decker reported that Mr. Watson had asked for (cont.to 10/15/73)
a postponement of this matter inasmuch as he was not able
to be in attendance at this meeting.

A communication was received from Robert J. Boehm of Req. by R.J.Boehm
Cerami Corner, Inc., requesting a traffic light at the for traff.sional
corner of 6th Street and San Gabriel Avenue, to be @ 6th & Sar. Gab.
controlled by the Fire Department, to avoid accidents to avoid accidents
due to approaching Fire Department emergency vehicles. fr.approaching
Mr. Boehm lives at 603 N. San Gabriel Avenue and has F.D.emerg.vehicles
witnessed several near accidents, as it is difficult
for traffic proceeding south on San Gabriel Avenue to
see an emergency vehicle until it has entered the right-
hand lane of traffic on San Gabriel Avenue.
The Director of Public Works explained he had contacted
both the County and State, as this is a State Highway.
He indicated the State was in agreement with putting a
traffic signal at this location, but would not share in
its cost. He noted that a flashing yellow light was
expressly discouraged by the County as being more a
danger than a help. The traffic signal would need to
be controlled from the Fire Station. He further expressed
his feeling that the same problem applied to any inter-
section when it is approached by an emergency vehicle.
After further discussion, it was the consensus of Council
that the matter need not be pursued. No action taken by
Council.
A communication was received from the Personnel Board, Step Raises

The City Attorney informed Council that the City has Auth. Pol.Ch.

A recommendation was received from the Superintendent
of Light & Power that 108 - 4KV Transformers be declared
surplus property, and the City Clerk be authorized to
receive bids for the sale of same.
Moved by Councilman Clark, seconded by Councilman Snyder
and unanimously carried to approve the recommendation.
A recommendation was received from the Director of
Public Works for the adoption of a Resolution request-
ing an allocation of $2,500 of County Aid to Cities
Funds for the improvement of Citrus Avenue between
Gladstone Street and Arrow Highway, within the City of
Azusa.
Councilman Decker offered the Resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
REQUESTING AN ALLOCATION OF COUNTY AID TO CITIES FUNDS
FOR THE IMPROVEMENT OF CITRUS AVENUE.

A communication was,received from Irene Gilbertson, Res. #6145
Assistant Director of Civil Defense, with a copy of the adopting City's
unrinted "City of Azusa - Emergency Plan", which incorporates Emerg.Plan as
changes in wording as provided by the.State in accordance rev. June 1973
with the Statute.
A proposed Resolution was presented, adopting the "City
of Azusa Emergency Plan" as revised in June, 1973.
Councilman Snyder offered the Resolution entitled:
` A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ADOPTING THE "CITY OF AZUSA EMERGENCY PLAN" AS REVISED
IN JUNE, 1973, TO BE KNOWN AS " THE CITY OF AZUSA
