SUBJECT: CONSIDERATION OF APPROVAL OF A SPECIAL EVENT PERMIT
APPLICATION AND WAIVER OF FEES TO ALLOW FOR A REQUEST TO
HOLD A CLASSIC CAR SHOW EVENT IN DOWNTOWN AZUSA ON
NOVEMBER 12, 2023
BACKGROUND:
At the July 17, 2023 City Council Meeting, Councilmember Avila announced that he, along with
Councilmember Mendez and City Manager Gonzalez, met recently with a local car club
organization, Cruisingback2route66. The purpose of that meeting was to discuss about allowing
the organization to host a car show event in the Downtown Area this coming Fall, and similar to
ones that are hosted in the Cities of Pomona, Claremont, Upland and Covina. Without objection,
the City Council agreed to have this item placed on the next City Council meeting agenda for
consideration.
RECOMMENDATIONS:
Staff recommends the City Council take the following actions:
1)Discuss and provide direction regarding authorizing “Cruisingback2route66” to host a car
show event in the Downtown Area; and
2) Discuss and provide further direction regarding fees to be charged; and
3) If approved, direct staff to work with the event organizer to bring to the next City Council
meeting all required documents including; special event permit application, proof of
insurance, traffic control plan, street closure resolution and all other supporting special
event logistics information.

ANALYSIS:
When considering this request, it was determined that the second weekend of November 2023
seems to be a good time to host an event of this type. However, due to events and celebrations
related to Veterans Day and the City’s 125th Anniversary already taking place on Saturday,
November 11th, it is recommended that if approved, the Classic Car Show be slated for Sunday,
November 12, 2023. As of the moment of this report, it is yet to be known how many attendees
this event will draw. However, judging from other similar events it may include a few hundred
car entries and a couple of thousand event attendees. The event can also feature music and
entertainment as well a food vendors. However, a strong emphasis of the event is to work closely
with local restaurants for attendees to patronize.
Proposed event details:
Date: Sunday, November 12, 2023
Car Show: 10am – 4pm
Street Closures: 7am-6pm
Location: Azusa Avenue between 6th Street and Santa Fe Lane (just south of freight
train tracks) and Foothill Boulevard between San Gabriel Avenue. and
Alameda Ave. A map depicting the event location is attached.
This would be the first event of its kind in the Azusa Downtown and would require the careful
coordination with several city departments. However, communication and buy-in from local
businesses within the proposed footprint would be strongly emphasized. Nevertheless, with a
focus on supporting local veterans, a large number of car entries and entertainment, it has the
potential of drawing many visitors to our downtown. The applicant (Cruisingback2route66) would
need to secure all necessary permits by the Police Department, Public Works Department and
Planning Division.
FISCAL IMPACT:
All costs related to street closures, insurance, cleanup and other miscellaneous expenses for the
event, should be the responsibility of the event organizer. However, due to the uncertainty of
success for the first year, it is recommended that the “Special Event Permit” application fee be
waived ($15,000). This is a soft cost and a public benefit can be realized due to the events’ goal
of supporting local veterans and potential for increasing sales for our downtown restaurants and
retail shops.
