SUBJECT: ADOPT RESOLUTION APPROVING NEW DEPARTMENT HEAD CLASSIFICATION -
DIRECTOR OF INFORMATION TECHNOLOGY
SUMMARY:
The new full-time executive position of Director of Information Technology will replace the existing
Director of Information Technology and Library Services, responsible for overseeing the Information
Technology Department. The recommended action is in accordance with Section 2-90 (15) (b) of the City of
Azusa's Municipal Code, whereas new Department Head positions are created via a Resolution of the City
Council. Class Specifications and Essential Functions are to be determined by the City Manager, and this
position serves at the will of the City Manager.
RECOMMENDATION:
Staff recommends City Council take the following action:
1)Approve the attached Resolution No. 2023-C38 to replace the existing Department Head position
of Director of Information Technology and Library Services with Director of Information
Technology class specification.
DISCUSSION:
With the recent retirement of the Information Technology and Library Services Director and increased IT
service demands, the IT Department is undergoing a restructuring. Any former variations of the Information
Technology Director Class Specification, including the Director of Information Technology and Library
Services will be eliminated. Following is the proposed salary range for the new position, which is on par
with other executive level positions within the City:

RESOLUTION NO. 2023-C38
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING NEW DEPARTMENT HEAD CLASSIFICATION DIRECTOR OF INFORMATION TECHNOLOGY
WHEREAS, the City of Azusa Municipal Code Section 2-90 outlines the Powers and Duties of the City Manager.
WHEREAS, as is outlined in Section 2-90 (2), it is the duty of the City Manager to make recommendations to the City Council he has found necessary for effective management of the City;
WHEREAS, it is important to ensure each Department in the City is run and managed in the most efficient manner;
WHEREAS, the Director of Information Technology and Library Services retired in April 2023 and that classification is no longer appropriate to meet the City’s operational needs;
WHEREAS, the any former classification specification(s) for Director of Information Technology and any variations thereof are obsolete; and
WHEREAS, the proposed classification specification which outlines the essential functions of the Director of Information Technology is attached;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Azusa does hereby replace the existing Department Head position of Director of Information Technology and Library Services with the Director of Information Technology position who will serve as the Department Head over the Information Technology Department and that this position is created in collaboration with Azusa Municipal Code Section 2-90 (15) (b).
The City Clerk shall certify the passage of this Resolution.

DEFINITION
Under general administrative direction, plans, directs, and coordinates the Information
Technology Department, including the City’s network, computing, geographical information
systems, and telecommunications systems for all City departments; takes a leadership role in the
implementation of the goals and objectives of the Information Technology Department; and
performs related duties as required.
CLASS CHARACTERISTICS
Reporting to the City Manager, this position gives leadership to the Information Technology
Department and a key member of the City's Executive management team with the primary
responsibility for fostering an organization and work environment emphasizing the value of
technology. The incumbent is expected to exercise independent judgment, wisdom, common
sense, and initiative in establishing efficient and effective departmental operations consistent with
City Council policies and administrative guidelines established by the City Manager.
ESSENTIAL FUNCTIONS
Implements and administers the City’s centralized automated systems and related services,
including personnel and equipment; provides strategic development and use of information
technologies; oversees design and implementation of new systems; coordinates citywide
acquisition of software and hardware, including development and implementation of a long-range
funding plan for maintenance and replacement of hardware; and manages operations and
customer support functions for software applications, telecommunications systems and network
systems and services.
Manages design, development, implementation, training and customer support for all software
applications; including but not limited to: geographic information systems (GIS); electronic
document management systems (EDM); Internet/Intranet/Extranet systems; mobile device
management systems (MDM), telecommunication systems, financial system, utility billing and
customer information systems, utility Supervisory Control and Data Acquisition systems (SCADA),
municipal library systems, website and social media, network and all other distributed systems.
Works closely and collaborates with department and division heads to coordinate new
technologies, systems implementation and operations for the City. Develops new automated
systems and programs as well as the modification and enhancement of existing systems to meet
the business needs of the City. Manages the City’s acquisition of new and replacement software
and hardware, manages departments’ requests for hardware and software and makes
recommendations, as appropriate, on alternative system or service options.
Develops and implements citywide long-range systems strategies, which involve facilitating
discussions with City management regarding current and anticipated information services
requirements, applications development, enhancement requests and alternative approaches.

Prioritizes the implementation of new systems and enhancements to existing systems. Manages
written policies and procedures for acquisition, development, implementation, modification, and
use of systems and services.
Manages preparation of request for proposals, evaluation of systems, services, administration of
equipment, software contracts and service level agreements. Coordinates citywide acquisition of
software and hardware, including development and implementation of a long-range funding plan
for maintenance and replacements.
Manages the preparation and administration of the Information Technology operating, capital
improvement and grant budgets; recommends and approves IT budgets and IT expenditures for
all departments. Prepares and administers federal and state grants, and grants from private
foundations.
Selects department employees; plans and organizes work; develops and establishes work
methods and standards; conducts or directs staff training and development; reviews and
evaluates employee performance; executes disciplinary action.
Oversees and monitors the management of all IT systems ensuring adequate security, stability,
performance and reliability; establishes citywide standards for hardware, software and
telecommunications and network infrastructure.
Works with department administrative and supervisory staff to establish positive performance
management process and techniques to create and maintain a challenging, customer focused
work environment that encourages employee development, teamwork and continuous
improvement.
Participates in City management staff meetings and may serve on special task forces or direct
the conduct of projects having a general city-wide impact. Makes presentations to City Council
and/or represents the department at City Council and/or civic or professional group meetings.
Performs related duties and responsibilities as required.
QUALIFICATION GUIDELINES
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and
abilities necessary for acceptable job performance as determined by the City. Example
combinations include but are not limited a Bachelor's degree from an accredited college in
Computer Science, Information Systems, or related field and five years of increasingly
responsible experience developing, managing and supporting technology infrastructure at a
managerial level including staff training and direct supervision.

Knowledge and Skills
Knowledge of principles and practices in the planning, design, and management of complex
information systems, including local area networks (LAN), wide area networks (WAN), wireless
LAN (WLAN), storage area, hyperconverged, and fiber optic network systems; operating
principles and characteristics of voice communication systems and services; troubleshooting
principles and methods; principles and practices of sound personnel management and
supervision. Skill in administrative principles and practices of goal setting, program development
and implementation, budget development, planning, and organization. Ability to plan, organize,
and direct the work of technical and professional support staff; develop, implement, and interpret
goals, objectives, policies, procedures, work standards, and internal controls; prepare and
administer a divisional budget; analyze complex administrative and technical problems;
troubleshoot hardware and software problems; prepare program documentation, user
procedures, reports of work performed, and other written materials; communicate in English, both
orally and in writing; establish and maintain effective working relationships with supervisors, fellow
employees, and the public.
MARGINAL FUNCTIONS
These are position functions which may be changed, deleted, or reassigned to accommodate an

SPECIAL REQUIREMENTS
Possession of and ability to maintain a valid Class C California Driver’s License and a satisfactory
driving record.
Environmental Conditions
Work is performed primarily in a standard office setting; incumbents may be required to work
extended hours including evenings and weekends from time-to-time and drive on City Business.
Physical Conditions
Primary functions require sufficient physical ability and mobility to work in an office setting; to
stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and
twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office
equipment requiring repetitive hand movement and fine coordination including use of a computer
keyboard; and to verbally communicate to exchange information.
