Mayor Gonzales called the meeting to order at 7:30 P.M.

City Attorney Martinez reported there was a Closed Session, there were no reportable actions.

PUBLIC PARTICIPATION
Craig Sheetz provided public comment regarding the removable water containers on the coast line that could be
smuggling nuclear warheads and a Geiger counter he has that detects them.
Larry Addias thanked City Council for their support and participation in the Memorial Day Celebration and through the
years and introduced Richard O’Harrough.
Dianna Reyes-Williams, President of the Azusa Women’s Club provided public comment about programs they are
involved with and shared information regarding upcoming events. More information can be acquired by contacting her at
626-484-9120.
REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL
1. City Manager Communications
City Manager Gonzalez announced under Item E-16 there was an error in the percentages, it should read 85% and 15%
when the project goes out to bid. After the project is underway the split will be 50-50%. Additionally, there will be a
Special Council meeting on Monday June 26 to hold a study session regarding the issues imposed by homelessness due
to the new schedule of the Gold Line. It will take place immediately following the Utility Board meeting. July 17 will be
the El Fresco City Council meeting; staff has ordered mosquito repellant devices and the meeting will be held in the
courtyard. September 30th there will be a free concert in front of City Hall that will kick off several events leading up to
the City’s actual 125th Anniversary date on December 29. In addition, the City will team up with Golden Days who is
celebrating their 75th Anniversary this year. On November 11th there will be a concert celebrating Veterans. Public
displays and promotional items will be available at all the events.
2. City Clerk: NOTICE IS HEREBY GIVEN that the following City Commissioners’ terms of office will expire
on September 30, 2023:
1 position – Cultural & Historic Preservation Commission
2 positions - Library Commission
2 positions – Parks & Recreation Commission
2 positions – Planning Commission

Applications for these positions will be accepted in the Office of the City Clerk through 5:00 p.m. on Wednesday,
August 10, 2023. Applications are available in the City Clerk’s Office - 213 East Foothill Boulevard and at:
www.azusaca.gov.
Mayor Gonzales inquired how those vacancies will be advertised.
Deputy City Clerk Adrian Garcia responded the vacancies will be posted on all social media platforms on June 20,
the City’s website, two flyers have been created, and it will be in the City Clerk’s marque.
COUNCIL COMMENTS
Mayor Pro-Tem Beckwith attended the Chamber event a couple of weeks ago and appreciated those who put the event
together, along with the those who organized the City versus City Bowling event. It was fun to be a part of the team that
won second place. The Flag Retirement was very moving, and he appreciated the opportunity to honor his own father. He
attended Rotary’s end-of-year celebration which honored Roger Gutierrez, who served last year as the district’s
Governor and was the first Azusan to serve in that role. Congratulations to the many graduates this year. It was a joy to
attend the Gladstone Graduation ceremony.
Councilmember Alvarez wished the graduates Congratulations. He attended the Flag burning ceremony on June 17 and
thanked all those who were involved, American Legion, VFW, Azusa Connects and Senator Rubio for stopping by.
Never throw away an old flag, they can be turned in to both the VFW and American Legion for proper retirement. In the
last meeting, they were provided with the profit and loss from the Chamber of Commerce, he thanked Nico for providing
the update. He is interested in the net profit for the Taste of the Town in prior years, which is useful information to
ensure they are being provided with the proper funding to be successful. He requested certificates for the Young Marines,
Troop 777, and Azusa Connects for their participation in the Flag Retirement ceremony. He will email staff the groups
involved.
Councilmember Avila Jr. reported he attended the June 15th event at Gladstone Park, thank you to the Parks and
Recreation department for putting it together, it was the summer kick-off popsicle event that brought out a lot of kids. It
was great to see the 50-60 kids playing in the park and the event reinforced the need to have more events in Gladstone
Park. Staff did an excellent job. The first annual American Flag ceremony was a great experience, many thanks to the
groups involved that Councilmember Alverez mentioned, as well as the National Guard, LA County Fire Department,
Azusa Police Department, Scout Troop 777, the Young Marines and Azusa Connects for their participation in the event.
As a request to staff, semi-trucks have been overnight parking on Azusa Avenue, Cerritos Avenue and Gladstone, despite
the ordinance prohibiting it. Please make sure the Police are aware so it can be resolved before it gets out-of-hand.
Councilmember Mendez congratulated Mayor Pro Tem Beckwith for winning the Chamber Poker Tournament.
Councilmember Mendez also had a very good hand, however lost, but that allowed him to take credit for helping Mayor
Pro Tem win! Thanks the Veterans ad-hoc committee for their work on the Flag Retirement Ceremony, it was an
excellent and very somber ceremony. He looks forward to attending future events to retire flags. Congratulations to the
Mayor and Azusa Connects on the well-attended City versus City bowling event. He had a conflict and could only attend
the tail end of the event, however, it looked like a lot of fun. Congratulations to all the graduates. He extended an
invitation to Council to attend the Final Railroad Tie for the Foothill Gold Line, which was previously called the L-Line,
and is now called the A-Line, and connects all the way to Long Beach. The final tie will be in Laverne on Saturday. It is
open to the public.
Mayor Gonzales reported he sits on the Mosquito Vector Board, they are issuing a very strong reminder to remove
standing water, and requested that the City Clerk’s office put out a video reminding residents how to help reduce the
mosquito population. Additionally, there is an opportunity for Vector Control to come to some of the Anniversary events
to help with mosquito control and if requested, they will hand out mosquito repellent kits. The theme this summer is Tip,
Toss & Protect. Tip your water, toss the old water and protect yourself with protectants. Congratulations to Tim Hepburn
who is now the new president of the COG. The Flag exchange event was what led to the Flag retirement event. Over 200
flags have been retired over the past two years. Thank you to Senator Rubio for her attendance. Mayor Gonzales
requested staff work on a plan to help fund the issues in the riverbed. Mayor thanked Nico De Anda-Scaia, Deputy City
Manavger for attending the round table meeting which was very helpful, and do more forensics on the criteria that must
be met to create a tool to help ensure Taste of the Town is successful. At the last meeting there was a presentation that
was forwarded to City Clerk right before the meeting. The mayor would like staff to discuss a policy that can be brought
forward in the next meeting that states if someone is going to use the City’s equipment to show a presentation at a City
Council meeting, they must forward the material to the City Clerk’s office the Thursday of Agenda week. It takes time to
ensure the file is compatible with the equipment and will properly.

1. PUBLIC HEARING - CONSIDERATION OF A GENERAL PLAN AMENDMENT (GPA-2022-01A) TO
ADOPT MODIFICATIONS TO THE CITY OF AZUSA HOUSING ELEMENT.

Recommended Actions:
1) Open the Public Hearing, receive public testimony, and close the Public Hearing;
2) Find that the revisions to the Housing Element are minor in nature and no significant change to the originally
analyzed Project occurred. As such, impacts associated with the amended Housing Element are the same as those
analyzed in the Negative Declaration and the original CEQA conclusions stand; no further supplemental
environmental review is required; and
3) Adopt Resolution No. 2023-C28, adopting General Plan Amendment No. GPA-2022-01A to the 2021-2029
Housing Element of the City of Azusa General Plan to include additional non-substantive changes made to the
previously adopted Housing Element in response to comments received from the Department of Housing and
Community Development.

Director of Economic & Community Development Jose Jimenez provided staff’s presentation of the amendments to the
Housing Element and responded to Council questions.
Mayor Gonzales opened the Public Hearing and confirmed with City Clerk Cornejo proof of publication for the
notification of the public hearing which was in the San Gabriel Valley Tribune newspaper on June 8, 2023.
Councilmember Alverez commented on the State’s RHNA and those requirements.
Mayor Pro Tem Beckwith commented regarding his opinions of the State’s RHNA requirements.
Councilmember Mendez commented on his opinions of the State’s RHNA requirements.

Recommended Actions:
1) Open the Public Hearing, receive public testimony, and close the Public Hearing;
2) Adopt Resolution No. 2023-C29 approving the list of delinquent account list to be placed on special assessment
for inclusion to the property tax roll by the Los Angeles County Assessor on the FY 2024-2025 tax bill; and
3) Approve the Director of Administrative Services, or her designee, to turn over to the Los Angeles County
Assessor the delinquent account list after the adoption of Resolution No. 2023-C29.

responded to Council questions, with Elizabeth Ramirez, and noted a correction in the Agenda item that she will forward
to the City Clerk’s office.

3. ADOPTION OF THE CITY OF AZUSA REVISED WILDFIRE MITIGATION PLAN DATED JUNE 19,
2023.
Recommended Actions:
1) Adopt the revised City of Azusa Wildfire Mitigation Plan dated June 19, 2023; and
2) Receive and file the independent evaluation report prepared by Dudek, Inc. that concluded that the City of
Azusa Wildfire Mitigation Plan is comprehensive and meets the statutory requirements of California Public
Utilities Code Section 8387.

Mayor Gonzales thanked staff for participating in the City versus City bowling tournament. The Council made the
decision to use those funds to help the non-profit organizations who will be participating in Golden Days week. The
Golden Days Committee, Helping Hands of Azusa, The Women’s Club, Azusa Leaders for Learning, and Azusa
Connects will receive a check from those proceeds.
The City Council Regular Meeting scheduled for July 3, 2023 has been cancelled. Please be mindful and take caution for
a safe July 4th holiday. Only use the safe and legal variety of fireworks in designated legal areas of the city. The City is
imposing a zero tolerance for violations and will impose a minimum $1000 fine for the first infraction. Fines increase to
$2,000 for the second infraction and $5,000 for any subsequent infraction. Fireworks can only be discharged from noon
to midnight and only on July 4.
