HomeMy WebLinkAboutE-17 Staff Report - LSTA Grant AcceptanceCONSENT ITEM E-17 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: LEILA HASSEN, LIBRARY SERVICES MANAGER DATE: AUGUST 21, 2023 SUBJECT: ACCEPTANCE OF LSTA GRANT FROM THE CALIFORNIA STATE LIBRARY BACKGROUND: The Azusa City Library is the recipient of a $30,000 Library Services and Technology Act (LSTA) grant award to fund programs that highlight Indigenous history and culture, sustainability, and environmental stewardship. The Library will leverage partnerships with community organizations to implement these programs during FY 23/24. Grant funds will support consultant and service fees, program supplies, books related to Indigenous history, and gardening workshops. RECOMMENDATION: Staff recommends that the City Council take the following action: 1)Accept the $30,000 LSTA grant award from the California State Library. ANALYSIS: The Azusa City Library will present programming through an original grant project intended to promote sustainability and offer enriching and educational programs about Indigenous populations in the San Gabriel Valley. There will be 3 primary components to this project: the creation of a Seed Library featuring seed varieties for native and pollinator plants as well as those used in Indigenous recipes, a master gardener workshop series for waterwise gardens, and family programs developed and conducted by members of the Gabrieleño/San Gabriel Band of Mission Indians. The intended outcomes of this project are to introduce programs about Indigenous history, build practices that support local habitats, and nurture community building and social interaction. Upon City Council acceptance of the grant, Finance staff will amend the FY 23/24 budget consistent with the grant award amount. This letter contains general information regarding the LSTA award process as well as information specific to your project. Once you have reviewed this letter, please review the Award Agreement and Certification of Compliance included in your award packet and refer to the LSTA Grant Guide located on the California State Library’s Manage Your Current Grant webpage (https://www.library.ca.gov/grants/manage/) for more information. LSTA Funds and Payments Processing of grant payments may take from eight to ten weeks before delivery. If you have not received payment ten weeks after submitting your claim form to the State Library’s Fiscal Department, please contact your Grant Monitor. Please note: If your full grant amount is more than $20,000, ten percent (10%) of the grant award is withheld until the end of the project period (unless otherwise noted in the Award Agreement and Certification of Compliance. This ten percent (10%) is payable only if the grant recipient fulfills all project reporting requirements and expends all funds, or returns all unspent grant funds, by the time specified in the award packet. Reporting Financial and program narrative reports are required throughout and following the project period. All required reporting materials are located on the State Library’s Manage Your Current Grant (https://www.library.ca.gov/grants/manage/) webpage. Reporting period and deadlines can be found in the Award Agreement and Certification of Compliance for this project. Failure to provide timely reports is a serious breach of a grant recipient’s administrative duty under the grant program, which may result in federal audit exceptions against the state and the loss of LSTA funds.
