RECOMMENDATION:
Staff recommends the City Council take the following action:

and applicable Memorandum of Understanding(s).

CITY OF AZUSA
GIS MANAGER
DEFINITION
Under administrative direction, plans, designs, coordinates and manages the activities and
operations of the City’s Geographic Information System (GIS) infrastructure and personnel within
the Information Technology Department. Performs related functions as required.
ESSENTIAL FUNCTIONS
Plans, implements, manages, and supports complex interdepartmental GIS initiatives and
programs within the City.
Work with department managers and directors to help execute their visions using GIS/location-
based technology
Manage the City’s GIS/location-based technology operations including computer/mobile device
operations, technical support, systems analysis, programming, database management, and other
related technologies.
Manage subordinate GIS staff, set work priorities, perform annual performance evaluations,
provide training and skill development.
Prepare and monitor the GIS operating budget. Providing funding proposals and develop
forecasting of funds for additional staff, equipment, materials, and supplies.
Design and document GIS/location-based system and database architecture, including
scheduling and execution of software upgrades and architectural enhancements.
Prepare staff reports, memorandums, and other documentation needed for City Council or City
Executive Team action.
Conduct research, provide recommendations, and assist in the development and implementation
of goals, objectives, standards, specifications, and policies and procedures relating to the City’s
GIS.
Represent the City of Azusa at various user group meetings, committee meetings, or conferences
related to geographic information science and technology.
Maintain confidentiality of work-related issues and City information.
CLASS CHARACTERISTICS
This single position class reports directly to the Director of Information Technology and is
responsible for the daily operations of the City’s GIS and will assist the Director in the strategic
planning, development, and implementation of the City’s GIS related resources and activities.

QUALIFICATIONS GUIDELINES
Any combination of education and/or experience that has provided the knowledge, skills and
abilities necessary for satisfactory job performance. Example combinations include but are not
limited to:
Education and/or Experience
A Bachelor's degree from an accredited college in Geographic Information Systems, Geographic
Information Technology, Computer Science, or related field and at least six (6) years of
professional GIS technology experience, including three (3) years of supervisory or management
experience.
Knowledge and Skills
Knowledge of principles and practices in the planning, design, management and daily operations
of GIS hardware and software; Knowledge of current GIS technology trends and capabilities as
they relate to hardware and software solutions to meet the goals of the City; GIS software,
specifically Esri’s ArcGIS software platform, including server architecture, desktop applications,
mobile applications, cloud applications, and general operating environments; Relational database
management systems (RDBMS) such as Microsoft SQL Server, database and geodatabase
principles and design, transact-SQL scripting, and database management and analysis
techniques; principles and practices of sound personnel management and supervision. Skill in
administrative principles and practices of goal setting, program development and implementation,
budget development, planning, and organization. Ability to plan, organize, and direct the work of
technical and professional support staff; develop, implement, and interpret goals, objectives,
policies, procedures, work standards, and internal controls; prepare and administer a divisional
budget; analyze complex administrative and technical problems; troubleshoot hardware and
software problems; prepare program documentation, user procedures, reports of work performed,
and other written materials; communicate in English, both orally and in writing; establish and
maintain effective working relationships with supervisors, fellow employees, and the public.
MARGINAL FUNCTIONS
These are position functions which may be changed, deleted, or reassigned to accommodate an
individual with a disability.
SPECIAL REQUIREMENTS
Possession of and ability to maintain a valid Class C California Driver’s License and a satisfactory
driving record.
Environmental Conditions
Work is performed primarily in a standard office setting; incumbents may be required to work
extended hours including evenings and weekends from time-to-time and drive on City Business.

INFORMATION TECHNOLOGY MANAGER – NETWORK SYSTEMS
DEFINITION
Under administrative directions, plans, designs, coordinates and manages the Information
Technology Department, including the City’s network, computing, and telecommunications
systems for all City departments. Manages the daily activities of technology related functions and
perform related work as required.
ESSENTIAL FUNCTIONS
Plans, organizes, directs, designs and manages, complex interdepartmental information systems,
networks, and telecommunication programs and projects, including complex systems,
procedures, standards, and policies; manages multiple IT critical business and infrastructure
systems for a modern utility and City, such as but not limited to critical communication networks,
fiber optic, wireless and broadband services, and enterprise financial and resource management
systems.
Coordinates computer systems interfaces, ensures secure network integrity, ensures system
recovery and responds to system failures or problems.
Plans for the configuration, acquisition, and integration of additional computers and
telecommunications equipment City-wide.
Plans and administers commercial software deployments and services by third party vendors to
meet specifically defined department needs. Initiate new systems and modifications and/or
enhancements to existing systems.
Assists in the development of departmental goals and objectives; recommends policies and
implements procedures to conduct activities; assists in the development of comprehensive plans
to satisfy future needs for departmental services.
Manages, supervises, trains, and evaluates the work of professional information technology
division personnel, and support staff; makes effective recommendations regarding hiring,
promotions, and transfers; recommends disciplinary action as needed, up to and including
termination.
Prepare staff reports, memorandums, and other documentation needed for City Council or City
Executive Team action.
Participates in the development and administration of related budgets; recommend and manages
contracts.
