HomeMy WebLinkAboutE-7 Staff Report - MOU with City of Glendale Forensic Computer Examinations and InvestigationsCONSENT ITEM E-7 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROCKY WENRICK, CHIEF OF POLICE DATE: AUGUST 21, 2023 SUBJECT: APPROVAL OF MEMORANDUM OF UNDERSTANDING BETWEEN CITY OF AZUSA AND CITY OF GLENDALE RELATED TO FORENSIC COMPUTER EXAMINATIONS AND INVESTIGATIONS BACKGROUND: For years the Azusa Police Department has utilized the City of Glendale’s Verdugo Regional Crime Laboratory on a case-by-case basis to conduct analysis and examinations of evidence. RECOMMENDATIONS: Staff recommends that the City Council take the following actions: 1)Approve City Manager to enter into an agreement with City of Glendale to partner with the Verdugo Regional Crime Laboratory in the area of forensic computer examinations and investigations. ANALYSIS: The Azusa Police Department uses the Verdugo Regional Crime Laboratory operated by the City of Glendale Police Department for various forensic investigations. The Azusa Police Department would like to partner with the Verdugo Regional Crime Laboratory to further enhance the capabilities related to forensic electronics examinations ultimately aiding investigations where electronics and electronic data may be important. The partnership would allow The Azusa Police Department to integrate and use forensic computer hardware and software currently being used by the accredited Verdugo Regional Crime Lab, leading to an environment that cultivates sharing of criminal justice information, data, and training. Azusa employees would be working periodically at the crime lab gaining experience and access to equipment and software. Approved City Council August 21, 2023 MOU City of Azusa City of Glendale August 21, 2023 Page 2 FISCAL IMPACT: Azusa shall be responsible for twenty percent (20%) of (a) software license fees; and (b) assessment fees related to the Verdugo Regional Crime Laboratory Computer Forensics Unit. The Verdugo Crime Lab Director has estimated Azusa Police Departments' responsibility not to exceed $15,000. There are adequate funds available for this Memorandum of Understanding between the City of Azusa and City of Glendale using the 2023/2024 Police Asset Seizure Fund account #28 20 310 041 7142 and account #10 20 941 000 6504.
