The City Council of the City of Azusa met in reglar session at the above time and place. Mayor Solem called the meeting to order,and led in the Call to Order salute to the flag. Invocation was given by Rev. Paul E. Farrell of the First Invocation Christian Church. Don & Elinor Kratz re: Azusa Sister City Program The hour of 7:30 p.m. being the time set for the hearing Protest Hrg: of protests on proposed Northerly Annexation District on No.Annex. #75 in accordance with Resolution No. 6143, adopted #75 ' October 1, 1973 (property located between the present (Johnson City boundary and the easterly line of San Gabriel Canyon Watson F.O.E., Road, 1400 feet north of Sierra Madre Avenue, owned by et al. j Johnson -Watson, Fraternal Order of Eagles et al., the Mayor declared the hearing open. The City Clerk presented Affidavits of Proof of Publica- tion of Resolution No. 6143, setting the date of 11/19/73 for this public hearing, with publication in both the Azusa Herald and San Gabriel Valley Tribune on October 18 and 25, 1973, and stated that no written communica- tions had been received. The Associate Planning Director addressed Council and described the property included in the above-named proposed annexation. Siegfried Speckert, owner of the Moose Lodge, appeared in favor of the annexation and inquired as to what would happen regarding sewer and water extension should he develop the northern part of his property at a later date. The Mayor informed him that he would not enjoy the same privileges he is now receiving upon annexation. There being no communications received and no one else in the audience who wished to be heard, it was Moved by Councilman Decker, seconded by Councilman Clark and unanimously carried that the hearing be closed. The City Attorney presented a Resolution finding that a Res. #6150 majority protest had not been made. declaring major.protest Councilman Clark offered the Resolution entitled: not made're: No.Annex. Dist. #75 AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, NOVEMBER 19, 1973 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA DECLARING THAT A MAJORITY PROTEST HAS NOT BEEN MADE TO THE ANNEXATION OF THAT CERTAIN TERRITORY INCLUDED IN NORTHERLY ANNEXATION DISTRICT NO. 75 TO THE CITY OF AZUSA. Moved by Councilman Clark, seconded by Councilman Snyder and unanimously carried that further reading be waived. Moved by Councilman Clark, seconded by Councilman Snyder that the Resolution be adopted. Resolution passed and adopted by the following vote of Council: AYES: Councilmen: Rubio, Decker, Snyder, Clark,Solem NOES: Councilmen: None ABSENT: Councilmen: None and numbered Resolution 6150. A proposed Ordinance was presented by the City Attorney for introduction, approving the annexation of certain territory designated as Northerly Annexation District #75. Councilman Decker offered for introductory first reading an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING THE ANNEXATION TO THE CITY OF AZUSA OF CERTAIN UNINHABITED TERRITORY DESIGNATED AS NORTHERLY ANNEXATION DISTRICT NO. 75 TO THE CITY OF AZUSA. Moved by Councilman Decker, seconded by Councilman Rubio and unanimously carried by roll call that further read- ing be waived. A request was received from Charles W. Mautz for Council's opinion on the use of the Los Angeles Department of Water & Power right-of-way for private agricultural business. Charles W. Mautz, 1227 S. Orange Avenue, West Covina, appeared before Council and explained that he wished to lease from the Los Angeles Department of Water & Power a portion of their right-of-way in the County territory diagonally between Gladstone Street and Citrus Avenue. He intends to develop the land as a Christmas Tree Farm. The Los Angeles Department of Water & Power has not done this in the past and is agreeable, except they are concerned about the feelings of the surround- ing community. He explained the Southern California Edison Company makes a practice of leasing land in their power line rights-of-way for agricultural purposes. He asked Council for some indication of its feelings which he could convey to the Department of Water & Power at his next meeting w:th them. He noted the School Board and Gladstone Street School are enthusiastic about his plan to fence the area and make it a Green Belt instead of an open field. Council discussed the matter, and the question was raised as to whether the Planning Commission should have a say. It was the consensus of Council that should the Planning Commission approve the request, Council also would have no objections, and the matter need not come back to them. Moved by Councilman Clark, seconded by Councilman Snyder and unanimously carried to refer this matter to the Plan- ning Commission for approval. A request was received from Peter F. Schabarum; Chairman of the Los Angeles County Board of Supervisors, for a priority list of the top three road projects in the City, with estimated costs. Page 2 1st rdg.Ord. appvg.No.Annex. P.W. After discussion, it was Moved by Councilman Clark, seconded by Councilman Snyder and unanimously carried to approve the list of priority items as recommended by the Director of Public Works. The City Clerk reminded Council of the need to act on adoption of any proposed measures or propositions to be included in the 1974 Municipal Election. He further notified Council of the receipt this afternoon of a petition containing 76 signatures, headed: "We, the undersigned, residents of Azusa [sic] oppose the destruc- tion,. removal or partial removal of the, Csic7 old Library portion of, Csic7 Our Historic City Hall. Should the City Council desire to proceed over our objections, we ask that the matter be placed on the March, 1974 [sic-) Municipal election ballot, for the Azusa voters to determine." Council discussed the question of referring the matter to the electorate. Councilman Rubio felt that the remodelling or destruction of City Hall was a matter of such significance that the people should vote upon it. Councilman Snyder expressed his feeling that he had been elected to make these decisions and did not feel that representative democracy required him to turn the question back to the people every time it became controversial. Councilman Clark emphasized strongly the misleading concept of "destruction" or "tearing down of the central core of City Hall. He felt it was more factual to emphasize the rebuilding and the replacing as constructive concepts. Cncl. coniid.of any proposed measures or propositions for 1974 Mun. Elec. Councilman Decker felt there had been sufficient opportunity for the people to make their wishes known andj thus far, has not seen anything:especially historical about the center section. It was noted that the center section had been declared unsafe and would need to be vastly rehabilitated at a cost almost equal to construction of a new building. It was further noted that the Council definitely intends to duplicate the motif, as it is presently, as closely as possible and as it is feasible. Azusa Avenue, addressed Council. She expressed her feelings that she did not object to the money being spent, but felt the room gained would be insufficient for City Hall needs in the future. She reemphasized the feeling that the old Library building was historical, and reemphasized former suggestions of purchasing additional land and building a new City Hall at another location, leaving the old Library building intact. The Mayor asked Mrs. Tyck if she would like to be a member of the City Hall Architectural Study Committee, so she could be kept informed of the decisions and have her voice heard in the fixture decisions of the Committee. Notice was given that the Planning Commission, by _ Resolution No. 1098, approved Tentative Parcel Map ' No. 4359 (Anna Mendoza -220, 222, 228, and 230 N. Pasadena Avenue). No action taken by Council. A memo was received from the Planning Commission regard- ing its action relative to automobile wrecking yards and junkyard establishments. No action taken by Council. An Ordinance was presented for introductory first reading, adding Section 8.52.136 to the Municipal Code relating to Drinking in Public. This will restore to the Municipal Code a section that was deleted in recodification, prohibiting drinking of alcoholic beverages on streets and other public places including public buildings. It was the consensus of Council that in the third para- raph of this section of the Ordinance, the words 'motion or" be inserted before the word "resolution", whereby this section shall not apply to any park or building owned by the City which has been designated by ' Council, by motion or resolution, as a place in which the consumption of alcoholic beverages is authorized either on a temporary or permanent basis. The City Administrator was also requested to inquire among the downtown business persons concerning use of the parking lot. The City Administrator was further requested to submit a report to Council. The City Administrator expressed concern for energy Re: Energy ' conservation during the Christmas Season. He noted the Conservation Chamber of Commerce has reduced the number of light (Lighting on bulbs in its street decorations, as well as reduced the Christmas wattage of the bulbs. He suggested that the City reduce trees from the number of hours the Christmas trees would be lit in 6 p.m. to front of City Hall. The City could go back to lighting 10 p.m.) only one tree. The Mayor noted receipt of a letter from Lt. Gov. Reinecke, in which he is requesting the cities to attempt a 10% electrical energy savings during the month of December. Councilman Snyder suggested that operation of the Christmas tree lights from 6:00 p.m. to 10:00 p.m., instead of from 5:00 P.M. to Midnight, would effect the 10% savings. The City Administrator suggested that the additional lighting in front of City Hall be omitted in keeping with the energy conservation.
