Pursuant to CEQA, a "project" is defined as a "whole action" subject to a public agency's discretionary funding or approval that has the potential to either (1) cause a direct physical change in the environment or (2) cause a reasonably foreseeable indirect physical change in the environment. "Projects" include discretionary activity by a public agency, a private activity that receives any public funding, or activities that involve the public agency's issuance of a discretionary approval and is not statutorily or categorically exempt from CEQA. PUBLIC HEARING - FIRST READING OF AN ORDINANCE OF THE AZUSA CITY COUNCIL TO AMEND SECTIONS 88.22.065 (ALLOWABLE USES IN NEIGHBORHOODS,) 88.24.005 (ALLOWABLE USES IN DISTRICTS,) 88.26.005 (ALLOWABLE USES IN CORRIDORS,) 88.42.200 (SENIOR CITIZEN APARTMENTS,) 88.36.050 (NUMBER OF PARKING SPACES REQUIRED,) 88.26.010 (FOOTHILL BOULEVARD CORRIDOR,) 88.26.020 (AZUSA/SAN GABRIEL AVENUE CORRIDORS,) 88.30.014 (DWELLING UNIT MINIMUM FLOOR AREA,) AND 88.36.050 (NUMBER OF PARKING SPACES REQUIRED) OF THE AZUSA MUNICIPAL CODE, AND DETERMINING THE ORDINANCE TO BE EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT. RECOMMENDED ACTION: 1) Adopt Resolution No. 2023-C42 of the City Council of the City of Azusa, California, approving a Fourth Amendment to the City Manager Employment Agreement (Sergio Gonzalez). UPDATE AND DIRECTION REGARDING LOCAL RESOURCE CENTER TO PROVIDE SHELTER AND SERVICES FOR THE UNHOUSED POPULATION. RECOMMENDED ACTION: 1) Provide direction on the development of a site plan and amenities for the Azusa Resource Center; and 2) Authorize City Manager to enter into necessary agreement(s) to develop the project, including procurement of prefabricated modular units, construction of project site, agreement for on-site support services and operations; and 3) Authorize City Manager to negotiate an agreement for additional outreach services for an initial one- year term, pending discussion and allocation of available funds. 4) Authorize FY 2023/24 budget allocation of $1,954,843 in remaining American Rescue Plan Act funds. 5) Authorize staff to budget Permeant Local Housing Allocation funds up to $423,286 if the City is awarded these funds Los Angeles County Development Authority. 6) Authorize staff to continue working with SGVCOG and SGVRHT on securing additional funding for the project. FIRST AMENDMENT AUTHORIZING TO SUBSITUTE THE PURCHASE OF FOUR 2024 FORD UTILITY POLICE INTERCEPTORS WITH THE PURCHASE OF FOUR DODGE DURANGO PURSUIT VEHICLES DUE TO LONG PRODCUTION DELAYS. RECOMMENDED ACTION: Approve the First Amendment to the agreement authorizing a change to purchase four (4) 2024 Dodge Durango Pursuit SUV’s vehicles from National Auto Fleet Group in Watsonville, California 95076, in an amount not to exceed $215,832.08; and Approve the purchase of these vehicles based on the competitive bid process completed by the County of Los Angeles as authorized under AMC Section 2-253, from which they ordered Dodge Durango Pursuit Vehicles under the Sourcewell master vehicle contract #091521-NAF. RECOMMENDED ACTION: Waive competitive bidding as authorized under Azusa Municipal Code Section 2.521(a) and approve the lease agreement with Enterprise Fleet Management for the lease of a 2024 Chevrolet Silverado Lift Gate through the use of a bid with TIPS-USA; and Authorize the City Manager to execute the lease agreement with Enterprise Fleet Management. RECOMMENDED ACTION: Approve Resolution No. 2023-C45 to receive $3 Million for the replacement of the City of Azusa South Reservoir; and Authorize the City Manager to execute the funding Agreement between the City of Azusa and the State of California Department of Water Resources in a form acceptable to the City Attorney.
