HomeMy WebLinkAboutE-16 Staff Reoprt - Matrice 350 PurchaseCONSENT ITEM E-16 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROCKY WENRICK, CHIEF OF POLICE DATE: SEPTEMBER 18, 2023 SUBJECT: PURCHASE OF TWO DJI MATRICE 350 UNMANNED AERIAL SYSTEMS BACKGROUND: This staff report outlines the proposed purchase of two Matrice 350 unmanned aerial systems (UAS) for use by Azusa Police Department. The Matrice 350 UAS is a state-of-the-art UAS designed to enhance the police department’s capabilities in response time to calls, situational awareness, de-escalation, search and rescue, suspect apprehension, and other mission specific tasks. The purpose of this purchase is to provide the proposed drone as a first responder (DFR) program with appropriately sized and capable equipment, and further the efficiency and success of Azusa PD’s public safety efforts. RECOMMENDATION(S): Staff Recommends the City Council take the following action(s): 1)Approve the acquisition of two Matrice 350 unmanned aerial systems for the purposes of enhancing public safety by adding needed capability to the DFR program. Total quoted cost of $53,280.83. 2)Approval of purchase through Advexure LLC. Advexure LLC is a Sourcewell vendor operating under contract #011223. ANALYSIS: Acquiring a Matrice 350 unmanned aerial system (UAS) presents a transformative opportunity for Azusa PD’s operations. The advanced capabilities of the Matrice 350 UAS offer a range of benefits that will significantly enhance our efficiency, response times to calls, and safety of both officers and civilians by providing real time information to officers in the field. With its sophisticated camera system and intelligent flight modes, the Matrice 350 enables Azusa PD to capture high-resolution imagery in both standard and FLIR modes during both daytime and nighttime. This provides Approved City Council September 18, 2023 unparalleled insights for tasks such as search and rescue, suspect apprehension, responding to calls for service, etc. The UAS's ability to access hard-to-reach or hazardous areas enhances safety by reducing the need for personnel to be physically present in challenging environments such as wildfire areas, treacherous terrain during rescue missions, and drainage washes/tunnels. Overall, the Matrice 350 UAS will revolutionize Azusa PD’s capabilities, empowering us to gather precise and actionable information while streamlining our response and granting more informed and effective decision-making in unique and dynamic situations. The Matrice 350 is an enterprise grade UAS designed for applications such as public safety, industrial inspections, and precise job site mapping. For this reason, it is a UAS built to withstand extreme heat, cold, dirt, and wet conditions. Maintenance is inexpensive and fairly seamless with DJI’s maintenance and repair program. The Azusa Police Department has been quoted $53,280.83 by Advexure LLC for the two unmanned air systems. City of Azusa Municipal Code 2-521 removes the requirement for a traditional bidding process when the purchase of equipment is made through a cooperative bidding procedure contract prepared by or processed through another local, state or federal agency. Advexure LLC is contracted (#011223) with well-known Minnesota government unit called Sourcewell. Sourcewell is in compliance with Azusa Municipal Code 2-521 as they are a government unit that offers cooperative procurement solutions exclusively to government entities such as the City of Azusa. The Azusa Police Department Policy 606 governs the use of unmanned air systems, and this purchase is in accordance with current policy. FISCAL IMPACT: There are adequate funds available for the purchase of two DJI Matrice 350 unmanned aerial vehicles at the price of $53,280.83. This purchase was budgeted for in the fiscal year 2023/2024 account #28203100417142. This is a one-time purchase with no recurring or subscription costs.
