SUBJECT: APPROVAL OF RESOLUTION TO APPLY FOR AND ACCEPT, IF
FUNDED, A COMMUNITY RESILIENCE CENTERS PLANNING GRANT
FROM THE CALIFORNIA STRATEGIC GROWTH COUNCIL
BACKGROUND:
The 2021-2022 State of California Climate Budget Package allocated $100 million to the
Strategic Growth Council (over two rounds) for a new Community Resilience Centers Program.
The City of Azusa can leverage the program to support planning activities to prepare for the
establishment of a Community Resilience Center. This Center can be a location to serve the
community, in the event of natural disasters and emergencies, for residents and local small
businesses.
RECOMMENDATIONS:
Staff recommends that the City Council take the following actions:
1)Approve the application of a Community Resilience Centers Planning Grant to the CA
Strategic Growth Council;
2)Adopt Resolution No. 2023-C54; and
3)Authorize the City Manager to execute the Grant Agreement, if awarded, in a form
acceptable to the City Attorney, on behalf of the City, subject to non-substantive changes
made by the City Manager and City Attorney.
ANALYSIS:
This resolution allows for the application and acceptance, if awarded, a Community Resilience
Centers planning grant from the Californial Strategic Growth Council. This action not only
accepts this grant award, but also approves a corresponding budget amendment to incorporate the
grant funds into the appropriate fiscal year budgets.

FISCAL IMPACT:
There is no fiscal impact associated with the recommended actions. Upon Council acceptance
of the grant application, and if funded, Finance staff will amend the FY2023-24 and FY 2024-
25 budgets as appropriate, and consistent with the grant award amount and term.

RESOLUTION NO. 2023-C54
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER’S
DESIGNEE TO APPLY FOR AND ACCEPT GRANT FUNDS FROM THE
CALIFORNIA STRATEGIC GROWTH COUNCIL FOR THE
TRANSFORMATIVE CLIMATE COMMUNITIES PLANNING GRANT IN AN
AMOUNT OF $300,000 OR IN ANY OTHER AMOUNT AWARDED, AND
NEGOTIATE AND EXECUTE ANY RELATED DOCUMENTS NECESSARY TO
ACCEPT THESE GRANT FUNDS
WHEREAS, the 2021-2022 State of California Climate Budget Package allocated $100 million
to the Strategic Growth Council (over two rounds) for a new Community Resilience Centers Program
and the City of Azusa can leverage the program to support planning activities to prepare for the
implementation of a Community Resilience Center; and
WHEREAS, the City of Azusa (“City”) City Council desires to adopt this resolution for the
reasons set forth in the Council Action Request memorandum from the Director of Community
Resources, presented to Council at the September 18, 2023 City Council meeting (“Memorandum”); and
WHEREAS, the City desires to apply for, accept, negotiate and execute any related documents
necessary to enter into an agreement with the California Strategic Growth Council; and
WHEREAS, pursuant to the provisions of the California Environmental Quality Act of 1970,
together with state and local implementation guidelines and regulations, including without limitation
Title 21 of the Municipal Code, all as amended to date (collectively, “CEQA”), the action taken would
be exempt from CEQA on the grounds that it is a grant application with no commitment or obligation to
enter into an agreement at the time of application and is exempt under file number PP17-006; and before
action, Council has considered the exemption and agrees with the determination;
NOW, THEREFORE, BE IT RESOLVED BY THE AZUSA CITY COUNCIL THAT:
1.The City Manager, or City Manager designee, is authorized to apply for, accept, negotiate, and
execute all related documents to receive and implement a grant from the California Strategic Growth
Council for the Community Resilience Centers Planning Grant in an amount not to exceed $500,000.
2.If selected for funding, approves the establishment of a grants fund appropriation in the amount not
to exceed $500,000 to allow for reimbursement of eligible project expenditures through the program.
