Mayor Solem called the meeting to order and led in the Call to Order salute to the flag. Invocation was given by Rev. B. J. Paroulek of the First Invocation Presbyterian Church. The City Clerk noted a correction on page 6, 2719/74 (as 4th paragraph from the bottom, re: motion on Teamsters corrected) request for recognition as employee organization for meet- ing and conferring, which should read ...to approve the recommendation of the City Administrator. The Minutes were appro4ed as corrected. A plaque was presented by Mayor Solem to William H. Pres.Plaque to Wilkinson, retired Police Officer. Wm.H.vilkinson The City Clerk announced that bids were opened in his Bids for porch, 'office at 10:00 a.m, on Thursday, February 28, 1974, 1Z ton 1974 for the purchase of one 1974 Chevrolet 12 ton truck (cab Chev.truck for and chassis) for the Light Department. Present at bid Light Dept. opening were: City Administrator Dangleis, Electric Operations Supervisor Hastings, Finance officer Cooney, HoffmandChev.)to ( and City Clerk Klarr. The City Clerk presented the affidavit of proof of publication of the Notice Inviting Bids in the Azusa Herald on February 14, 1974. 'Moved by Councilman Rubio, seconded by Councilman Decker and unanimously carried by roll call to approve the recommendation of the Superintendent of Light & Power to award the bid to Leo Hoffman Chevrolet Inc., low bidder, in the amount of $4,655.05. A recommendation was received from the Director of Public Reccm.by Dir.P Works for authorization to purchase a sewer machine on a for purch.sewe. negotiated basis with suppliers in the area handling the machine machine, and that formal bidding procedures be waived. (Cont.on p.2) 1 AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, MARCH 4, 1974 This is a high-pressure flushing machine which can operate with a two-man crew instead of the three-man crew required for the sewer, rodder now in use, and can clean sewers ten times faster and better than present rodder. Also this machine, made by Dearth Machinery Co., may be used for weed abatement problems, street flushing, etc. The estimated cost is $25,000 with all attachments and appurtenances, with a 30 to 60 days delivery date. After discussion, it was Moved by Councilman Snyder, seconded by Councilman Clark and unanimously carried to waive bidding procedures under the Municipal Code, finding it impracticable, useless and uneconomical to follow such procedures and that public welfare would be promoted by dispensing with the same. The communication from Carl P. Smith of 345 S. Grandin Commun. re: Avenue, re: overheight fences, was placed before Council, overheight having been tabled\from the 2/19/74 meeting. fence @ 341 S.Grandin Ave. Moved by Councilman Rubio, seconded by Councilman Decker (tabled from and unanimously carried to lift from the table. 2/19/74) The Associate Planning Director appeared before Council (Report by and reported that the fence in question, at 341 S. Grandin Assoc.Pl.Dir. Avenue, has been cut to 42" in height, which now complies of compliance with the Municipal Code. As to the construction of the with Mun.Code) fence, it is made from old-fashioned lath, covered with redwood paint, and the City has no control over the architectural appearance of the fence. On the suggestion of Council, the Associate Planning Director agreed to notify Mr. Smith and Mr. Schaff, the owner of subject fence, of compliance with requirements of Municipal Code. No action taken by Council. The City Administrator explained that Mr. Paul Allen, who 'was to appear on behalf of the Board, had phoned and would not be able to attend. Mr. Allen explained to the City Administrator what he had intended to tell Council: The request to change the hours of the Personnel Board was for the convenience of its Chairman who had a commitment at the same time. It was felt that 5:00 o'clock would be a better time for employees, Department Heads, etc., to attend, than the evening hour. Because the conflict is a result of school, the change would probably be temporary until the close of school. AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, MARCH 4, 1974 The City Attorney presented a proposed Resolution amending Section 36.1 of the Civil Service Rules and Regulations to change the time of regular meetings of the Personnel Board from 7:30 p.m. to 5:00 p.m. Councilman Clark offered the Resolution entitled: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA MENDING SECTION 36.1 OF THE CIVIL SERVICE RULES AND EGULATIONS RE: REGULAR MEETINGS OF THE PERSONNEL BOARD. Moved by Councilman Clark, seconded by Councilman Snyder and unanimously carried that further reading be waived. Moved by Councilman Clark, seconded by Councilman Snyder that the Resolution be adopted. Resolution failed to pass by the following vote of Council: AYES: Councilmen: Snyder, Clark NOES: Councilmen: Rubio, Decker, Solem ABSENT: Councilmen: None The matter of the request by the Chamber of Commerce for speed and traffic study on Azusa Avenue, between 6th Street and Santa Fe tracks, had been withdrawn. No action taken by Council.' A request was received from Azusa Ministerial Association for permission to do a house-to-house religious survey on Plam Sunday afternoon, 4/7/74, which date to be proclaimed y the Mayor as "Religious Survey Sunday". oved by Councilman Clark, seconded by Councilman Snyder nd unanimously carried to grant the request for permission to conduct the survey. A communication was received from Russell E. Blewett, Councilman of the City of Baldwin Park, announcing a meet- ing on 3/11/74 at 7:00 p.m., Morgan Park Community Building in Baldwin Park, concerning graffiti, with recommended solutions. Moved by Councilman Decker, seconded by Councilman Rubio and unanimously carried to receive and file. The City Clerk presented a claim against the City by Martin Gonzales re: damage to his automobile by alleged collision with a City vehicle at 1045 N. Dalton Avenue on 2/22/74. Moved by Councilman Decker, seconded by Councilman Rubio and unanimously carried to reject the claim and refer it to the City's insurance carrier. A request was received from Mt. View PTA for permission to have a sign across Vernon Avenue in front of the school, dvertising the fund-raising dinner to be held 3/22/74. hey request the sign be put up on 3/8/74 and removed /25/74. P&R to addition to the snack bar at Memorial Park, with added begin work storage for Jr. All-American Foothill Program, according immed. on add. to plans prepared by the Azusa Engineering Department. to Snack Bar Four quotations were received and the low quote thus @ Mem.Pk.,with far is $2,795 for all masonry work, less roof and added storage demolition ($2,500 has been budgeted and approved for this project). It was noted the Azusa Youth Program Board approved their assisting with this project in an amount not to exceed $1,000. The City Administrator informed Council of receipt of a Telegram fr. from the County Energy Coordinator at the Cnty.Energy request of Supervisor Hayes re: California Mandatory Coordinator re: ,telegram. Marketing Plan for dispensing gasoline. The telegram Ca.Mandatory gave notice of a meeting to be held on Friday, 3/8/74, Mktg.Plan for 10:00 a.m., in the Hall of Administration, to discuss dispensing gas - the monitoring requirements and common problems. It ohne & notice further included answers to common areas of concern. mtg. 3/8/74 @ It was suggested that a copy of this telegram be delivered Hall of Admin., to each service station, and some note made of particular 10 a.m. problems in complying with this law. The City Administrator informed Council that the Fed- FPC grtd.stay eral Power Commission had granted a stay on Edison's on Edison's rate rate increase and that it was suspended until 8/4/74, incr. to 8/4/74 The City Clerk read in full a Resolution authorizing Res. #6184 payment of warrants by the City.
