ROOM, AZUSA, CALIFORNIA MONDAY, APRIL 29, 1974 7:30 p.m. The City Council of the City of Azusa met in adjourned regular session at the above time and place. Mayor Decker called the meeting to order. Call to Order Present at Roll Call: Councilmen: Rubio, Solem, Cruz Arkison, Decker Is o Present: City Administrator Dangleis, Finance Officer Cooney, Superintendent of Light Power Gerharz, Director of Public Works Wells, Associate Planning Director Fitzsimmons, Personnel Clerk Forsythe, City Clerk Klarr The City Administrator presented the following Budget Accounts to be considered by Council: - Planning - Personnel - Buildings - Engineering - Street - Parking Facilities - Trash Collection - Street Lights Traffic Signals - Street Construction(County Gas Tax) - Street Construction(State Gas Tax) - Sewer Construction - Central Garage - Water ' #7000 - Light & Power #7500 - Consumer Service Ralph Fitzsimmons, Associate Planning Director, submitted Budget Account #5070 (Planning) for review by Council. He further submitted a request from the Planning Commission for approval of the position"of a full time Zoning'Enforce- ment Officer. After discussion, it was Roll Call Budget Accts. considered by Council Moved by Councilman Solem, seconded by Councilman Arkison and unanimously carried to deny the request. Councilman Rubio requested that a person, or persons,.be employed to assist the Planning Department in planning.- for redevelopment of the downtown area. He felt approxi- mately $20,000 should be included in the budget for this matter. It was the consensus of the Council to hold this matter to the end of the budget,meetings. Object Account #235 was reduced from ,$200.00 to $55.00 because of new quotations on Maintenance Contracts. Fitzsimmons was asked to leave the room. until discussed the reclassification of Mr. Fitzsimmons from Associate Planning Director, to Planning Director. Moved by Councilman Arkison, seconded by Councilman Solem and unanimously carried to reclassify Mr. Fitzsimmons from Associate Planning Director, to Planning Director, effective with the new budget year. Moved by Councilman Solem, seconded by Councilman Arkison and unanimously carried to approve Budget Account #5070 (Planning), with the exception of the item suggested by Councilman Rubio, which will be held in abeyance. Michael Wells, Director of Public Works, submitted the next series of Budget Accounts for Council review. Budget Account #5090 (Building) Object Account 430 Buildings reduced the item for re -roofing from $30,000.00 to Acct. 5090) $1,000.00, and omit the item for a stove at the City Yard(reducing from $ 00.00 to 0) for a total reduction from $63,900.00 to $3,400.00. Budget Account #5310 (Engineering) Object Account 230 En ineerin reduced Machine Maintenance from35.00 to $20.00 for Acct. 5310) a total reduction from $1,435.00 to $1,420.00. Object Account 235 reduced Office Equipment operating expenses from 50.00 to $45.00, and SCM Calculator maintenance $100.00 to $60.00 for a reduction from $300.00 to 'from $255.00. Budget Account #5320 (Streets). Discussion was held Streets regarding the need for the addition of two Leadmen Acct. 5320) positions, and the reduction of the complement of the Maintenance Men. Object Account 235 Machine omit position Maintenance reduced from $100.00 to $75.00. Object of 2 Maint. Account 440: Hydraulic Sewer Cleaning Truck, which Man III has already been purchased by the Citg., was deleted, reducing the items from a total of $2 ,500.00 to $3,500.00. Budget Account #5330 (Parking,Facilities). No change. Parking Facili- ties Acct. T5_330) Budget Account #5350 (Trash Collection). The City Trash Collection Administrator -reminded Council of the communication (Acct.#5350 from Mr. Bob Hartunian on March 29, 1974, requesting a cost of living increase, provided by the existing Agreement. It appears this would increase the budget amount from $149,792.00 to $176,960:00. The actual increase will not be known until the middle of May, when the April 15th cost of living increase has been realized. This matter will be held for action at a later date. Budget Account #5370 (Street Lights). No change. Street Lights Acct. 5370 Budget Account #5380 (Traffic Signal). No change. Traffic Signal Acct. 53 Budget Account #5600 (Street Construction). Water Acct.#6000) Moved by Councilman Solem, seconded by Councilman Cruz and unanimousl7T carried to approve Budget Accounts 5090, 53105 5320, 5330, 53503 53703 530, 5600, 5620, 5740, and 6000, with the exception of the position of Public Works Inspector in Budget Account #5320, the item of trash collection in Budget Account #5350, the water replenishment costs in Budget Account #6000, and the necessary addition of sewer cost in Budget Account#5740. Hugh Gerharz, Superintendent of Light &`Power submitted Power Budget Account #7000 (Power) for review by Council. Acct. 7000) Object Account 440, item 7.366, to be increased by the addition of $2,000.00'inadvertrEntly. omitted. Item 7.368, to be reduced by deleting the undergrounding conduit for:$2,000.00. Budget Account #7500 (Consumer Services). Object Account Consumer Services 200 item 3.016: Custodian, reduced from $3,000.00 to Acct. 7500 $2, j472.00 . Moved by Councilman Solem, seconded by Councilman Arkison and unanimously carried to approve Budget Account #7000 'and.Budget.Account #7500 as amended. Edward Cooney, Finance Officer, submitted Budget Account Central Garage #5750 (Central Garage) for review by Council. He requested 7Acct. 5750 the addition of $300.00 to the emergency overtime, which had been omitted. He explained the need for the additional position of Equipment Mechanic. He further requested that, if Council approves the additional position, he be authorized to temporarily hire an Equipment Mechanic, out of surplus funds, until the new budget year. After discussion, it was Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried that Budget Account #5750 (Central Garage) be approved and permission be granted to temporarily employ a Equipment Mechanic for the remainder of the budget year. The City Administrator presented some artists drawings of possible roof lines on the new City Hall, and the architects' floor schematics proposed for the new City Hall. 'After discussion, it was Moved by Councilman Solem, seconded by Councilman Arkison and unanimously carried to approve the floor schematics with the following suggested changes: PUB.WKS.CONF. ROOM, AZUSA, CALIFORNIA MONDAY, APRIL 29, 1974 Page 4 1) Narrow the Meeting Room up to 4 ft. to allow for wider stair wells. 2) Move the elevator to the west to provide for adjacent stair wells and given an open vista to those entering the front door.
