Senior Librarian – Adult Services
DEFINITION
Under limited supervision, plans, organizes and administers services for the Adult Services Division of
the Library, which includes professional Library work related to collection development, reference
services, volunteer recruitment and supervision, and special programs; and performs related duties as
required.
CLASS CHARACTERISTICS
The Senior Librarian – Adult Services reports to the City Librarian, is a professional classification,
distinguished from the Librarian classification by its responsibility for supervision of Library staff and for
program responsibility for a major citywide Library program area. This class differs from the City
Librarian classification by the latter's primary responsibility in planning, organizing, directing, and
supervising overall Library activities, services, and operations.
ESSENTIAL FUNCTIONS
These functions may not be present in all positions in this class. When a position is to be filled, the
essential functions will be noted in the announcement of position availability.
Under general direction of the City Librarian, the Senior Librarian Adult Services:
•Supervises, plans and administers divisional programs and services related to Adult services;
•Keeps abreast of new trends in Public Libraries; provides responsible staff assistance to the City
Librarian;
•Interprets goals and policies to subordinate staff and to patrons and individuals outside of the
Library;
•May also supervise and coordinate a variety of operational activities for the Library including
relations with patrons and outside organizations, selection and purchase of Library equipment;
•Evaluates and selects materials including books, magazines, audio, video, and electronic
resources;
•May develop, implement and evaluate new and ongoing Library programs;
•Manages and participates in the development and administration of the assigned division annual
budget;
•Coordinates staff training;
•Uses excellent customer service skills;
•Assists patrons in locating appropriate information sources; Coordinates
collection development;
•Attends meetings, workshops, and conferences; makes public presentations;
•Maintains a variety of records and statistics;
•Participates on a variety of committees, boards and task forces; Prepares
a variety of reports;
•Coordinates selection and acquisition of general and specialized Adult Library materials; Directs
and coordinates Adult services, responds to and resolves inquiries and complaints;

• Responsible for developing Library programs that will effectively meet the needs of the
community;
• Works with the City Librarian and division staff to develop and coordinate community partnerships
for the assigned division;
• Assigns, organizes trains and supervises the work of volunteers and Library staff; Sets

• Develops effective methods of communication with staff; and
• Performs other duties as assigned.

QUALIFICATION GUIDELINES
Education and/or Experience:
Possess a Master's Degree of Library Science from an accredited college or university. Desirable
experience includes three years professional experience as a Librarian including one year in a
supervisory capacity.
Knowledge and Skills:
Has a thorough knowledge of the principles and practices of professional Library work; demonstrates
an ability to make use of various Library tools and applications; has knowledge of practices involved in
the cataloging, classifying and processing of Library materials. Follow verbal and written directions;
understands automation and computers relevant to the operation of a public Library, and principles of
supervision.
Has ability to: communicate clearly and concisely, both orally and in writing; select, train, supervise and
evaluate employee performance; train personnel on division activities, procedures and regulations;
analyze data and information and draw logical conclusions; implement Library programs; respond to
emergency and problem situations in an effective manner; operate programs within allocated amounts;
communicate effectively with a variety of personnel and establish/maintain effective working
relationships; explain and apply policies and procedures; interpret and apply rules, regulations,
procedures and policies; and promote community interest in Library services.
PHYSICAL, MENTAL, ENVIRONMENTAL CONDITIONS
Position requires prolonged sitting and regular standing, walking, reaching, twisting, turning, kneeling,
bending squatting and stooping in the performance of daily activities. The position also requires
grasping, repetitive hand movement and fine coordination in preparing reports using a computer
keyboard. Additionally, the position requires near and far vision in reading written reports and work-
related documents. Acute hearing is required when providing phone and personal service. Additionally,
the need to lift, drag and push files, paper and documents weighing up to 20 pounds is required. Some
of these requirements may be accommodated for otherwise qualified individuals requiring and
requesting such accommodations.

CITY OF AZUSA
SENIOR SUBSTATION AND TEST TECHNICIAN
DEFINITION
Under limited supervision, performs complex electrical and mechanical work in connection with the installation,
testing, and repair of electric meters, instruments, and related equipment; performs substations maintenance-
related duties as required.
CLASS CHARACTERISTICS
The incumbents of this class report to the Assistant General Manager of Utilities in Electric Operations. The
incumbent works independently to carry out assigned duties, coordinates with other divisions to achieve efficient
operation of the department, and supervises and trains Apprentice Electrical Test Technicians and Electrical Test
Technicians, Substation and Test Technicians, and any related classifications. The Senior Substation and Test
Technician may be assigned to perform stand-by duty as necessary.
ESSENTIAL FUNCTIONS
These functions may not be present in all positions in this class. When a position is to be filled, the essential

Installs, changes, and checks polyphase meters, demand meters, reactive VAR meters, and instrument
transformers; performs routine field tests on watt-hour meter installations, inspects consumer's meters and
installation of proper wiring; assists in investigating consumer current diversion or meter tampering.
Tests, repairs, and adjusts protective relays, meters, clocks, recorders, and instruments located in substations and
pumping stations; tests, repairs and calibrates solid state equipment; performs load surveys by timing watt-hour
meters; maintains City communication lines.
Establishes meter testing program to ensure the accuracy of in-service electric meters; runs high voltage tests on
equipment and other necessary tests. Keeps logs and records of all tests and writes reports.
May be assigned to train, supervise and direct the work of assigned staff. Oversees and assists in inspections,
maintenance, and repair of substation equipment such as protective relays, power transformers, instrument
transformers, medium voltage circuit breakers, substation battery banks, capacitors, disconnects/switches, and
automatic tap changers.
Reads blueprints and schematics in connection with the installation and wiring of electrical equipment and
instrumentation. Coordinates and participates in the design, installation, construction, operation, testing,
commissioning, maintenance, and repair of substation equipment and appurtenance, including substation
equipment and devices, relay equipment, metering devices, SCADA, and communication equipment.
Develops, periodically reviews, and makes appropriate changes to the substation equipment maintenance plan.
Performs and coordinates scheduled preventative maintenance of substations, and associated systems
maintenance. Retains substation maintenance records for regulatory and auditing purposes.
Requests and oversees requests for electric system equipment clearances to conduct testing or maintenance on
substation equipment safely.
Develops clearance procedure and executing clearance procedure. Leads and trains employees on assigned
maintenance, inspection, and testing work; develops the schedules for the routine maintenance, inspection, and
testing of substation equipment. Adheres to established industry and regulatory guidelines and protocols

regarding the proper handling and disposal of materials.
Promotes safety-conscious electrical and substation operating procedures, subscribing to industry best practices,
and complying with regulatory requirements.
Coordinates crews in the construction, operation, switching, testing, and maintenance of electrical facilities and
devices in the substations.
Coordinates the procurement and inventory of materials needed for the construction, operation, testing, and
maintenance of the substations with the warehouse and Engineering section.

QUALIFICATIONS GUIDELINES
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for
satisfactory job performance. Example combinations include three years of Journey level status as a Substation
Test Technician; or completion of a Substation Test Technician apprentice program.
Knowledge and Skill Levels
Considerable knowledge of theory, methods and procedures in the installation, maintenance, testing and
calibration of electric meters, testing substation instruments, equipment and appurtenance; occupational hazards
and standard safety precautions; principles and practices of supervision, training and evaluation. Ability to
communicate clearly and concisely, both orally and in writing; maintain records and write reports; perform
calculations in electrical load survey; maintain and calibrate test instruments in accordance with established
standards; maintain effective working relationships; work outside in all types of weather; work independently;
follow oral and written directions; perform a variety of tests on meters; understand, follow and apply policies and
procedures; work safely; locate and identify problems with the electrical system including a variety of meters; work
safely in or around energized electrical equipment; operate computer and utilize a variety of software programs
required to keep pace with changes in electric metering technology; train personnel on unit activities, procedures
and regulations; make decisions regarding operational and personnel functions; plan, assign, and inspect the work
of subordinates and contractors; operate programs within allocated amounts.
Ability Level
Ability to communicate clearly and concisely, both orally and in writing; maintain records; perform calculations in
electrical load survey; maintain and calibrate test instruments in accordance with established standards; maintain
effective working relationships; perform heavy manual tasks under varied weather conditions; work independently;
follow oral and written instructions; observe proper safety precautions and procedures; care for tools and
equipment; learn and perform a variety of skilled and semiskilled tasks in the shop and in the field; work safely
around energized conductors; operate a personal computer and utilize a variety of software programs; perform a
variety of tests on meters.
PHYSICAL, MENTAL, AND ENVIRONMENTAL WORKING CONDITIONS
Position requires sitting, standing, and walking on uneven and slippery surfaces, reaching, twisting, turning,
kneeling, bending, stooping, squatting, crouching, grasping, crawling, and making repetitive hand movements
above and below shoulder level in the performance of daily duties. The position also requires both near and far
vision when inspecting work and operating assigned equipment and acute hearing is required when providing face-
to-face service. The need to lift, carry, pull and push tools, supplies and other equipment weighing up to 50 pounds
is also required. Additionally, the incumbent in this position works outdoors in all weather conditions, including wet,

hot, and cold. The incumbent may be required to respond to after-hours emergency call-outs. Some of these
requirements may be accommodated for otherwise qualified individuals requiring and requesting such
accommodations.
Special Requirements
Possession of a Class C California driver's license and maintain a satisfactory driving record.
Possession of a Substation Technician Certification.
