Mayor Decker called the meeting to order. Call to Order Present at Roll Call: Councilmen: Rubio, Solem, Cruz, Roll Call Arkison, Decker Also Present: City Administrator Dangleis, Director of Public Works Wells, City Librarian Ector; representatives from Chamber of Commerce: Louis Zimmerli, president; John Phelps, Board Member, and Robert Tremaine, Development Coordinator -Manager; Paul Allen, General Chairman of Golden Days Committee; Finance Officer Cooney, City Clerk Klarr The City Administrator presented the following Budget Budget Accts. Accounts for consideration by Council: considered by Council #5100 City Promotion) #5230 Buildin Regulations) #5500 Library Budget Account #5230 (Building Regulations) was presented Bld Re S. t. 52 for Council review by the Director of Public Works. Acc30) The Finance Officer indicated a correction in the total of the Account to read $31,600 instead of $30,100. The matter of whether the City should employ its own Building Inspector and Plan Checker, as against the present system of using County service by contract, was discussed. It was felt no change should be made in the present system. Moved by Councilman Rubio, seconded by Councilman Cruz and unanimously carried to approve Budget Account #5230 (Building Regulations) as submitted and corrected. Budget Account #5500 (Library) was submitted for Council Library review by the City Librarian. Acct. 5500) The City Librarian indicated it was his feeling the language of the Education Code of California, limiting the levy of taxes for a library,to 30 mils, does not prohibit the City from supporting the library in excess of this amount by assuming certain fixed or on-going expenses. He listed these expenses as: 1. Salary increases 2. Utility costs 3. Personnel -related expenses. He gave the example the City of Covina assumes personnel - related expenses for its library, thereby allowing that amount to be utilized for library materials. He noted the Covina Library has a 27 -mil rate, as opposed to 'the City of Azusa's.30 mils. Upon question by Council, he noted the Library had a surplus the past few years and will have one this year, and the carried -over (or reserve) fund now is approximately $44,000. ROOM AZUSA, CALIFORNIA TUESDAY, MAY 213 1974 Page 2 Moved by Councilman Solem, seconded by Councilman Rubio and unanimously carried to approve giving the Library the income from 30 -mil tax assessment, its fines fees, and County reimbursement, for a budget total of 235,000. Budget Account #5100 (City Promotion) was presented for Council review. Paul Allen, General Chairman of the Golden Days Committee, presented the tentative budget for the 1974 Golden Days Celebration. The budget as submitted would require an increase in the City's allocation from $3,000 to $63000, which amount was budgeted for 1973• Council reviewed every element of the Golden Days tentative budget and discussed various aspects of the proposed celebration. The Chamber of Commerce was repres3zted in its request for City allocation by Louis Zimmerli, president; John Phelps; and Robert Tremaine, Development Coordinator -Manager. Mr. Zimmerli submitted a proposed budget for the Chamber which would call for an increase in City contribution from $183717 to $20,467, as well as an increase in the allocation for the Miss Azusa Pageaht from $2,000to $.2,500. Justifica- tions were given for the request by Mr. Phelps and Mr. Zimmerli. Mr. Tremaine presented a time schedule for various elements of the Community Redevelopment Program and discussed this matter with Council. 'The gentlemen representing the Chamber of Commerce were excused from the meeting at 10:75 p.m. After discussion, it was Moved by Councilman Arkison, seconded by Councilman Rubio and unanimously carried to approve an allocation to the Chamber of Commerce in the amount of $20,467, and an alloca- tion for the Miss Azusa Pageant in the amount of $2,000, as last year. City Promotion Account 5100) In reviewing the request for support of the Hot Line, Council requested the City Administrator to obtain a written report from Hot Line of its activities. The Finance Officer suggested that the following items be eliminated as separate amounts: San Gabriel Valley Symphony Association Maytime Band Review Recognition of Public Events Newspaper Supplement Miscellaneous Ads and Promotion In their stead, he suggested that the item "Miscellaneous Requests -for Council Participation" be increased from $500 to $3,000. The City Administrator presented a communication from the San Gabriel Valley Tribune, inviting the City to again purchase an ad in the Tribune's "Prospect '74". It was consensus that the City not purchase such an ad this year as the Chamber of Commerce will be publishing a comprehensive brochure. PUB.WKS.CONF. Moved by Councilman Solem, seconded by Councilman Rubio and unanimously carried to approve Budget Account #5100 (City Promotion) as amended. Council discussed the impending League of California Cities Legislative Workshop in Sacramento on 6/12/74 and the question of participation. Council, at its meeting of 5/20/74, had authorized the Mayor and any Councilman to attend. While the Mayor will'be attending, it was not certain any other Councilman would be able to attend. In the event no other Councilman could attend, it was the feeling the City Administrator should accompany the Mayor at the Workshop. Moved by Councilman Solem, seconded by Councilman Arkison and unanimously carried by roll call to authorize the City Administrator to attend the League of California Cities Legislative Workshop in Sacramento on 6/12/74, if oneof the other Councilmen cannot attend, with the Mayor. Moved by Councilman Cruz, seconded by Councilman Rubio and unanimous) carried to adjourn the meeting to Tuesday, May 26, 1974, at 7:30 p.m., in the Chamber of Commerce offices.
