CLOSED SESSION REPORT City Attorney Martinez reported City Council met in closed session for two items. There were no reportable actions on either item. CEREMONIAL 1. Presentation of Certificates of Appreciation to all who contributed to the 2023 Kathy’s Cool Cuts for Kids event. Mayor Gonzales presented a Certificate of Appreciation for all the organizations and beauticians who contributed to the 2023 Kathy’s Cool Cuts for Kids event and spoke regarding the importance of the event. 2. Presentation of Certificate of Recognition to Azusa Pacific University (APU) Track & Field Team for their D2 National Championship. Mayor Pro Tem Beckwith presented a Certificate of Recognition to APU track and field team for their D2 National Championship and invited Athletic Director Gary Pine to speak about the team and their pride in representing Azusa, and invited Coach Jack Hoyt who spoke about the team’s accomplishment. 3. Presentation of Proclamation proclaiming the week of September 18-24, 2023 as National Adult & Family Literacy Week in the City of Azusa. Councilmember Mendez presented the Proclamation for National Adult & Family Literacy Week for September 18-24, 2023. 4. City Clerk Cornejo introduced Ms. Mercedes Castro, Marilyn Grinsdale and Elaine Dominguez from the Canyon City Foundation who presented grants to the Azusa Library for their Literacy Program, APU for their Ask-A-Nurse vaccine program, 4-C Lab who create safe space to young artists in transformation, All In For Azusa for their youth and family programs, and Neighborhood Homework House for their youth programs. Leila Hassen, Azusa City Library Services manager recognized the volunteer tutors of the adult literacy program and new United States citizens who went through the program. PUBLIC PARTICIPATION Assistant General Director and Iso Nakasato from Athens Services provided updates from Athens Services for the Compost and Mulch program at Memorial Park on September 23 from 9 a.m. until noon. Please contact Athen Services if you have large items for pick up at 888-336-6100. Please be mindful of bear break-ins, Athens Services offers bear resistant trash barrels. Athens Services sponsors many youth events, please contact them if you have an event and are looking for a potential sponsor partner. Flyers were left at the public podium. Laura L. Feune provided comment regarding the Quiet Enjoyment Rule at the complex in which she lives, and complaints that have gone unanswered by the property management and the lack of security regarding the problem. Daniel Bringhurst provided comment regarding a HUD grant that is available from the Department of Urban Development and offered to assist in applying for the grant. The name is Pathways to Remove Obstacles to Housing designed to help subsidize the affordable housing requirements by RHNA. It is an $85 million dollar grant that estimates giving out a total of 20 portions. Antonio Constanetta provided comments regarding the speed of traffic on the streets near playing children and elderly walkers on Sodano Avenue from the Foot Hill direction between 4th and 5th streets and requested speed bumps or stop signs at the intersections. City Council September 25, 2023 Page | 3 City Clerk Cornejo commented that he will be making an announcement at the next City Council meeting regarding the Golden Days 75th Anniversary celebration that will be taking place on October 13-22, 2023. The parade will be on October 21. Please check out the latest information on Facebook, Instagram, and X (formerly known as Twitter). City Manager Gonzalez responded that in regard to the senior housing noise complaints, he would connect the public commenter with the City staff in the Community Development Improvement department look into the matter to see if there are any ordinance violations at the private property. Mayor Gonzales requested Azusa Police Department look into the speeding problems on Sodano Avenue and possibly patrol the area a little more. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL *1. ‘Pet of the Month’ Presentation by Los Angeles County Animal Care & Control. Mayor Gonzales introduced the Los Angeles County Animal Care & Control Pet of the Month Scooter, a four month old Pug from the Baldwin Park Animal Care center at the Baldwin Park Animal Center at 4275 Elton Street. Last month’s pet Mia was adopted. Anyone interested in Scooter should contact the care center Monday – Friday 11 a.m. to 5 p.m. 2. City Manager Communications. City Manager Gonzalez reported that the City received a $2 million dollar grant for Urban Forestry to help reduce the heat island effect in concrete intense environments to help educate youth on preserving natural resources. The first kickoff event for the City’s 125th Anniversary celebration will be in front of City Hall on September 30th from 5 p.m. to 9 p.m. for a concert. Food will also be available. There will be an event on Veteran’s Day, November 11, at 11 a.m. will begin the City’s led event and that evening will be a concert at the Armory in partnership with the local VFW and American Legion. Prior to the Veteran’s Day event the City will be promoting the Golden Days Celebration beginning October 13, 2023 through October 22. There will be a formal Gala Dinner on December 29 from 6 p.m. to 11 p.m., more information will come. COUNCIL COMMENTS Mayor Pro-Tem Beckwith commented that he attended the Joint Powers Insurance Authority (JPIA) conference in support of several members of staff who presented and did a great job. Shout out to Azusa Rotary and the other community members who hosted the Field of Glory event. It was a wonderful event at City Hall with the display of flags. He attended the tree planting ceremony in honor of Councilmember Macias, he was grateful to have been a part of that. Councilmember Alvarez asked everyone to please pray for the Mendoza Family. Former City Clerk Vera Mendoza passed away, she was a great person and will be missed. Councilmember Avila Jr. thanked staff and the Mayor for initiating the tree planting in member of former Councilmember Macias. It was a great tribute, and it was good to see his family participating in the event. On October 17th, the Azusa Police Department will be celebrating their 125th birthday, Golden Days will be celebrating their 125th Anniversary and La Tolteca will also be celebrating 75 years in business on October 17th, there will be a comedy show and tickets can be purchased for $50.00 by visiting azusapolicefoundation.org. Councilmember Mendez thanked everyone who attended and contributed to the services for former Councilmember Macias. It was a very fitting tribute. He tipped his hat to Rotary and everyone else who assisted with the Field of Glory event. It was a spectacular event to watch and very moving to see how the individuals being honored have contributed to this country. Mayor Gonzales reported on the San Gabriel Valley Council of Governments (COG) who had a presentation the previous week regarding the implementation of Care Court. They will begin their process on December 1, 2023 and are very restrictive. He asked the Azusa Police Department and the City Attorney to be diligent, as there are many requirements in getting someone into the system so they can utilize the Care Court program. Ultimately over the next two years there will be 1,600 beds. This is a probational program over the next two years to see how it will work out. Mayor Gonzales attended a workshop on broadband and it’s time for this Council to have that discussion. Azusa is different than many other cities in that Azusa owns their own utility. The Mayor would like to see what it would look like to have broadband for all residents as a discussion on a future agenda. Additionally, he would like to discuss oversized vehicles in sensitive places. Trucks have been parking in and around parks and schools and requested that also be added to a future agenda item. The City’s yard sale weekend was rained out, and the City Manager was able to postpone it to the next weekend. Rather than guess, there should be a policy in place that states if it rains or has to cancel, the residents would get a free yard sale on the following weekend. City Council September 25, 2023 Page | 4 Councilmember Mendez stated a secondary plan to that may also be beneficial in a heat wave scenario. Mayor Gonzales continued and stated that on Monday October 9th the Metro Chair and Mayor Sandoval from the City of Pomona has asked Azusa City Council to ride on the Metro with him to discuss security and safety. He will provide the time after the meeting and believed it would be during the morning hours. SCHEDULED ITEMS 1. ENVIRONMENTAL DETERMINATION: The proposed amendments are exempt from review under the California Environmental Quality Act (“CEQA”) (California Public Resources Code Section 21000 et seq.), Section 15061(b)(3) and are outside the definition of a “project” under Section 15378 of the CEQA Guidelines and Section 21065 of the Public Resources Code. Due to the nature of the code amendment being considered, the amendment has no potential for resulting in either a direct or reasonably foreseeable indirect change in the environment. RECOMMENDED ACTION: 1) Waive further reading, read by title only and introduce Ordinance No. 2023-04 An Ordinance of the City Council of the City of Azusa amending sections 88.22.065 (Allowable Uses in Neighborhoods,) 88.24.005 (Allowable Uses in Districts,) 88.26.005 (Allowable Uses in Corridors,) 88.42.200 (Senior Citizen Apartments,) 88.36.050 (Number of Parking Spaces Required,) 88.26.010 (Foothill Boulevard Corridor,) 88.26.020 (Azusa/San Gabriel Avenue Corridors,) 88.30.014 (Dwelling Unit Minimum Floor area,) and 88.36.050 (Number of Parking Spaces Required) of the Azusa Municipal Code, and determining the ordinance to be exempt from the California Environmental Quality Act. Director of Community Resources Carpenter provided staff’s presentation, noted that code section 88.42.140 was omitted from the title in the Agenda, but it is written into the Code Amendment and responded to Council questions. Mayor Gonzales opened the Public Hearing and requested proof of Publication. City Clerk stated notice was provided in the San Gabrial Valley newspaper on September 8, 2023. RECOMMENDED ACTION: 1) Adopt Resolution No. 2023-C42 of the City Council of the City of Azusa, California, approving a Fourth Amendment to the City Manager Employment Agreement (Sergio Gonzalez). UPDATE AND DIRECTION REGARDING LOCAL RESOURCE CENTER TO PROVIDE SHELTER AND SERVICES FOR THE UNHOUSED POPULATION. RECOMMENDED ACTION: 1) Provide direction on the development of a site plan and amenities for the Azusa Resource Center; and 2) Authorize City Manager to enter into necessary agreement(s) to develop the project, including procurement of prefabricated modular units, construction of project site, agreement for on-site support services and operations; and 3) Authorize City Manager to negotiate an agreement for additional outreach services for an initial one-year term, pending discussion and allocation of available funds. 4) Authorize FY 2023/24 budget allocation of $1,954,843 in remaining American Rescue Plan Act funds. 5) Authorize staff to budget Permeant Local Housing Allocation funds up to $423,286 if the City is awarded these funds by the Los Angeles County Development Authority. 6) Authorize staff to continue working with SGVCOG and SGVRHT on securing additional funding for the project.
