HomeMy WebLinkAboutE-5 Staff Report - OTS STEP 23-24 PT24009CONSENT ITEM E-5 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROCKY WENRICK, CHIEF OF POLICE DATE: NOVEMBER 6, 2023 SUBJECT: APPROVE GRANT AGREEMENT FROM CALIFORNIA OFFICE OF TRAFFIC SAFETY FOR THE “TRAFFIC ENFORCEMENT PROGRAM” (STEP) 2023-2024, GRANT NUMBER PT24009 BACKGROUND: Through a competitive process, the Office of Traffic Safety provides grant funding to selected police departments to assist in reducing the number of persons killed and injured in crashes involving alcohol and other primary collision factors. Based on the Office of Traffic Safety’s evaluation of the city’s traffic data, the city has been awarded $95,000.00 of grant funding to continue traffic safety efforts. RECOMMENDATIONS: Staff recommends the City Council take the following actions: 1)Accept a grant in the amount of $95,000 (for hourly wages at an overtime rate) from the California Office of Traffic Safety (OTS) to conduct DUI Saturation Patrols to apprehend drunk drivers, Warrant Service Operations and other related programs; and 2)Authorize the Mayor to execute the grant agreement. ANALYSIS: The Azusa Police Department Traffic Division has applied for and was awarded a grant from the California Office of Traffic Safety. The Project title is “Selective Traffic Enforcement Program” (STEP) and the Grant number is PT24009. The Grant obligates the Police Department to conduct Approved City Council November 6, 2023 OTS STEP 2023-2024 November 6, 2023 Page 2 the following traffic enforcement activities: sixteen (16) DUI Saturation Patrols; two (2) DUI/DL Checkpoints; two (2) Warrant Sweeps; thirteen (13) Traffic Enforcement Operations; two (2) Distracted Driving enforcement operations; three (3) Bicycle and Pedestrian Operations and two (2) Traffic Safety educational presentations. Two (2) collaborative DUI enforcements, two (2) collaborative traffic enforcement operations, and two (2) street racing enforcement operations. The activities will occur over the 12-month period of operation starting October 1, 2023. The pro-active enforcement efforts will be staffed by Azusa Police Officers on an overtime basis. The goal of the Selective Traffic Enforcement Program is to reduce the number of persons killed and injured in crashes involving alcohol, speed, red light running and other primary collision factors in the City of Azusa. This will be accomplished through a combination of enforcement and educational efforts. The Grant is worth up to $95,000 and reimburses the City for overtime salary and benefits for officers working the Grant details. The Grant period will run from October 1, 2023 to September 30, 2024. The Grant also provides funding for specified equipment as well as specified training to be completed by Azusa Police Officers. FISCAL IMPACT: This is a reimbursement grant in the amount of $95,000 from the California Office of Traffic Safety. Quarterly returns will be administered and filed by the police department on a schedule set by OTS. Upon council approval and once the agreement is executed, Staff will prepare a budget amendment for the STEP 2023-2024 grant.
