JOHNSON, DIRECTOR OF ADMINISTRATIVE SERVICES DATE: NOVEMBER 20, 2023 SUBJECT: HUMAN RESOURCES ACTION ITEMS BACKGROUND: The recommended action approves Personnel Action Requests reviewed and recommended by the Personnel Board. RECOMMENDATIONS: Staff recommends the City Council take the following actions: 1)Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s); and 2)Approve Side Letter of Agreement with the Azusa Mid-Management Association (AMMA) related to take- home vehicle for Public Works Superintendent – Fleet and Streets. SEPARATION/RETIREMENT – The following separations is submitted for informational purposes: DEPARTMENT NAME CLASSIFICATION EFFECTIVE DATE Administrative Services Steven Chavez Human Resources Specialist I 11/16/2023 E. AMMA Side Letter – Take-Home Vehicle The Public Works Superintendent- Fleets and Streets is required to frequently respond to after normal business hours and weekend emergency service calls in the City. Having an equipped vehicle on hand allows the employee to more quickly respond to the emergency. AMMA and the department management have agreed to add this Superintendents classification to the list of positions eligible to take home a vehicle. FISCAL IMPACT: All proposed changes were approved with the FY 2023/24 Adopted Budget and/or are able to be absorbed with anticipated salary savings. Prepared by: Reviewed and Approved: Talika M. Side Letter of Agreement – AMMA Automobiles SIDE LETTER OF AGREEMENT BETWEEN CITY OF AZUSA AND AZUSA MID-MANAGEMENT ASSOCIATION This Side Letter of Agreement (“Agreement”) between the City of Azusa (“City”) and Azusa Mid- Management Association (“Association” or “AMMA”) (collectively “Parties”) is entered into with respect to the following: WHEREAS, the Parties have a Memorandum of Understanding (“MOU”) that commenced on July 1, 2020, and is set to expire on June 30, 2024; WHEREAS, the Public Works Superintendent – Fleets and Streets is frequently required to respond to after hours and weekend emergency calls; WHEREAS, have an equipped work vehicle on hand reduces the amount of time the employee must take to prepare to respond to emergency calls; WHEREAS, the Public Works Superintendent – Fleets and Streets classification is not currently on the list of approved positions eligible to take home a city vehicle; WHEREAS, Management would like to include the Public Works Superintendent – Fleets and Streets classification to the list of approved positions eligible to take home a city vehicle. NOW THEREFORE, LET IT BE RESOLVED, that section 9.2 Automobiles is amended in its entirety in the Azusa Mid-Management Association Memorandum of Understanding as follows: 9.2 Automobiles The City shall provide automobiles for the employees occupying the following positions: Assistant Director of Electric Operations Assistant Director of Water Operations Public Works Superintendent – Fleets and Streets Other employees may take a City vehicle home when it must be used either before or after the commute for attendance at a meeting or other City-related function, or for the purpose of making the employee available for emergency response.
