.The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Decker called the meeting to order and led in
the salute to the flag.
Present at Roll Call: Councilmen: Rubio, Solem,Cruz,
Arkison, Decker
Also Present: City Attorney Wakefield, City Administrator
Dangleis, Director of Public Works Wells,
Superintendent of Light & Power Gerharz,

The Minutes of the 5/28/74 adjourned meeting, 6/3/74
regular meeting, and 6/10/74 adjourned meeting, were
submitted.
Moved by Councilman Cruz, seconded by Councilman Arkison
and unanimously carried to approve minutes as submitted.
At the request of the Mayor, the City Administrator
introduced the Department Heads who were present, for
the benefit of the audience.
The hour of 7:30 p.m. being the time set for the public
hearing on the recommended zone designation of C-2 upon
Annexation by Planning Commission Resolution #1128 -
'Easterly Annexation District #76 (Wright), the Mayor
declared the hearing open.
The City Clerk presented the affidavit of proof of
publication of Notice of this hearing in the Azusa
Herald on June 6, 1974.
Moved by Councilman Arkison, seconded by Councilman Cruz
and unanimously carried to table this hearing to later
in the meeting to allow for applicant to be present.
The City Clerk presented a Petition containing 25 names
protesting the unkempt condition of North Azusa Avenue,
between Highway 39 & Sierra Madre Avenue.
Director of Public Works Wells addressed Council and
replied to the various elements of the petition as
follows:
1) POOR CONDITIONS OF ROADWAY
He stated he was waiting for the State to put it's
overlay of new pavement on the highway. Now that
the State is finished, he will put an overlay on
Azusa Avenue between the highway and Sierra Madre.
' 2) CURBS & GUTTERS
He will replace a missing section of curb and gutter
at the time the roadway is improved.

3) SPEED LIMIT SIGNS
The requested 25 mph speed limit sign has been installed.
4) PALM TREES
The Palm trees on the triangle created by the highway,'
AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, JUNE 17, 1974 Page 2
Azusa Avenue, and Sierra Madre Avenue, are on private
property. The City cannot do anything with these
palms. The palm trees on the East side of Azusa
Avenue are in the City right-of-way and the City can
do with them what it wants. He recommended the matter
be referred to the Park & Recreation Commission, which
is in charge of parkway trees.
5) TRASH
The market in the shopping center at the corner of
Sierra Madre Avenue and the highway, and the ice
vending machine are private properties. They have
been requested to provide trash containers, but the
City has no jurisdiction.
Peter J. Shotrosky, 1350 N. Azusa Avenue, addressed Council
and complained of people who use the triangle to change oil
in their cars, and dump it on the ground. He also com-
plained about the trash from the Stop & Go Market and the
ice vending machine. He further explained the palm trees
in the parkway block the view of traffic from drivers
backing out of the driveways. He noted he had talked to
Mr. Leo C. Nasser, owner of the triangle, who has given
him no satisfaction because he wants to sell the property
to the City.
Carol Wray, 1386 N. Azusa Avenue, addressed Council and
noted the school children board the bus at the triangle
as the bus stops at a dangerous location. She also noted
she has watched the people of the Stop & Go Market blow
their trash into the street.
'Peggy Shotrosky, 1350 N. Azusa Avenue, addressed Council
and complained of the problems created by the palm trees
as they shed their seeds and blossoms.
After discussion, it was

and unanimously carried to refer this matter to the
Director of Public Works for a report back to Council,
and further to refer the matter of the palm trees to the
Park & Recreation Commission.

the public hearing from the table.
Planning Assistant Barbara Schoetz appeared before Council
and explained some of the thinking of the Planning Commis-
sion in granting a C-2 zone rather than a C-3 zone. It was

noted that C-3 exists presently, directly to the South
and directly to the East. At the present time under the
new Assessment of Environmental Impact requirements, the
removal of established mature trees is considered to have
significant environmental effects; and therefore, the
Planning Commission feels that every possible effort
should be made to preserve the magnificant mature trees
presently located on subject property.
Mr. William Bird, 2401 Beverly Blvd., Los Angeles,
addressed Council and showed a proposed site plan for
a neighborhood shopping center at the location of
Annexation #76.
He noted his request had been for C-3 rather than the
C-2 zoning granted by the Planning Commission. Reitera-
ting his letter to Council, he explained the need for
C-3 because the proposed Western Auto Store would include
2 auto service bays. These are allowed only in a C-3
zone. He noted the Western Auto and a large food store
would be anchor tenants for this shopping center.
Moved by Councilman Arkison, seconded by Councilman Cruz
and unanimously carried to close the hearing.

The Police Chief submitted the resignation of Douglas
Barrett, Reserve Police Officer, effective June 11, 1974.
Moved by Councilman Arkison, seconded by Councilman Cruz
and unanimously carried to accept the resignation.
The Finance Officer submitted a memo from the Assistant
Purchasing Officer relative to the informal quotations
for the purchase of surplus city -owned 1949 Seagrave
Pumper. At the May 20, 1974 Council meeting formal bids
were received for the sale of the surplus Seagrave
Pumper. At that time one bid was received and declared
insufficient by the City Council. The Council then
authorized the obtaining of informal quotations for the
sale of the surplus Seagrave Pumper. Pursuant to this
the Assistant Purchasing Officer submitted a memo
showing the following quotations:

The Director of Public Works submitted a request for the Appvl.req.for
temporary employment of Theresa Farr for a period of two temp.emp.of
weeks beginning June 17, 1974, at Range 108.5. The Theresa Farr,

Russell Nichols of West Covina, services to be held

1974, at 5:00 p.m. in the Azusa Auditorium.
