AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, JULY 11 1974 7:30 P.M.
The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Decker called the meeting to order and led in
the salute to the flag.
Invocation - Rev. E. Nelson of Foursquare Gospel Church

Cooney introduced the Department Heads that were present,
for the benefit of the audience.

The minutes of the 6/17/74 Council meeting were submitted. Ap vl. Min.
An error was noted on Page 3, paragraph 10 - re: SCRTD 67%74 as
meeting. The vote was not unanimous and should show Corrected
Councilman Arkison dissenting.
Moved by Councilman Solem, seconded by Councilman Arkison
and unanimously carried to approve as corrected.
The City Clerk announced that bids were opened in his
office at 10:00 a.m, on Thursday, 6/27/74, for the con-
struction of a sanitary sewer in San Gabriel Canyon Road,
(Project No. 520). Present at bid opening were: City
dministrator Dangleis, Director of Public Works Wells,
City Clerk Klarr.
The City Clerk presented the affidavit of proof of publi-
cation of the Notice Inviting Bids in the Azusa Herald
on June 13 and 20, 1974.

Moved by Councilman Solem, seconded by Councilman Rubio
and unanimously carried to accept the recommendation of
the Director of Public Works and award the bid to the low
bidder Meekins, Inc., for the amount of $15,954, and to
return bid securities to the unsuccessful bidders upon
the execution of the contract.
The City Clerk presented the matter of the weed abatement
protests. Protests had been received from Mr. A. J. Abdel-
nour, 240 W. Foothill, Mr. James A. Aszman, 19826 Navilla
Place, Covina, and Mr. J. Frederick, 667 W. Duell Street,
Azusa.
Mr. A. J. Abdelnour, 240 W. Foothill Blvd. Azusa, addressed
Council. He noted that he uses dried tumbleweeds against
the fencing as a deterent to people entering the property to
steal materials. However, he had made arrangements with
the Director of Public Works to clean the property. He
has no protest at this time.

Regarding a matter not related to weed abatement, Mr.
Abdelnour asked the Council, on behalf of the pets of
the community, to find some other way for non-profit
organizations to raise money and outlaw the sale of
fireworks which fill the air with acrid smoke.
Director of Public Works Wells addressed Council
regarding protest by Mr. Aszman. He noted that Mr.
Aszman, in fact, did not own the lot against which he
' received a notice. This error has been corrected.
The property of Mr. J. Frederick, 667 W. Duell Street
has been checked and no weeds were found. It was removed
from the list.
Mr. J. Frederick, 667 W. Duell Street, Azusa addressed
Council and declared he did not like the notice. It
appeared to him to be scare tactics. He indicated that
the Public Works Department did not know what the reason
was for his receiving a weed abatement notice. He also
felt the Ordinance was poorly written and could open the
door to corruption concerning contracted labor.
The City Attorney noted the Ordinance and procedure is
pursuant to State law. The contracting work is done at
a specific rate, and charges are brought back to Council
for their approval prior to submitting to the County to
become liens against property.
James G. Aszman apparently was satisfied with the report
from the Director of Public Works, left the audience, and
did not appear before Council. No further action was
taken by Council.
'I The City Clerk presented two claims against the City:
1. Ricardo Hernandez Avila, 18551 Petunia Ave.
for alleged personal injuries from Police
activities, 5/25/74.
2. Ms. Gayle Verdugo, 1037-3 W. Sierra Madre Ave.,
for alleged property damage re: collision with
City vehicle 30/74, (apparent re -submittal).
Moved by Councilman Solem, seconded by Councilman Arkison
and unanimously carried to deny both claims and refer
them to the City's insurance carrier.
A report was submitted by the City Engineer regarding
I the Southern California Rapid Transit District hearing
he attended on behalf of the City, June 20, 1974.
' City Engineer George Stimson addressed Council and recom-
mended that if the Council has strong feelings regarding
SCRTD, it should join with other cities of similar feel-
ings to make more of an impact.
Councilman Arkison suggested using the Committee of
Mayors' or the E.S.G.V. Planning Committee which would
also have more of an impact.
Moved by Councilman Solem, seconded by Councilman Arkison
and unanimously carried to receive and file the report.
A Resolution was presented reappointing Mrs. Iydia
Wheelehan to the Library Board of Trustees for the term
expiring 6/30/77.

The City Clerk presented the notice from the Los Angeles
County Division, LCC General Membership Meeting to be
held at Inglewood, July 18, 1974, reserved seats $2.50,

The Director of Public Works submitted for Council con-

The Director of Public Works submitted an Agreement
between the City and Superior Signal Service, fora
period of one year for the maintenance of the city's
12 wholly owned signals. This maintenance previously
has been done by the Los Angeles County Road Department.
It is the recommendation of the Director of Public
Works that the City Council waive bidding procedures''
and approve the Agreement for traffic signal maintenance
with Superior Signal Service.
Moved by Councilman Rubio, seconded by Councilman-*Solem
and unanimously carried to, waive bidding -procedures- , ,
under the Municipal Cod -e., -finding it impracticable,
useless and uneconomical to follow such procedures and
that public welfare would be promoted by dispensing
with the same.
Moved by Councilman Solem, seconded by Councilman Rubio
and unanimously carried by roll call to approve the
contract between the City and Superior Signal Service
and authorize the Mayor to sign.
The Director of Public Works submitted for Council
approval the plans and specifications for the improvement
of Fourth Street from Azusa Avenue to Alameda Avenue
(Project No. 527). The Engineer's estimate for the
project is $25,000.

and unanimously carried to approve the plans and specifica-
tions and authorize the City Clerk to advertise for bids.
The Superintendent of Light & Power submitted the request
for a seven day leave of absence, without pay, for Terry
King, Meter Reader, from July 3 to July 123 1974.
Moved by Councilman Solem, seconded by Councilman Rubio
and unanimously carried to approve the request.
A proposed Resolution was submitted to the Council
wherein the Council approves and makes submittal for
an allocation of State recreation monies for local
use authorized by Proposition 1.
Councilman Solem offered for adoption the Resolution
entitled:

APPROVING THE APPLICATION FOR 1974 STATE GRANT FUNDS
PARK FACILITIES EXPANSION PROJECT.

Councilman Arkison commented that the stop signs in the
City appeared difficult to see after dark and do not
reflect headlights of motorcycles or small cars.
Moved by Councilman Arkison, seconded by Councilman Solem
and uanimously carried to have the Director of Public
Works study the problem of stop signs not being visible
at night; and take such steps necessary to correct the
problem.

Councilman Arkison asked that a letter from District Ltr.frm. D.A.
Attorney Busch be read by the City Clerk. The letter Busch re:
is relative to a complaint made by Mr. Theron Zane Schudar complaint by
which he sent to the District Attorney concerning trouble citizen
he -allegedly received from the Police of this City. The
reply from the office of District Attorney Busch indicated
that after an investigation there is insufficient evidence
to bare out Mr. Schudar's allegations and that the matter
has been closed.
Finance Officer Cooney presented an amendment to the sub- Auth.for Mayor
agreement for Section 5, of the Emergency Employment to sign exten-
Act of 1971. Section 5 was due to terminate on 6/30/74, sion of EEA
and has been extended to 12/31/74. It was his recommenda- amendment
•tion that the Mayor be authorized to sign the amendment.

and unanimously carried to approve the amendment and
authorize the Mayor to sign.
The City Clerk read in full a Resolution authorizing
payment of warrants by the City.

entitled:

ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE
FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.
