SUBJECT: APPROVAL OF RESOLUTION TO APPLY FOR AND ACCEPT, IF FUNDED, AN
OUTDOOR EQUITY GRANT FROM THE STATE DEPARTMENT OF PARKS AND
RECREATION
BACKGROUND:
The City of Azusa is applying for an Outdoor Equity Grants Program grant through the State
Department of Parks and Recreation. The goal of the grant is to fund program operations to increase the
ability of residents in underserved communities to participate in outdoor experiences witin their
community, at state parks, and other public lands. The program’s focus is on funding transportation,
equipment, staffing, and other program operations, and capacity costs. Funds cannot be used for
capital/construction projects. The maximum award amount per application is $700,000.
RECOMMENDATION:
Staff recommends that City Council take the following actions:
1)Approve the application of an Outdoor Equity Grant to the State Department of Parks and
Recreation; and
2)Adopt Resolution No. 2023-C71; and
3)Authorize the City Manager to execute the Grant Agreement, if awarded, in a form acceptable to the City
Attorney, on behalf of the City, subject to non-substantive changes made by the City Manager and City Attorney
ANALYSIS:
This resolution allows for the application and acceptance, if awarded, of an Outdoor Equity Grant from
the State Department of Parks and Recreation. This action not only approves the application but also
accepts this grant award, if awarded, and approves a corresponding budget amendment to incorporate the
grant funds into the appropriate fiscal year budget.

FISCAL IMPACT:
There is no fiscal impact associated with the recommended actions. Upon Council acceptance of the
grant application, and if funded, Finance staff will amend the appropriate fiscal year budgets consistent
with the grant award amount and term.

RESOLUTION NO. 2023-C71
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA APPROVING THE APPLICATION FOR
OUTDOOR EQUITY GRANTS PROGRAM GRANT FUNDS
AND AUTHORIZING THE CITY MANAGER OR HIS
DESIGNEE TO ACCEPT THE GRANT, IF AWARDED
WHEREAS, the State Department of Parks and Recreation has been delegated the
responsibility by the Legislature of the State of California for the administration of the Outdoor
Equity Grants Program, setting up necessary procedures governing the application; and
WHEREAS, said procedures established by the State Department of Parks and Recreation
require the Applicant to certify by resolution the approval of the application before submission of
said application to the State; and
WHEREAS, successful Applicants will enter into a contract with the State of California
to complete the Grant Scope program; and
WHEREAS, the City desires to apply for, accept, negotiate, and execute any related
documents necessary to enter into an Agreement with the State Department of Parks and
Recreation, and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Azusa,
California does hereby find, determine and declare as follows:
1. Approves the filing of an application for the Outdoor Equity Grants Program; and
2. Certifies that said Applicant has or will have available, prior to commencement of
any work on the program(s) included in this application, the sufficient funds to complete
the program(s); and
3. Certifies that the Applicant has reviewed, understands, and agrees to the General
Provisions contained in the contract shown in the Grant Administration Guide; and
4. Delegates the authority to the City Manager or his designee to conduct all
negotiations, sign and submit all documents, including, but not limited to applications,
agreements, amendments, and payment requests, which may be necessary for the
completion of the Grant Scope in an amount not to exceed $700,000; and
5. If selected for funding, approves the establishment of a grants fund appropriation
in the amount not to exceed $700,000 to allow for reimbursement of eligible project
expenditures through the program; and
6. Agrees to comply with all applicable federal, state and local laws, ordinances, rules,
regulations, and guidelines.
