The City Council of the City of Azusa met in adjourned
regular session at the above time and place.
Mayor Decker called the meeting to order and led in the
salute to the flag.
Invocation given by Rev. Nelson, Foursquare Gospel Church
Present at Roll Call: Councilmen: Rubio, Solem,Cruz,
Arkison, Decker

At the request of the Mayor, the City Administrator intro-
duced the Department Heads who were present, for the bene-
fit of the audience.
The Minutes of the meeting of 10/7/74 were submitted.
Moved by Councilman Arkison, seconded by Councilman Cruz
and unanimously carried to approve as corrected.
The subject that had been tabled from the 10/7/74 rm eting
on "Town Meetings"was again brought before Council.
Moved by Councilman Arkison, seconded by Councilman Rubio
and unanimously carried to raise from the table.
' Councilman Arkison stated that this program is working in
Glendora. They will meet approximately five times a year.
The work and responsibility was largely undertaken by the
Glendora League of Women Voters who proposed the program.to
supply information that may be needed.
Councilman Rubio felt that a better idea, for Azusa, would
be to open the Council meetings from 9 p.m. to 9:30 p.m.
for any one that may have a question.
Councilman Solem was afraid that the concept of a "Town
Meeting" would end up being just another Council Meeting,
if it were run by the City Council.
Mayor Decker stated that any citizen is always welcome to
address the Council, and we never deny anyone from speaking.
If there is a problem they can always contact a Councilman.
Many times complaints can be handled through the City
Administrator's office.
Councilman Arkison said that he would attend the next
meeting of Glendora's "Town Meeting", with a report back
to Council.
Moved by Councilman Arkison, seconded by Councilman Solem
and unanimously carried to table to the next Council meeting.
Rev. Ronald E. Royer, Secretary of the Azusa Ministerial
Association addressed Council expressing the City's need to
take action banning pornographic movies.
Mr. Ray Gauer, 5670 Wilshire Blvd., Los Angeles of Citi-
zens's for Decency through Law, addressed Council. He
presented at length the legal situation relative to por-
nography, and provided information about possible prose-
cution of such matters through the Civil Code rather than
the Criminal Code. He offered the services of his
organizations attorneys, without charge, to the City in
whatever is required.

Mr. Louis Morelli, 2248 Veteran Avenue, West Los Angeles,
an Attorney from the above organization, also addressed
Council, expanding on Mr. Gauer's remarks to Council.
Mr. Myrl Kavanaugh, Azusa Drive -In Theatre owner, addressed
Council and offered to stop exhibiting X-rated films. At
Councilman Arkison's suggestion he further offered to
submit to the City a written agreement banning X-rated films,
if the City does not adopt an Ordinance banning same.
After discussion, it was

that the City Attorney make a study of this situation and
report back to Council.

The City Attorney submitted for Council consideration
the Workmen's Compensation Action filed by Reserve
Officer Joseph Toby Raden.
The City Attorney requests authorization from the City
Council to appear for the City in the pending Workmen's
Compensation proceedings to defend the City and the
Police Department.

Attorney to represent the City of Azusa in the pending
Workmen's Compensation action.
The City Treasurer's Financial Statement was submitted
showing a balance of $2,487,059.11 as of September 30,

cipal Code would prohibit the placement of signs on
public rights-of-way and should not be changed.

VAFCO, Inc., to furnish trash receptacles, complete with
advertising.
The City Administrator submitted the report from the Rpt. from
Finance Officer regarding mileage allowance for Council- Fin.Officer
men, Commissioners and employees using their personal re:mileage
cars for city business. The present policy has been in allowance
effect for over 10 years, the Inteirial Revenue Service
now recognizes 15¢ per mile as an allowable reimbursable
allowance. Due to the fact that most people are on a
flat $90 per month allowance, the City Administrator
felt that they should also receive an increase.

' The Acting Police Chief spoke and said there would be
no objections as long as the children have adult super-

The City Administrator stated that Council had requested
he investigate the matter of purchasing the lot on the
corner of Foothill Blvd., and Alameda Axe nue.

He has now made contact with the owners and feels it would
be appropriate at this time to authorize the City Attorney
and the City Administrator to proceed as necessary with
the transaction.

and the City Administrator to proceed with the purchase
of the lot at the corner of Alameda Avenue and Foothill

Addendum to Minutes of 10-24-74
With regard to pornography, Councilman Cruz stated:
"We should adopt an Ordinance similar to the one West Covina
adopted. We do have the Ministerial Association here before
us, who are representing the spiritual way of thinking here
in Azusa. I will support them fully and recommend that the
City of Azusa adopt an Ordinance prohibiting obscene motion
pictures."
