The City Council of.the City of Azusa met in regular session
at the above time and place.
Mayor Decker called the meeting to order and led in the Call to Order
salute to the flag.
Invocation was given by Reverend Albert Duggan, St. Invocation
Frances of Rome Church.

The Minutes of the regular meeting of November 4, 1974, Appvl. Min.
were submitted for Council consideration. 11/4/74
Moved by Councilman Arkison, seconded by Councilman
Solem, and unanimously carried to approve the Minutes as
submitted.
Dr. Antonio Sycip, 233 N. Twintree Ave., Azusa, of the Dr. Sycip -
World Mission addressed Council and requested that the World Mission
Mayor, Council Members, their wives and City Officials & Rev.Argemiro
be his guests for luncheon, on Wednesday, November 20, Figueiro
1974, 12:00 noon at Carmen's Restaurant, Azusa, for the addressed
purpose of discussing a Joint Communion Service to be Council
held in Azusa, at Easter time, 1975, comprising all
faiths. Dr. Sycip then introduced to the members of the
Council, Reverend Argemiro Fugueiro, who expressed his
happiness at being able to be in the City of Azusa,
speaking to the Councilmen and also requested their
attendance at the Wednesday afternoon luncheon.
Mayor Decker presented a plaque to retired City Clerk Pres. Plaque
Mae Hynes, who retired in 1953. Mr. Elton Hynes, son to Mae Hynes
of Mrs. Mae Dynes thanked City Council on behalf of his
mother for the appreciation shown her.

The presentation of Resolution and plaque to former City
Clerk Miller was postponed to a later date. City Clerk
to ascertain if Mr. Miller can be present at future
Council meeting.
Moved by Councilman Arkison, seconded by Councilman Rubio
and unanimously carried to remove from the table the item
regarding "Town Meetings".
Mr. Arkison advised the Council the information he wished
had not been forthcoming and rather than hold the item
tabled, he moved that it be received and filed; seconded
by Councilman Cruz and unanimously carried.
Councilman Rubio presented the following items for
discussion.
1. Discussion regarding housing
Councilman Rubio advised that at the last SCAG meeting
there was much discussion regarding Title I, Block Grants,
New Housing Committee Development Act. He advised that
there was little time left to apply for funds through the
Federal Government for low cost housing. He suggested
that a committee be formed, getting the citizens of Azusa
involved,to set up an attractive package that theor_TOT-
ment would accept. He advised that the deadline for this
program was March 1, 1975. Mr. Dangleis apprised the
Council that he had, that day, 11/18/74, received a bulletin
' from the League of California Cities wherein a meeting was
scheduled on Wednesday, 11/20/74, to discuss this very
program.
Mr. Dangleis advised further that citizen participation
was urged and was probably a primary requisite. He also
stated that the deadline for submission was April of 1975;
however, if you go through SCAG the deadline would be
March, 1975. Councilman Rubio again stated that a com-
mittee should be formed, including staff members, citizens
and with the aid of SCAG to lead the way, to file an
application with the Federal Government. Monies had been
put into the budget for this purpose. After discussion,

and unanimously carried that the City Administrator and
Planning Director attend the LCC City Manager's meeting
on Wednesday, 11/20/74 and report their findings to the
Council at the next meeting.
2. Discussion regarding transportation.
Councilman Rubio presented for discussion the program of
"Dial -A -Ride" which had been set up for a 12 week trial
' period in the City of Monrovia. The service is limited
to city limits and the cost is 50¢ one-way. Participants
purchase coupon books for $2.50 for 5 tickets. When a
ride is needed, they call the Cab Company and are taken
to their destination and subsequently picked up. The
City pays a portion of the fee to the Cab Company.
Councilman Arkison advised that due to the lack of
patronage the services had been reduced in the City of
Monrovia. He also felt that possibly the RTD could
supply a service within the City of Azusa. After dis-
cussion, it was, recommended by the Mayor that the City
Administrator contact the City of Monrovia and obtain
necessary updated information for all Councilmen.

3. Discussion regarding Community Redevelopment Agency.
With regard to redevelopment, Councilman Rubio stated that
the above discussed topic of housing could be merged with
our redevelopment program and perhaps accomplish low cost
housing for senior citizens. He advised that it had been
almost 8 months since he had first brought up the idea of
rebuilding the block on Azusa Ave.; stores on the bottom,
and apartments on the top floor. He expressed this con-
cern and also stated that we should seriously consider
available Federal Government Grants to aid us in these
matters.

Councilman Rubio further requested information regarding Lot on
the lot on Alameda and Foothill; had the City purchased it Alameda &
and who had put the fsnce around the lot. Mr. Dangleis Foothill
advised that the City's verbal offer had been accepted
and that the fence had been put up by the seller.
Councilman Rubio also requested information from the
Director of Public Works regarding a driveway located
on Cerritos, just in back of the Rockvale Apartments.
Apparently, it is consistently filled with water and a
problem. The Director of Public Works advised that the
original developer had made an illegal lot split when the
property was sold and consequently, the street was left
as a separate parcel and that the owner had stopped paying
taxes on it and consequently the County now owns it for
delinquent taxes. He advised that the four unit apart-
ment complex residents were maintaining the street as
best they could. It was discussed that possibly the City
take over the street, but in order to do so, it would have
to be torn down and done over. After discussion it was,

look into the matter and determine the exact status of the
street for report to Council.
The Director of Public Works was also asked by Councilman
Rubio regarding the sidewalk at 304 Virginia. Apparently,
the sidewalks had been put in for all residents except at
304 Virginia. Mr. Wells advised that sidewalks were paid
for by assessment of the property owner and possibly this
particular owner did not pay. The Director of Public
Works is to investigate the situation and report back to
Councilman Rubio.

The City Clerk presented a request for organization and
approval of City "911" Committee and appointment of City
Clerk as "911" Coordinator with Carl Elkins, Police Chief
and Robert Torrance, Fire Chief as Committee members.
The City Clerk explained that this program was mandated by
the State and would be a state-wide number for emergencies
and disasters.
Moved by Councilman Arkison, seconded by Councilman Rubio
and unanimously carried to approve the recommendation of
'the City Clerk.
The City Clerk presented for Council confirmation and
ratification of Council approval of Auction held by
M. J. Wershow Company on 11/13/74 re: machinery and
equipment owned by M. & M. Manufacturing Co., 205 S.
Irwindale Avenue.

The City Clerk presented a request from Louis Zimmerli,
President of the Chamber of Commerce, for rezoning of
land fronting Sierra Madre Avenue in the northeast
portion of the City to R -A zoning. Mr. Zimmerli advised
the Council that the City was in need of homes with
larger lots, and that since the Azusa Unified School
District would not need to develop the 40 acre school
site on Sierra Madre that the property would be available
shortly, and recommended rezoning to a higher use. After
discussion, it was,

the Planning Commission for study and report as soon as
possible.

The City Clerk presented a request from Robert Tremaine, Req. for Xmas
Manager/Coordinator of the Chamber of Commerce, for Council street light -
approval of Christmas street decorations and lighting, ing from
commencing December 2, 1974, in conjunction with the Chamber of
Christmas tree lighting ceremony at City Hall. Commerce
Mr. Tremaine advised that they had reduced the wattage
from 1000 to 300 in order to conserve energy.
It was suggested that the lights be turned on from 5:00
p.m. to 10:00 p.m. The City Administrator advised that
in order to shut off the lights at 10:OC,p.m.... 23 timers
would be needed or someone would have to do so manually.
He advised that it would be less expensive to keep the
street lighting on all night.
The lighting of the Christmas tree could be done on a
timer.
Moved by Councilman Arkison, seconded by Mayor Decker
that the request for street lighting from 5:00 p.m. to
dawn, and the lighting of one Christmas tree be approved.

The City Attorney presented for Council consideration
and approval a proposed Ordinance regarding Cable TV.
Prior to reading the Ordinance, the City Attorney
advised Council that the bidder would not go into the
expense of forming a corporation unless the franchise
would be available to them.
City Engineer Stimson and Mr. Paul Allen presented to
Council, information with regard to the Cable TV
franchise. Rate schedules would be $7.95 per month
for one connection and $2.95 for additional outlets.
Subscribers not only will receive better reception,
but, Ken Downes and Associates has advised that they
will offer special programs andpropose 36 channels of
reception with one channel for 24 hours of FM radio
music. The cables would be both underground and overhead,
with the cost remaining the same for either connection,
and that necessary clearances for use of joint poles
owned by the City, General Telephone Co. and Edison,
would be granted.
The cost to service the entire City of Azusa would be in
excess of $1,500,000 and that financial capability would
be provided and that the franchise would not be effec-
tive until the corporation's financial capacity had been
approved by the City Council. The City would receive
3% of the gross annual receipts from operation of the
service, or such greater percentage as may at any time
be required by the Federal Communications Commission.
In the event of bankruptcy, it would be subject to sale

by bid; the City could not just take over, unless the
City bought the franchise outright. Ken Downes &
Associates are planningto offer stock in this company
to the citizens of Azusa and have also stated that if
the City so desired that 51% ownership could be main-
tained by the City.
It would take 9 months for the first hook-up and
approximately 2 years for the entire City to be with-
in the system.
Councilman Arkison offered for introductory first reading
the Ordinance awarding the franchise for community
antenna television service entitled;
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA
GRANTING TO CABLE SERVICE OF AZUSA, INC., A FRANCHISE
TO CONSTRUCT, OPERATE AND MAINTAIN A COMMUNITY ANTENNA
TELEVISION SYSTEM WITHIN THE CITY OF AZUSA.
Moved by Councilman Arkison, seconded by Councilman Rubio
and carried by roll call to waive further reading. Council-
man Cruz dissenting because he felt that the franchise
for Cable TV should be solely owned by the City.
Councilman Cruz requested information with regard to
the updating of the Civil Service Rules and Regulations
and when an Ordinance would be forthcoming. Council-
man Arkison advised that he had attended a Personnel
Board meeting wherein the Personnel Board had authorized
the Personnel Clerk to take some time away from the
office to accomplish the modifications and amendments
as needed for the City Attcrney to go over.
The City Administrator presented the monthly reports
from various City departments for Council consideration.

and unanimously carried to receive and file.
The City Administrator submitted a report on Senior
Citizens Study. The City Administrator advised that
he had attended two meetings of the special committee
formed to meet with Mr. Duane Day of Day & Associates
regarding his proposal to conduct a study of senior
citizens' needs in Azusa. After analyzing Mr. Day's
proposal, he felt that he could not recommend the
expenditure of $4,000 for the study. The City Adminis-
trator recommended that the Mayor consider appointing
a committee, to be chaired preferrably by a member of
the senior citizens' community, rather than a city staff
member. However, he felt that the Planning Director
could be of assistance in the area of housing; the City
Engineer in the area of transportation; and the Supervisor
of Recreation in the area of recreation.
Councilman Arkison stated that he too, did not advocate
the expenditure of $4000., however, felt that Day &
Associates had expertise which was needed.
Mr. Day addressed the Council and stated that there were
a variety of agencies that had pieces of the various
senior citizens' problems, but, unfortunately none had
the entire problem under their hat. He expressed concern
for the elderly and felt that whether Day & Associates
would be involved or not, that a program was needed with
someone or somebody who could provide leadership and work
with the City and the elderly.

Moved by Councilman Arkison, seconded by Councilman Cruz
and unanimously carried that the recommendation of the
City Administrator that the Mayor appoint a Senior
Citizen's Committee of senior citizens with assistance
of staff members be approved, and that the financial
consideration for a study be referred to the budget
hearings. Councilman Arkison to act as ex -officio
member of the committee.

The City Administrator advised that the bill received by
the Library was for 70 days rather than 40 days as stated
by the City Librarian. Also, that rates have doubled in
the last year, and even with the additional use by the
City offices, the Library's kilowatt hours are less today
than last year. No action by City Council.
The City Clerk read in full a Resolution authorizing the Res. #6267
payment of warrants by the City. Claims &
Demands
Councilman Solem offered for adoption the Resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE
FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.
